330 BRIAN V. JOHNSTONEtunately long, tradition of versions of the just war doctrine, which were used by apologists to defend the belligerent politicsof their own regimes. It is such misuse that has discredited thewhole theory. Could the notion of “disarming violence” be alsoexploited for apologetic purposes? Of course, it could. But thekey that would advert us to such possible misuse will be itsdeployment by apologists in defence of the policies of their owncountries. Only when combined with the Pope’s universalist perspectivecan the concept function as a genuinely ethical, universal, notion.ConclusionThe Pope has developed further the theological basis of theCatholic Pastorate for Peace. His moral teaching includes bothprinciples and more specific judgments. In particular, his categoricalrejection of war expresses the conviction that war cannever be a positive means to the achievement of human solidarityin peace. In his analysis of the means of achieving and restoringpeace, he has argued that justice is not enough, and hasurged the necessity for charity and forgiveness. On the level ofpolicy, he has intensified the diplomatic engagement of the HolySee, but has spoken publically in such a way that the needs fordiplomacy has not blunted the critique of moral wrong.—————BRIAN V.
