focuses on identifying the key variables for boosting competitiveness in both regions, with the ultimate goal of<br />

providing a set of recommendations and proposals to improve the growth potential of both communities and<br />

take advantage of synergies. The study attends to the following aspects:<br />

⎯ The paths taken by Madrid and the Valencia Community in their productivity and competitiveness<br />

trajectories in the 1995-2010 period.<br />

⎯ The comparison of both regions, between themselves and with regard to other economies, based on<br />

objective and up-to-date statistical data.<br />

⎯ The productivity and competitiveness problems of both territories: the possible causes and<br />

consequences for their regional development.<br />

⎯ The differences in their specialization and their points in common.<br />

⎯ The nature of the companies and their human assets.<br />

⎯ A qualitative analysis of the differences, complementarities and synergies of their strategic industries:<br />

logistics, tourism, business services, agri-food, educational and social services.<br />

⎯ The identification of the strengths and weaknesses of the productive sectors and enterprises of both<br />

regions in their performance areas.<br />

⎯ The legal framework: fiscal regulation, environment regulations, licensing agreements, municipal<br />

taxes.<br />

⎯ The economic policy recommendations aimed at developing the capacity for sustained improvement<br />

in the future of the regions’ growth and productivity.<br />

TECHNICAL ASSISTANCE FOR THE DEVELOPMENT OF A DIAGNOSIS SPECIFIC OF THE VALENCIAN<br />

REGION (2012-2013)<br />

Following the Strategic Plan of the Valencian Community (PESEVA) developed by the <strong>Ivie</strong>, the Directorate<br />

General of European Funds and Projects has asked <strong>Ivie</strong>'s advice to make a diagnosis of the region in the<br />

framework of the 2014-2020 Structural Funds Programming. Taking into account the EU’s specific<br />

recommendations for Spain in the 2014-2020 period and the Valencian Community’s situation in the 2020<br />

Europe Strategy, the research team will identify those areas in which tasks or specific challenges are to be<br />

achieved to reach the objectives set by the strategy. The research will also address the European Commission’s<br />

proposals for the Valencia region taking into account the financial resources of the common strategic framework<br />

and the different thematic areas.<br />

THE SOCIO-ECONOMIC ENVIRONMENT OF VALENCIA ACTIVA: ITS STRENGTHS AND WEAKNESSES<br />

(2012)<br />

The aim of this <strong>report</strong> drawn up for Nou Litoral has been to analyze the socio-economic environment of the<br />

Valencia Activa regional strategic project, identifying the strengths and weaknesses, as well as opportunities and<br />

threats (SWOT), to evaluate the relative position of the city of Valencia and its attractiveness as a location for<br />

firms and people. To assess Valencia’s situation both in the international and national context, the following<br />

tasks have been undertaken:<br />
