“PHARMA FINANCE 2007”, 

UNA SCOMMESSA PER IL FUTURO 

Sono particolarmente lieto di salutare gli illustri 

relatori, unitamente alle personalità 

intervenute ai lavori del “Pharma Finance 

2007”, il primo congresso internazionale 

promosso da Sviluppo Lazio, in collaborazione 

con la Zangani Investor Community, per 

favorire l’incontro su farmaco-biotecnologie, 

impresa innovativa e finanza, al fine di dare 

impulso alle potenziali opportunità di crescita 

e, di conseguenza, al miglioramento nella 

tutela e cura della salute pubblica. 

È un appuntamento davvero di grande valore, 

che si concretizza in un momento di 

aggregazione di sinergie, speso nella 

convinzione che la salute sia il collante 

insostituibile tra lo sviluppo e il benessere 

sociale, e avendo come fine ultimo quello di 

ottimizzare i rapporti fra mondo delle imprese, 

mondo della finanza e mondo della ricerca, 

sempre più votati alle politiche di 

internazionalizzazione industriale del tessuto 

economico-produttivo. 

Al fine di incentivare tale proiezione, che 

segnerà l’inizio di un annuale appuntamento 

internazionale, abbiamo deliberato di istituire il 

primo importante riconoscimento al Professor 

François GROS, Secrétaire perpétuel de 

l'Académie des Sciences de l’Institute de 

France, con la seguente motivazione: “In 

riconoscimento di un impegno d’alto valore 

socio-scientifico e in adesione alle radici dei 

valori accademici, si è posto e imposto 

l’obiettivo d’una civiltà a misura d’uomo 

attraverso la tutela scientificamente e 

moralmente idonea a concepire la salute 

pubblica il vero tesoro dei popoli evoluti”.

WAGERING ON THE FUTURE 

It is my special pleasure to greet the 

illustrious speakers, along with the 

personalities taking part in the proceedings 

of “Pharma Finance 2007” – the first 

international conference promoted by 

Sviluppo Lazio, in collaboration with the 

Zangani Investor Community, to foster an 

encounter on drugs and biotech, innovative 

enterprise, and finance, thus providing 

impetus for potential growth opportunities, 

and, consequently, for improving public 

health protection and care. 

This truly valuable event takes concrete shape 

during a moment when synergies are coming 

together, with the conviction that health is the 

indispensable binder between development 

and social welfare, and with the final purpose 

that of optimizing relationships between the 

business, finance, and research worlds that are 

increasingly devoted to policies of industrial 

internationalization of the economic and 

productive fabric. 

To incentivize this goal, which will mark the 

start of a yearly international event, we 

have decided to extend an important 

recognition to Professor François GROS, 

Secrétaire perpétuel de l'Académie des 

Sciences de l’Institute de France, reading as 

follows: “In recognition of a commitment of 

great social and scientific value, and in 

keeping with the roots of academic values, 

he has set and imposed the objective of a 

civilization tailored to people, through 

protection scientifically and morally suited 

to conceive public health as the true 

treasure of developed peoples.”

Cooperare per l'attuazione di programmi di 

ricerca, sviluppo e innovazione finalizzati ai 

bisogni economici e sociali della regione, 

favorendo la sussidiarietà e legando a doppio 

filo la partecipazione finanziaria pubblica alle 

concrete progettualità del territorio. 

Questo è uno degli obiettivi della Regione a 

sostegno della competitività locale, e per 

favorire la ricerca in campo biotecnologico e 

chimico-farmaceutico. 

Attualmente il Lazio presenta una offerta di 

ricerca senza eguali nel resto del Paese, ma 

troppo spesso assistiamo alla fuga di cervelli 

dall’Italia, proprio per la mancanza di una reale 

programmazione a sostegno del settore. 

La Giunta Marrazzo per questo non solo sta 

accrescendo gli stanziamenti a sostegno della 

ricerca (contiamo infatti entro il 2010 di 

destinare alla ricerca il 3% del PIL), ma sta 

anche favorendo il dialogo tra gli attori locali 

dello sviluppo: enti locali, mondo finanziario, 

imprese, università, enti e laboratori di ricerca. 

