His /Her school businesspolicy must be flexible, and the guide that stipulates rules, regulations andobjectives must be understood by all.c) Reporting Structure for the Librarian in the SchoolSetting (Where is the Librarian)As an integral <strong>part</strong>ner in the school’s teaching and learning team, the teacherlibrarian has a role in the planning, implementation and evaluation of educationpolicies, curricula, learning outcomes and programs, with <strong>part</strong>icular reference tothe development of learners’ research and information literacy.As a member of the school’s management team, the teacher librarian has a rolein ensuring the school community’s access to an organized collection of teachingand learning resources and services. Such access to local, regional, national andinternational resources and services is designed to meet the educational,recreational and cultural needs of that community.Professional staff dually qualified in teacher education and librarianship, havingthe opportunity to undertake continuing professional learning; are responsible forboth shaping and reflecting the school’s objectives with respect to library andinformation programs and services.Paraprofessional staff using their specialized technical training, manage theprocesses and operate the required library systems and methodologies to ensurefull and complete access to educational resources. Staff without such recognizedqualifications provides the clerical support needed to maintain the efficientfunctioning of library and information programs and services.The development of learners’ research and information literacy in schools shouldbe developed by teacher librarians. As such, the critical role of the schoollibrarian must be considered as par to the Heads of Sections or Heads ofDe<strong>part</strong>ments. More often than not, the school librarian is si<strong>del</strong>ined during suchactivities as senior management meetings. The Library, needs to be consideredthe back bone of the institution, with the librarian being the spine to ensure thatacademic excellence is realized through provision of relevant reading materials tosupport the school curriculum and other de<strong>part</strong>mental needs.9
