• HUMAN CAPITAL PROJECT (2012)<br />

The Human Capital project, carried out by the Bancaja Foundation and the <strong>Ivie</strong> for some years now, has<br />

resumed during 2012 its research on Human Capital and Human Development, which began in 2003. The<br />

overall objective of the research has been to update the data bank that supports the project as well as to extend<br />

the work done in previous editions (2003 and 2009) in two directions. It first presents the evolution of the<br />

human development in Spain and its autonomous communities between 1980 and 2010, following a double<br />

methodology. Through the methodology developed in the Human Development Report by the United Nations in<br />

2010, the human development index (HDI) has been built for Spain and its regions for the said period. Also,<br />

using a method developed by Carmen Herrero, Ricardo Martínez (University of Malaga) and Antonio Villar,<br />

which respects the original construction of the HDI, appropriate changes have been made to avoid problems<br />

and inconsistencies, and a new indicator has been built, the NHDI. This index has been estimated for Spain<br />

and its autonomous communities for the 1980-2010 period. Secondly, following the United Nations<br />

methodology for the measurement of poverty in its human development <strong>report</strong>s, an estimate of poverty in Spain<br />

for the 2006-2011 period has been carried out, but changing the variable that measures the poverty of<br />

education for another one that suits more the Spanish social reality.<br />

• HUMAN RESOURCE MANAGEMENT AND PRODUCTIVITY IN THE PUBLIC SERVICES (2011-2012)<br />

This <strong>report</strong>, prepared for the Cajas de Ahorros Foundation (Funcas), assesses the productivity in the public<br />

services and the impact of the human resource management policies to improve it. The primary purpose of this<br />

work has not been so much to quantify the level of productivity as to offer proposals that allow the evaluation of<br />

various factors that compose it and make suggestions for improvements. Based on quantitative data and on the<br />

experience of public administration experts and managers, the study analyzes the productivity of the public<br />

sector. In addition, it distinguishes three levels of analysis, a transnational one by comparison with other<br />

countries, another one referred to Spain, and the last one related to the productivity of specific governmental<br />

organizations, units or departments. Particularly in this last level, it pays special attention to the different policies<br />

and practices for the management and development of human resources in order to identify their potential<br />

effects and implications for the productivity of civil servants and the units and government agencies in which<br />

they work.<br />
