The Schaerer Package 65<br />

Key features of the Package include:<br />

- Progressive abolition of remaining subsidised<br />

rates so that market-based CIRRs are used as<br />

the minimum interest rate in all markets;<br />

- Introduction of an automatic system of country<br />

classification based on per capita GNP to<br />

determine the maximum repayment period;<br />

- Adjustment of the discount rate for calculating<br />

the concessionality level of aid loans.<br />

Orientation of tied aid according the Helsinki rules<br />

(commercially viable projects cannot receive tied aid<br />

e.g.)<br />

Re-wording of the arrangement(s) in order to include<br />

all the modifications made since 1976<br />

The Knaepen Package - Minimum Premium<br />

Benchmarks<br />

The package sets the minimum risk premium rates<br />

meant to:<br />

- Ensure that risk premium rates are not<br />

inadequate to cover long-term operating costs<br />

and losses;<br />

- Eliminate distortions to competition and create<br />

a level playing field.<br />

Recommendation to untie ODA to LDCs<br />

The Recommendation also invites DAC members to<br />

provide untied aid in areas not covered by the<br />

Recommendation. ‘The Guiding Principles’ include an<br />

agreement to report to the OECD on the tying status<br />

of aid 66 . This Creditor Reporting System (CRS) on a<br />

project level contains information about the tying<br />

status of most ODA, although the reporting on<br />
