to be dealt with are not about independence but rather those that relate to extended
statehood arrangements currently in place, how do they work and how can they be
put to better use in a highly interactive global world (De Jong 2005: 4).”
Hillebrink stelt het volgende:
“It could be argued that the right to self-determination, defined as the freedom of
choice, leaves open the possibility that a dependent people freely chooses a status
that is not fully self-governing according to the standards of Resolution 1541, and
which creates a subordinated position for that people. The essential criterion for the
acceptability of such a status should be whether the population has truly made that
choice in freedom and with due knowledge of the ramification of its choice (2008:
260).”
Bonaire als bijzondere gemeente van Nederland
Voor Bonaire zal er dus veel gaan veranderen vanaf 10-10-10 5 . Op dit moment heeft Bonaire
een dualistisch bestuursmodel. Er bestaat een bestuurslaag op landsniveau, namelijk het
land Nederlandse Antillen, en de bestuurslaag van het eilandgebied. Door het wegvallen van
het landsbestuur van de Nederlandse Antillen ontstaat er een directe band met Nederland.
Nederland zal de plaats van de Nederlandse Antillen straks gaan innemen en neemt de
overheidstaken van de Nederlandse Antillen over, zoals politie, brandweer en
belastingheffing. Daarnaast komen taken op het gebied van de uitkeringen (algemene
ouderdomsverzekering (AOV), onderstand, loonderving), volksgezondheid, jeugdzorg en
onderwijs bij de Nederlandse overheid te liggen. Politieke partijen, evenals de functies van
gezaghebber, eilandsraad en gedeputeerden, zullen blijven bestaan. De organisatie van
