Veduta del porto di Triestep&st2010 / porto&<strong>diporto</strong>Porti: sinergia con cittàfondamentale in ItaliaPresentato ‘codice buone pratiche’ messo a punto da EspoIl dialogo tra porto e città in Italia è ancora più importanteche in altri Paesi: lo ha sottolineato il presidentedi Assoporti Francesco Nerli a conclusione del seminarionel corso del quale e’ stato presentato il “codice dibuone pratiche” per l’integrazione sociale dei porti, messoa punto dalla European Sea Ports Organisation. Dopo averricordato il rilievo economico della portualità, (435 milionidi tonnellate di merci imbarcate e sbarcate nei porti italiani,48 milioni di passeggeri, compresi i crocieristi, oltre 77.000addetti senza contare l’apporto al prodotto interno lordonazionale), Nerli ha evidenziato come la valenza economicadegli scali marittimi non sempre viene percepita dallageneralità della popolazione. “I porti - ha affermato - noncostituiscono delle realtà estranee al contesto geograficoe sociale in cui si collocano, non sono una realtà chiusa inse stessa ma aperta verso il contorno”. Il sistema dei portimaggiori, amministrati dalle Autorità Portuali e dagli altrienti quali le Aziende Speciali associate ad Assoporti, haricordato Nerli “è costituito da 39 porti marittimi, quasi tuttiinseriti all’interno di città storiche e cresciuti in un percorso,talvolta secolare andato di pari passo con lo sviluppo dellecittà. Per altro verso - ha aggiunto - proprio in Italia moltospesso, la percezione delle popolazioni rispetto agli insediamentiportuali non è positiva e proprio per questo motivoormai da qualche anno, si stanno avviando iniziativetese al ripristino del dialogo tra città e porto”. Nerli ha citatoalcuni esempi di apertura dei porti alla città: Bari, dove si èpuntato ad una crescita del movimento crocieristico ed allarealizzazione di una stazione marittima con ampie porzioniaperte alla città; Napoli, dove tutta l’area portuale cui fannocapo i collegamenti con le isole e con località turistiche delGolfo di Napoli è aperta ai cittadini; Genova, dove vi è statoun processo di riconversione e recupero delle aree del portoantico; Trieste, dove è stata avviata un’ampia riqualificazione.E poi ancora, Venezia, Ravenna, Salerno, Palermo,Livorno. Tutti questi esempi, ha proseguito Nerli, e le iniziativein ambito Europeo “confermano la bontà di questotipo di attività, e l’opportunità, per quanto possibile, di ripeterleo di assumerne i contenuti in altre realtà. Per questomotivo merita un plauso particolare l’ESPO per aver raccoltoqueste esperienze nel codice che abbiamo presentatoe di cui faremo tutti tesoro nell’avviare nuove iniziative”.Nerli si e’ poi soffermato su iniziative particolari come ilprogetto per facilitare la mobilità dei portatori di handicapfisici nel porto di Piombino o la predisposizione di postibarca riservati per i diversamente abili nel porto di Olbia, eha ricordato che Assoporti è impegnata attivamente all’internodel Comitato per il Welfare della Gente di Mare chesi occupa dei marittimi in transito nei porti. “Anche questeazioni - ha concluso - che peraltro trovano origine inconvenzioni internazionali e che vedono a livello locale comitatilocali in cui operano attivamente le Autorità Portualinostre associate, rappresentano un ulteriore esempio diiniziative di rilievo sociale seppure a favore non del territorioma di chi per la sua professione di marittimo trovanel porto il primo interfaccia nel momento di sosta dellapropria attività lavorativa”.MAUDECE6 - <strong>novembre</strong> 2010
