Marshall is currently researching leadership challenges, including police recruiting and retention, generational differences, and leadership development systems. Dr. Jones has recently co-authored the book Law Enforcement Leadership, Management and Supervision with John Blackledge published by Blue360 Media. Anthony Bandiero is a police officer turned attorney. As a police officer he realized the need for additional training to better understand search and seizure law as it pertains to the Fourth and Fifth Amendments. After earning his law degree, Anthony has dedicated his life to passing along his knowledge and experience. Dr. Michael Goold, Rancho Cordova PD (ret.), Principal. Dr. Goold is the principal of SiTNA Solutions; a leadership development firm specializing in public safety teams. He is certified in the PSEQ, EQi 2.0, MBTI, 6 Working Genius, VIA, Certified Executive Coach, Level 2 administrator of the Team Diagnostic Survey, facilitator of the 5 Dysfunctions of a Team, and certified Systemic Team Coach. Dr. Goold is also an adjunct faculty member for Umass Global Ed.D. leadership program. Chief Goold recently retired as the Chief of Police for the City of Rancho Cordova. His previous assignments included the Asst. Commander of Investigations (Homicide, Robbery, Child Abuse, Elder Abuse, Sexual Assault, Domestic Violence, Human Trafficking), CSI Bureau Commander, Communications Commander (9-1- 1), Patrol Sergeant, Internal Affairs, and some other really cool assignments. Dr. Goold has a Bachelor of Science in Criminal Justice from CSU Sacramento, a Master’s Degree in Organizational Development from the University of San Francisco, and a Doctorate of Education from the University of La Verne. His doctoral dissertation examined traumatic stress in 9-1-1 personnel. Chief Goold has been married for over 31 years and has four children. When not volunteering, he enjoys trying to stay fit and has run 10 marathons and several triathlons. Josh Crosby has over 20 years in law enforcement experience including patrol, FTO, narcotics, sex crimes and training. Josh has spent 2 years overseas as both a contractor to the US Department of State for law enforcement training and a law enforcement instruction advisor for the TEEX PSS division in Abu Dhabi. Over the past 20 years, Josh has become proficient as a firearms instructor, field training officer and Advanced law enforcement instructor. Josh has served as an instructor at ILEETA, IALEFI, and multiple local LE agencies across the country for multiple disciplines. Katharine Manning is the author of The Empathetic Workplace: Five Steps to a Compassionate, Calm, and Confident Response to Trauma on the Job (HarperCollins Leadership 2021) and the President of Blackbird DC. She has worked on issues of trauma and victimization for more than 25 years. As a Senior Attorney Advisor with the Executive Office for United States Attorneys, for fifteen years Manning guided the Justice Department through its response to victims in cases ranging from terrorism to large-scale financial fraud to child exploitation. Some of the cases she advised on include the Boston Marathon bombing, the Pulse nightclub and South Carolina AME church shootings, the uprising in Charlottesville, the Madoff investment fraud, and the federal case against Larry Nassar, doctor for the U.S. Women’s Olympic Gymnastics team. Manning now uses her expertise to help organizations prepare for and respond to the challenges they face involving employees and clients who may be in trauma. Her work has been featured in the Harvard Business Review, Fast Company, Thrive Global, and CEOWorld. Prior to her government service, Manning served as an attorney with the law firm Pillsbury Winthrop in San Francisco, where she represented Fortune 500 companies in class actions, insurance, and media cases. She is a graduate of Smith College and the University of Virginia School of Law and teaches at American University and in the Master’s in Trauma-Informed Leadership Program at Dominican University. Sofia Brabham is currently a Training Coordinator at the Tarrant County 9-1-1 District. She has about 9 years of Public Safety Experience as a trainer and telecommunicator. Sofia is passionate about training 9-1-1 telecommunicators on a variety of topics from mental health to domestic violence awareness. At Tarrant County 9-1-1 she focuses on curriculum development and instruction. Sofia currently holds a BS and MS in Criminal Justice from the University of North Texas. As a Deaf Texan, Trevor believes in advocating for best practices in providing accessibility and sharing knowledge of the Deaf culture and