government of the Brussels Capital Region supports export promotion through an array<br />

of services, amongst which:<br />

Customized assistance for exporters, either in Brussels or abroad, using a<br />

network of 88 economic and commercial attachés all over the world.<br />

Financial incentives offered to SMEs, in particular to conduct individual<br />

business trips, participate in international fairs and seminars, develop<br />

promotional documents (in particular for markets outside the European<br />

Union), contract external foreign trade consultants, etc. Also, the opening of a<br />

representative office outside the European Union can be financially supported.<br />

Collective actions: economic missions, contact days, international fairs,<br />

invitations of foreign buyers.<br />

Supply of information on foreign markets via its website, the Trade Point<br />

Brussels, the Brussels Export News, and the monthly digital newsletter.<br />

As the Flanders and Walloon Regional Trade organisation, the main focus of Brussels<br />

Export is on small and medium enterprises. The eligible companies must have their head<br />

office or productive headquarters located in the Brussels Capital region as well as at least<br />

1/3 of the staff occupied in the same headquarters. The empowerment of SMEs in export<br />

is sought through collaboration and association, also at the European level. Brussels<br />

Export provides assistance and advice with regard to European issues and a network for<br />

European SMEs via the Enterprise Europe Brussels (EEB), a joint initiative of BECI and<br />

the Brussels Enterprise Agency (BEA).<br />

C - Federal Belgian aid institutions<br />

The main institutions in charge of ODA or ODA/trade related are the following:<br />

Directorate-General for Development Cooperation - DGDC<br />

The DGDC is the Belgian federal administrative body for development aid. The DGDC is a<br />

DG of the FPS Foreign Affairs, Foreign Trade and Development Cooperation and reports<br />

directly to the Minister of Development Cooperation. The DGDC is responsible for<br />

managing 55 to 65% of Belgian official development assistance.<br />

The execution of the cooperation programmes is entrusted with the DGDC, which is part<br />

of the federal Department of Foreign Affairs, Foreign Trade and Development<br />

Cooperation. Cooperation between governments is prepared and financed by the DGDC,<br />

but it is implemented by the Belgian Technical Cooperation (BTC) organisation. In<br />

addition to governmental cooperation, the DGDC co-finances and coordinates other types<br />

of cooperation.<br />

Since its reorganisation in 2003, the DGDC is structured into five directorates dealing<br />

with various forms of development cooperation. The role of the DGDC is to prepare the<br />

policy. The DGDC is supported since 2003 by four departments (General Affairs and<br />

Secretariat D0.0, policy support D0.1, D0.2 database, preparation of budgets D0.3, and<br />

D0.4 monitoring and evaluation).<br />

Belgian Technical Cooperation - BTC<br />

The BTC is the Belgian agency for development cooperation. The Belgian Technical<br />

Cooperation was established in 1998 as a public-law company with social purposes. Its<br />

relations with the Belgian State are specified in a management contract. On behalf of the<br />

Belgian government, the BTC supports developing countries in their fight against poverty.<br />

In addition to this public service, the BTC executes contracts on behalf of other national<br />

and international organisations that work towards sustainable human development. In<br />

this function, the BTC has signed a framework contract with the Inspectorate for Finance<br />
