Technical Cooperation (TC) and administrative costs<br />

was specifically made voluntary. Apart from technical<br />

problems of ensuring consistent reporting, some<br />

donors initially chose not to report on the tying<br />

status of their bilateral aid, and did not report fully<br />

on their TC or administrative costs. Over time the<br />

reporting system has improved but the extent to<br />

which all tying of aid is being reported is still<br />

unknown 67 .<br />

Paris Declaration<br />

The Declaration commits signatories to follow 5<br />

principles: ownership, alignment, harmonisation,<br />

results-based monitoring, and mutual accountability.<br />

One of the indicators (n°8) used to follow the<br />

implementation of the alignment principle monitors<br />

the level of aid that is untied<br />

Abolition of coverage thresholds and ex-ante<br />

The OECD recommends deterring bribery in<br />

international business transactions benefiting from<br />

official export credit support, by:<br />

- Informing parties on the legal consequences of<br />

bribery, and encouraging the development and<br />

documentation of appropriate management<br />

control systems.<br />

- Minimising the risk that bribery occurs.<br />

- Taking appropriate action when there is<br />

credible evidence that bribery has occurred.<br />

Recommendation on common approaches to<br />

the environment and officially supported export<br />

credits<br />

The DAC recommends its members to:<br />

- Foster transparency, predictability, and<br />

responsibility in decision-making by<br />

encouraging disclosure of relevant<br />

environmental information;<br />

- Encourage the prevention and the mitigation of<br />

adverse environmental impacts of new projects<br />

and the environmental risks associated with<br />