communication strategies. Outside of work, you will find Trevor enjoying state parks and/or staying current with news. Kerry Mensior, a 30-year law enforcement veteran, is the consummate First Responder. He spent 9 years in the US Navy Submarine Service, is a former Firefighter, current EMT and retired as a Police Sergeant from the San Diego Police Department. A POST Master Instructor, IADLEST Nationally Certified Instructor (NCI), international speaker, college professor and best-selling author, Kerry is well recognized for his expertise in Brain-centric Instructional Design, neuroscience research, as well as communication and leadership skills. Kerry teaches you skills that are easy to understand, easy to remember and even easier to implement! Jim Markham is the Director, Crash Data & Analysis for the Texas Department of Transportation Traffic Safety Division. As the CDA Director, he is the custodian for crash records for the State of Texas and is responsible for the Crash Records Information System and its components, including providing crash data analysis for TxDOT, other state agencies, the Texas Legislature, and the public, to include media. A retired U.S. Army officer, he served for over 20 years in the U.S. Army and Air Force as a Military Intelligence officer and Operations Research Systems Analyst. He holds a Bachelor of Science in Mathematics from the University of Kentucky and a Master of Science in Operations Research from the Air Force Institute of Technology. He has served as a Wargame Analyst, Personnel Analyst, Foreign Military Trainer, Operations Officer, Warrior Transition Unit Commander, Doctrine Editor, Division Assessments Officer, Training with Industry Fellow, and a Director of Medical Analytics. He has been assigned all over the continental U.S. and Hawaii and has deployed to Iraq and Poland in support of Operation Iraqi Freedom and Operation Atlantic Resolve, respectively. After retiring from the Army, Jim served as an Army Civilian Operations Research Analyst with Operational Test Command at West Fort Hood, TX before coming onboard with TxDOT in September of 2022. Dustin Schellenger joined the CPI Team on January 14th 2022 as the State Director for the Texas Law Enforcement Peer Network. Dustin has valuable experience working with both the military and Law enforcement in a variety of positions. Prior to joining CPI Dustin was project manager for Dallas Police Department and a retired Gunnery Sergeant in the US Marines. He is passionate about supporting law enforcement and preventing police suicide. Dustin Served for 20 years as a Military Policeman in the US Marines and has experience in crisis management, Special Reaction Team (SRT) tactics and management, and law enforcement management. He has worked on high risk warrants, hostage situations, drug raids, and lovingly as a regular patrolman. Dustin has served in Iraq as well as 13 other countries and is very familiar with PTSD and what families go through both in law enforcement and military service. John “JW” Wilkerson entered public service at the age of 17, enlisting in the United States Army. JW completed his commitment to his country, with distinguished service, and returned to Texas to pursue his dream of becoming a law enforcement officer. Since becoming a Texas Peace Officer, JW has worked in both the municipal and county law enforcement levels. JW’s work assignment history includes patrol level operations, narcotics, K9 Handler, Investigator, Investigations Supervisor and Patrol Supervisor. JW began formally instructing law enforcement in Texas in 2009. Since then, he has instructed countless officers throughout the State in areas of underage impaired driving prevention & enforcement, Standardized Field Sobriety Testing, Sexual Assault/ Family Violence Investigator course, Advanced Child Abuse Courses, Legislative Update(s), Firearms Instructor Courses, Basic TCOLE Instructor Courses, academy and In-Service Firearms and Force on Force/ Active Shooter training courses. JW works for the Texas Municipal Police Association as a Legislative Liaison, where he works at the State Capitol, educating policy makers on matters affecting law enforcement. He holds an associate degree in criminal justice, a Texas Master Peace Officer License and is commissioned with the Bell County Sheriff’s Office. Additionally, JW continues to routinely instruct firearms at the Central Texas College Basic Peace Officer Academy and is currently serving his second term as the elected Mayor of the City of Kempner. JW resides in Lampasas County with his wife, Sarah. Together, they have five children, 20, 19, 18, 16 and 11. The BLUES 133
