Sample of files<br />
The core of the documentary analysis is based on a sample representative of the entire<br />
portfolio of 108 activities. Next to the “review” of the 108 files, the analysis focuses on<br />
the sample in order to draw specific lessons. The objective of this sample is to reduce as<br />
much as possible the number of files to be analysed while being representative of all the<br />
files. The selection process must be systematic. If one of the selected files doesn’t match<br />
one selection criterion, the sample is no longer representative and none of the selected<br />
files are justified. Four criteria drive the selection:<br />

Beneficiary companies,<br />
Amount of the credit.<br />
First criterion: Visited countries<br />
The sample encompasses all the projects implemented in Ghana and Vietnam (27 files).<br />
Then, the quality of the sample selected against this first criterion is checked against the<br />
other criteria and projects are added in order to improve the quality of the selected<br />
projects list. The files of other activities should cover features not covered by these 27<br />
files.<br />
Second criterion: Instruments<br />
The second selection criterion is the subdivision of instruments. For each instrument, the<br />
projects carried out in Vietnam and Ghana represent the following share of the portfolio:<br />

This criterion shows that a sample made up only of activities in Vietnam and Ghana<br />
would not be representative for the entire portfolio, since:<br />

Donation and untied State-to-State loans are not represented in Vietnam and<br />
Ghana<br />
As far as it concerns donations, only one donation has been implemented since<br />
1997. That was in Ivory Coast (N°8145 – Rehabilitation of the OTN ring<br />
between 13 jurisdictions in Abidjan). This donation has been added to<br />
the sample, disregarding other selection criteria.<br />
