FINEXPO EVALUATION<br />
Selection of the companies for interviews<br />
The FINEXPO system consists of several steps, from application to implementation. The<br />
Belgian companies and exporters that apply for FINEXPO support from the Belgian<br />
government and finally implement the commercial activities are key stakeholder in all<br />
those stages.<br />
Characteristics of Belgian companies with clients benefiting from FINEXPO loans and<br />
interest relief<br />
The evaluation team lacks data about the total number (approximately 415) and<br />
frequency of applications for FINEXPO support in terms of loans and interest relief. The<br />
data available concern the approvals that became active. Among the 38 Belgian<br />
companies, 21 (55 %) companies counted only once with an active FINEXPO loan or<br />
interest relief service, while only 5 companies (13 %) counted with FINEXPO subsidies<br />
over 5 times during the period 1997-2008. The data available do not allow knowing<br />
whether these companies applied for FINEXPO support more frequently.<br />

The total credit sum involved in the transactions subject to evaluation reaches € 550.3<br />
million over the period 1997-2008. The loan / interest relief is related to the credit sum.<br />
The credit sum per Belgian company in benefit of their clients is the product of the<br />
number of applications that became active and the resources requested in benefit of their<br />
clients. To almost half of all Belgian companies (18 out of 38) the credit in terms of<br />
interest relief and loans to their clients represents less than 1% of the total credit<br />
authorized. On the other hand, FINEXPO benefit the clients of 5 companies in particular,<br />
each allocated a share of over 5 % of the total credit sum. It is worth mentioning the use<br />
of the FINEXPO loan and interest relief instrument for the delivery of buses (and related<br />
services and spare parts). The clients of the bus construction and trade companies<br />
benefit with well over a third (34.3 %) of the total credit involved. Graph shows the<br />
