Eligible sectors are:<br />

land-based transport, seaports; and<br />

construction.<br />

Composite Loans are available for financing projects that are<br />

eligible for promotion according to development-policy criteria in<br />

the fields of:<br />

infrastructure: (telecommunications, energy supply,<br />

transport, water supply and waste management),<br />

<br />

<br />

industry and<br />

environmental technology.<br />

The loans are open to developing countries, according to the<br />

OECD-DAC list categories “other low income, lower middle income<br />

and upper middle income”.<br />

Subsidies are granted for development projects in a number of<br />

developing countries (up to upper middle income). The supplier<br />

must be a company registered in Denmark, and sufficient Danish<br />

interest in the project must also be proved. Minimum 25% Danish<br />

interest is required for projects in China.<br />

In principle all kind of projects can be taken into consideration, but<br />

in practice the arrangement is applied in accordance to the sectors<br />

considered by the OECD:<br />

water supply and sanitation,<br />

renewable energy,<br />

infrastructure,<br />

environment,<br />

health, and<br />

education.<br />

The minimum contract amount to be financed is € 1 million, while<br />

the maturity is normally 10 years.<br />

Special requirement is that the financing should not affect<br />

negatively the country’ balance of payments, neither its public<br />

debt sustainability. Therefore, recipient countries should be<br />

creditworthy, i.e. categorised in premium groups 1 to 6 out of 7<br />

possible by the Danish Export Credit Fund (EKF) (except for<br />

Denmark’s Programme Countries).<br />

Support to individual projects that require a subsidy of more than<br />

DKK 100 million are not approved, except for projects in Danida’s<br />

Programme Countries<br />

In accordance to the OECD Arrangement, the project should not<br />

be commercially viable.<br />
