have been transferred to beneficiary<br />
hou<strong>se</strong>holds since 1994, currently<br />
stands at 2 686.<br />
In 1994 the first five land redistribution<br />
projects compri<strong>se</strong>d some 14<br />
331 ha on average. Since then the<br />
size of land per project has declined<br />
considerably (Figure 3) and currently<br />
the average size of a project is 731<br />
ha. Over the entire ten years, 1994 to<br />
2004, project size has been quite<br />
variable and in 2003 averaged only<br />
316 ha each. However, since the<br />
inception of land reform, the longterm<br />
average is 699 ha.<br />

Progress with restitution<br />
Despite no change in the area of<br />
land reported for land restitution,<br />
total “land cost” has increa<strong>se</strong>d from<br />
R1 billion to R1,56 billion, or by<br />
over 50%. This repre<strong>se</strong>nts either<br />
a major revision of historical costs<br />
or provision for future land purcha<strong>se</strong>s.<br />
The total value of awards has<br />
increa<strong>se</strong>d dramatically over the<br />
period, from R3 billion to R4,2 billion.<br />
Non-land costs account for<br />
54,4% of total awards for the<br />
<strong>se</strong>ven months March to September<br />
2004 and 63% of the total<br />
since 1994.<br />
The<strong>se</strong> figures exclude the operating<br />
costs of the commission.<br />
