PATH OF INTERNATIONAL EXPANSION. AMONG THE CHALLENGES WE CAN MENTION
THE STRONG PARTNERSHIP WITH THE GROUP IN THE MAJOR P3 PROJECTS WORLDWIDE.
Internationalization is an exciting and complex challenge,
an important and often natural step for companies that
stand out in the domestic market for their expertise and
results. A few years ago, ASTM, the industrial holding of
Gavio Group, whose deep Italian roots are widely known,
launched an articulate overseas expansion project based
on a business model that requires strong synergy between
its main operating areas: road concessions, major
infrastructure works and technology. In order to support
ASTM’s strategic vision, SINELEC, the Group’s technolo-
gy company specialized in providing solutions for electronic
tolling, traffic and road transport infrastructure management,
began an important transformation. Centralized R&D, competence
centers organized by product/geography, local sales/
delivery structures and partnerships with global vendors are
the key elements underpinning the SINELEC of tomorrow. Its
international expansion began in 2019 with the opening of
offices in the USA and UAE, countries where ASTM was already
operating in the construction sector. At the start of 2020,
through a technical-commercial partnership with a key local

Nell’ambito del proprio piano di crescita internazionale, il Gruppo
Astm è stato prequalificato negli Stati Uniti per un progetto del valore
di circa USD 1,3 miliardi per la costruzione e gestione di un tratto
autostradale in Georgia denominato “SR 400 Express Lane”, parte
del sistema viario intorno alla città di Atlanta. Lo ha comunicato il
committente “Georgia Department of Trasportation”. Alla fase finale
sono stati ammessi altri due consorzi internazionali dei cinque raggruppamenti inizialmente
candidati. Il progetto riguarda l’ammodernamento dell’autostrada con la costruzione di due
corsie aggiuntive, a pedaggio, per senso di marcia, per una lunghezza di circa 25 km. L’iniziativa
è una Partnership Pubblico-Privata (PPP) con canone di disponibilità corrisposto dal Cliente
a fronte della costruzione e della manutenzione e dell’esercizio del tratto autostradale per
un periodo di 35 anni. Il Gruppo ASTM è in joint venture con ACS e il fondo BBGI.
The ASTM Group pre-qualified in the US
for a PPP Highway Project
As part of its international growth plan, the ASTM Group has been prequalified in the
United States for a project worth around USD 1.3 billion for the construction and operation
of a highway stretch in the state of Georgia called “SR 400 Express Lane”, part of the
road system around the city of Atlanta. This was announced by the client, Georgia Department
of Transportation. Of the five groups initially in the running, two other international
consortia have been admitted in the final stage. The project involves modernising
the highway with the addition of two toll lanes for each direction of travel, for a distance
of around 25 km. The initiative is a Public-Private Partnership (PPP) in which the Client
pays an availability fee to build, maintain and operate the highway stretch for 35 years.
The ASTM has formed a joint venture with ACS and the BBGI fund.

per prodotto/geografia, strutture di vendita/delivery locali e
partnership con vendor globali, sono gli elementi chiave che
caratterizzeranno la SINELEC del futuro. La sua espansione
internazionale è partita nel 2019 con l’apertura di sedi in USA
e UAE, paesi in cui ASTM già operava nel settore costruzioni
e agli inizi del 2020, grazie a una partnership tecnico-commerciale
con un importante player locale, SINELEC si è aggiudicata
una commessa di rilievo nel Middle East; sua sarà
l’implementazione dei sistemi di video sorveglianza e AID per
il nuovo Tunnel Mina Zayed ad Abu Dhabi, di cui Itinera, società
di costruzioni di ASTM, ha vinto la gara di realizzazione.
Un primo caso di successo di business model integrato.

Ma la vera sfida che SINELEC dovrà affrontare sarà quella
di diventare il partner tecnologico del Gruppo nei gran-

East to implement video surveillance and AID systems for
the new Mina Zayed Tunnel in Abu Dhabi, whose construction
tender was won by Itinera, the ASTM EPC firm. This is the first
success of the integrated business model.
Public-Private Partnership
But the true challenge that SINELEC has to face will be becoming
the Group’s technology partner in major P3 projects.
Public-private partnerships (P3), cooperation models between
public and private parties to build and manage public or public
utility works, represent the main strategic target for development
for ASTM because they maximize the value of the
integrated construction-management-technology business
model that few other players in the world are able to implement.
