Principles and guidelines to promote<br />

sustainable lending practices in the provision of<br />

official export credits to low-income countries<br />

Lending activities must respect sustainable<br />

development and generate net positive economic<br />

returns. They must foster sustainable development<br />

by avoiding unproductive expenditures. They must<br />

preserve debt sustainability and support good<br />

governance and transparency.<br />

DAC Members shall:<br />

- observe any applicable minimum<br />

concessionality requirements of Low Income<br />

Countries to the IMF and to IDA,<br />

- consider the results of IMF/World Bank<br />

country-specific debt sustainability analyses for<br />

other countries,<br />

- require good governance from government<br />

authorities in a buyer country.<br />

The 2008 Accra Agenda for Action (AAA) on aid<br />

effectiveness<br />

It reaffirmed the commitment on untying aid, and<br />

called upon DAC members to elaborate individual<br />

plans by 2010 to untie their aid to the maximum<br />

extent and to improve reporting on the 2001<br />

Recommendation.<br />

Revised arrangement for officially supported<br />

export credits<br />

The revised Arrangement incorporates all recent<br />

decisions and enhancements agreed by the<br />

participants, including the new Sector Understanding<br />

on Export Credits for Civil Aircraft and the adjusted<br />

Local Costs rules (extension of the amount of Local<br />

Costs that may be supported from 15% to 30% of<br />

the export contract value - 2007).<br />
