Nadat <strong>de</strong>ze inlichtingen door tusschenkomnst onzer provin-<br />
ciale geneeskundige inspecteurs en <strong>de</strong> Ministers van Oorlog<br />
en Marine verstrekt waren, verscheen nu in 1871 het Report<br />
van <strong>de</strong> Engelsche Commissie van Enquête, groot 27 bladz.<br />
folio, toegelicht door een 846 blz. folio groot <strong>de</strong>el Minute s<br />
o f E v i d e ii c e (Vol. II van het Report), <strong>de</strong> antwoor<strong>de</strong>n behel-<br />
zend op 20385 vragen geduren<strong>de</strong> 45 dagen aan tal van personen<br />
gedaan, die hetzij <strong>de</strong> toepassing <strong>de</strong>r wetten had<strong>de</strong>n on<strong>de</strong>rgaan,<br />
hetzij ze uitgevoerd had<strong>de</strong>n, hetzij door hun betrekking, on<strong>de</strong>r<br />
studiën getuigenissen kon<strong>de</strong>n afleggen. Een belangrijke-vinding<br />
of<br />
zitting was zeker die, waarin J. Stuart Mill werd on<strong>de</strong>rvraagd<br />
(19.990-20.101). welk verhoor ook afzon<strong>de</strong>rlijk uitgegeven is.<br />
De bezwaren, tegen <strong>de</strong> Acts ingebracht, - wor<strong>de</strong>n door <strong>de</strong><br />
Commissie tot 9 punten teruggebracht (blz. 13).<br />
1. That the Acts are <strong>de</strong>signed to provi<strong>de</strong> sound prostitutes for<br />
soldiers and sailors, and that this is *implied in their title.<br />
2. That such legislation, by ren<strong>de</strong>ring vicious indulgence less<br />
hazardous, has a direct ten<strong>de</strong>ncy to promote immorality.<br />
3. That the protected districts are in fact resorted to by libertines,<br />
and that married men and youths are induced to visit<br />
the registered women by the security they are supposed to<br />
offer of freedom from contagion.<br />
4. That the practice of registering prostitutes. and subjecting<br />
them to a periodical examination for the purpose of ascertaining<br />
whether they are in a fit condition to follow their<br />
tra<strong>de</strong>, is in itself an outrage upon public <strong>de</strong>cency and<br />
morality.<br />
5. That such a system is virtually a recognition by the State<br />
of the tra<strong>de</strong> of prostitution.<br />
6. That the compulsory surgical examination of the women at<br />
stated intervals is calculated to remove any lingering sense<br />
of shame in the subjects of such operation, and to har<strong>de</strong>n them.
