A measur<strong>in</strong>g <strong>in</strong>strument that <strong>in</strong>cludes all the elements of the model does not exist, forc<strong>in</strong>g the<br />

scholar to resort to exist<strong>in</strong>g sys<strong>te</strong>ms of university rat<strong>in</strong>gs, despi<strong>te</strong> their shortc<strong>om</strong><strong>in</strong>gs.<br />

Three South African universities appear among the top 500 and 400 respectively of the Times<br />

Higher Education and Shanghai rat<strong>in</strong>gs. Thir<strong>te</strong>en, or just more than half, of all South African<br />

universities fall with<strong>in</strong> the top qu<strong>in</strong>tile of the Rank<strong>in</strong>g web of world universities (only three<br />

South African universities lie below the median). By all measures South Africa already has<br />

world-class universities.<br />

While the call for more world-class universities <strong>in</strong> South Africa is present as urgently as<br />

elsewhere <strong>in</strong> the world, a summary concentration of public resources for the cause of<br />

pr<strong>om</strong>ot<strong>in</strong>g the establishment of (more) world-class <strong>in</strong>stitutions would be <strong>in</strong>advisable, <strong>in</strong> view<br />

of con<strong>te</strong>xtual realities. A world-class university is an expensive undertak<strong>in</strong>g. For the six<br />

campuses earmarked for the development to world-class status <strong>in</strong> Germany, for example, the<br />

federal German government has alloca<strong>te</strong>d 19 billion euros (Labi 2010) – more than <strong>te</strong>n times<br />

South Africa’s total public education budget for primary, secondary and <strong>te</strong>rtiary education.<br />

South African universities are obta<strong>in</strong><strong>in</strong>g ever decreas<strong>in</strong>g sta<strong>te</strong> fund<strong>in</strong>g (Wolhu<strong>te</strong>r 2011b),<br />

education is already the s<strong>in</strong>gle biggest i<strong>te</strong>m on the public budget, and with many other<br />

press<strong>in</strong>g demands with<strong>in</strong> primary and secondary education and outside of education (hous<strong>in</strong>g,<br />

health care and transportation <strong>in</strong>frastructure) a case could hardly be made for more<br />

<strong>in</strong>vestment <strong>in</strong> develop<strong>in</strong>g world-class universities. Furthermore, South Africa’s gross <strong>te</strong>rtiary<br />

education enrolment ratio of 17 percent is low c<strong>om</strong>pared with that of other upper middle<strong>in</strong>c<strong>om</strong>e<br />

countries, where this figure is typically 35 to 40 percent. Youth unemployment <strong>in</strong><br />

South Africa is high. In view of these con<strong>te</strong>xtual realities it could be sta<strong>te</strong>d that the need for<br />

expansion and diversification is stronger at the lower strata of the higher education pyramid<br />

<strong>in</strong> order to provide relief for the grow<strong>in</strong>g numbers of unemployed young people. In this<br />

regard c<strong>om</strong>munity colleges appear to be the most pr<strong>om</strong>is<strong>in</strong>g model on the <strong>in</strong><strong>te</strong>rnational higher<br />

education landscape. With both the call for world-class universities and less exclusive forms<br />

of higher education equally press<strong>in</strong>g, the obvious solution seems to be to allow the priva<strong>te</strong><br />

sector to play a larger role <strong>in</strong> higher education provision. The <strong>in</strong><strong>te</strong>rnational experience also<br />

<strong>in</strong>dica<strong>te</strong>s that the idea of an Afrikaans-medium and/or mission-driven world-class university<br />

does not have to be a chimera.<br />

vestig<strong>in</strong>g van ’n wêreldklasuniversi<strong>te</strong>it sigbaar. Dit staan s<strong>om</strong>s <strong>in</strong> skrille kontras met sekere<br />

kon<strong>te</strong>kstuele werklikhede <strong>in</strong> daar<strong>die</strong> lande, wat dié strewe des <strong>te</strong> meer bewonderenswaardig<br />

maak. Die volgende drie voorbeelde illustreer <strong>hier</strong><strong>die</strong> <strong>te</strong>ndens.<br />

In 1993 het Ch<strong>in</strong>a sy Projek 211 aangekondig en dit <strong>in</strong> 1998 opgevolg met Projek 985. Téén<br />

100 universi<strong>te</strong>i<strong>te</strong> <strong>in</strong> Ch<strong>in</strong>a tot wêreldklasuniversi<strong>te</strong>i<strong>te</strong> <strong>te</strong> ontwikkel (Manzon 2008:213). Dit<br />

ver<strong>te</strong>enwoordig ’n ambisieuse projek en ’n geweldig gekonsentreerde aanwend<strong>in</strong>g van skaars<br />
