FINEXPO EVALUATION<br />

In 1983, the Development Related Export Transactions (ORET)<br />

programme was launched in a joint effort of the ministries of<br />

Foreign Affairs and Economic Affairs. In 1987, the mixed credits<br />

were replaced by a programme of less concessional loans, which<br />

were not only provided for exports of capital goods, but also<br />

included service contracts that were linked to civil engineering<br />

and/or institutional building. In 1991, the Netherlands<br />

development co-operation abandoned the provision of loans and<br />

ORET (renamed into Development Relevant Export Transactions)<br />

replaced loan-based financing by the award of grants (in fact to<br />

the supplier, enabling suppliers to offer either lower prices for<br />

goods and services, or suppliers credit). The Industry and<br />

Environment programme MILIEV was set up in 1993 and was<br />

comparable to ORET, but with a higher grant percentage (up to<br />

53%). In 1998, the programmes merged into ORET/MILIEV under<br />

a single set of procedural guidelines.<br />

ORIO<br />

After the untying of aid agreement in OECD, several modification<br />

were introduced, such as the establishment (2002) of the Least<br />

Developed Infrastructure Fund 76 within FMO, with a budget of<br />

approximately € 49 million per year, in part subtracted from the<br />

ORET/MILIEV budget. More changes took place in 2006 and 2007,<br />

such as the separation of MILIEV from ORET. After an evaluation 77<br />

that concluded that the development objectives were not reached<br />

in full, the ORET programme was closed per 1st August 2007 78 .<br />

ORIO means “Development Relevant Infrastructure Incentive” 79 .<br />

Its objectives 80 are: (1) the development, implementation<br />

(construction/ renovation/ extension) and exploitation of public<br />

infrastructure in developing countries. (2) contribution to the<br />

Millennium Development Goals, (3) provide benefits to the poorer<br />

strata of the society, and (4) promoting the involvement of the<br />

private sector in the development, technology and knowledge<br />

concerning public infrastructure in developing countries.<br />

The successor programme of ORET was developed as a joint<br />

concept by the ministries of Foreign and Economic Affairs and the<br />

Dutch umbrella organization for employers, the VNO/NCW. The<br />

programme was launched in March 2009 with an annual budget of<br />

€ 190 millions. By February 2010, however, the implementation<br />

arrangements had not been completed, so the programme had a<br />

slow start and is/was not fully operated yet.<br />
