COMPETENCIES. Effective workers can productively use:<br />
Resources: allocating time, money, materials, space, staff;<br />
Interpersonal Skills: working on teams, teaching others,<br />
serving customers, leading, negotiating, and working well<br />
with people from culturally diverse backgrounds;<br />
Information: acquiring and evaluating data, organizing and<br />
maintaining files, interpreting and communicating, and using<br />
computers to process information;<br />
Systems: understanding social, organizational, and technological<br />
systems, monitoring and correcting performance, and<br />
designing or improving systems;<br />
Technology: selecting equipment and tools, applying<br />
technology to specific tasks, and maintaining and troubleshooting<br />
technologies.<br />
THE FOUNDATION. Competence requires:<br />
Basic Skills: reading, writing, arithmetic and mathematics,<br />
speaking and listening;<br />
Thinking Skills: thinking creatively, making decisions,<br />
solving problems, seeing things in the mind’s eye, knowing<br />
how to learn, and reasoning;<br />
Personal Qualities: individual responsibility, self-esteem,<br />
sociability, self-management and integrity.<br />

De nationale aandacht voor de SCANS lijkt nu grotendeels te zijn verdwenen.<br />
Tegenwoordig is er veel belangstelling voor het ontwikkelen van standaarden<br />
gekoppeld aan bedrijfssectoren (NSSB, 1998b). Er is een National Skill<br />
Standards Board opgericht om de ontwikkeling van standaarden te coördineren.<br />
De NSSB heeft richtlijnen opgesteld waarmee de bedrijfssectoren de standaarden<br />
kunnen vaststellen (NSSB 2000a; 2000b). De Board hanteert drie skillscategorieën:<br />
academic knowledge and skills, zoals lezen, schrijven, wiskunde<br />
en natuurwetenschappen; employability knowlegde en skills, zoals<br />
vaardigheden die nodig zijn voor een groot aantal beroepen en die betrekking<br />
hebben op communicatie, informatieverwerking, het oplossen van problemen,<br />
het nemen van beslissingen, plannen, teamwork, leidinggeven aan medewerkers,<br />
de eigen ontwikkeling en loopbaanontwikkeling; en occupational and<br />
technical knowledge en skills die betrekking hebben op performance in<br />
specifieke beroepen. Voor de laatste categorie geeft de NSSB slechts algemene<br />
richtlijnen (2000a). De overige twee categorieën zijn meer in detail uitgewerkt
