4. To what extent are the projects relevant for development?<br />
The first 3 questions dealt with the importance of relevance into the selection process.<br />
Questions 4 and 5 assess the relevance of the project themselves. The question is not<br />
“how did FINEXPO assess relevance” but “Are the project really relevant?” therefore the<br />
assessment does not focus on the procedures but on the intervention. Since the<br />
consultants were not in a position to directly assess the relevance of the projects, indirect<br />
criteria have been used in order to answer the questions.<br />
4.1. The committee advice regarding development is always positive before<br />
implementing the project<br />
4.1.1. Number of implemented projects with a unanimous positive<br />
advice / number of implemented projects with negative<br />
advice by members of the committee or without advice of<br />
the committee on that matter<br />