Attraverso l’integrazione e le sinergie siamo 

convinti di poter competere da protagonisti 

anche a livello internazionale, come 

dimostrano i dati sull’export degli ultimi mesi e 

l’attività di internazionalizzazione dei settori di 

eccellenza che abbiamo avviato insieme alle 

forze vive e sane del Lazio. 

Il chimico-farmaceutico – che ha proprio nelle 

biotecnologie una delle sue espressioni più 

importanti – rappresenta, nell’ambito del 

panorama dei distretti industriali, una delle 

eccellenze più forti del Lazio, accreditata e

needs, while fostering subsidiarity and fully 

linking public financial stakeholding to the 

territory’s concrete planning. 

This is one of the Region’s objectives in support 

of local competitiveness, and to foster biotech, 

chemical, and pharmaceutical research. 

Although Lazio’s research offerings are 

currently without equal in Italy, too often we 

are witnessing a brain drain from the country 

due to the lack of real planning to support the 

sector. 

This is why the Marrazzo council is not only 

increasing allocations towards research (we are 

counting on allocating 3% of the GDP to 

research by 2010), but it is also fostering 

dialogue between the players in local 

development: local bodies, the financial world, 

businesses, universities, and research labs and 

institutions. 

Through integration and synergies, we are 

convinced we’ll be able to compete as leading 

international players, as shown by the export 

data in recent months and the activity to 

internationalize the sectors of excellence that 

we have embarked on with Lazio’s healthy and 

lively workforce. 

Chemicals and pharmaceuticals – which find 

some of their most important expressions in 

biotechnologies – are one of Lazio’s 

outstanding areas on the landscape of 

industrial districts, recognized and accredited

dialogue, there is no collaboration. The idea 

remains mere theory. 

Bringing intelligence, experimentation, and 

creative ability into a network thus means 

putting competitiveness into the field. 

La Regione sta facendo importanti sforzi: nel 

2006, ad esempio, attraverso la legge sui 

distretti industriali, abbiamo stanziato a 

sostegno del sistema produttivo locale chimicofarmaceutico 

due milioni e 200mila euro, 

risorse finalizzate a creare innovazione e 

sviluppo per rafforzare la dimensione 

competitiva delle imprese. E fino al 2010 

stanzieremo, attraverso il fondo di rotazione 

(che ha una dotazione di 180 milioni di euro) 

concrete risorse proprio per sviluppare progetti 

e idee innovative, favorendo gli investimenti 

aziendali in ricerca e innovazione. 

Quanto più saremo innovativi, tanto più 

saremo competitivi: assumere questa 

convinzione significa comprendere che la spesa 

nel campo della ricerca e dello sviluppo non 

rappresenta un costo, ma un investimento. 

The Region is making major efforts: for 

example, in 2006, through the law on 

industrial districts, we allocated more than 

€ 2.2 million to support the local chemical 

and pharmaceutical productive system; 

these resources are aimed at creating 

innovation and development to strengthen 

companies’ competitiveness. And through 

2010, with the rotation fund (and its € 180 

million endowment), we will allocate 

concrete resources to develop projects and 

innovative ideas, favouring corporate 

investments in research and innovation. 

The more innovative we are, the more 

competitive we will be. This conviction 

means realizing that expenditure in research 

and development is not a cost, but an 

investment.

L’organizzazione del Congresso Internazionale 

“Pharma Finance 2007” conferma ancora una 

volta la vocazione del territorio regionale nel 

settore delle Bioscienze, che si configura come 

un ampio ed eterogeneo sistema di attività di 

ricerca, produzione e servizi, finalizzati al 

miglioramento della salute umana. 

The organization of the “Pharma Finance 

2007” international conference once again 

confirms that the regional territory is strong 

in the biosciences sector, a broad, varied 

system of research activities, production, 

and services aimed at improving human 

health. 

Notevole è l’incidenza delle Bioscienze 

nell’economia regionale, infatti, dal punto di 

vista industriale, la Regione Lazio si 

caratterizza per la presenza sul territorio di un 

ricco tessuto imprenditoriale, articolato in 

Grandi Imprese Nazionali e Multinazionali ed in 

dinamiche ed innovative PMI, tra le quali spicca 

l’industria farmaceutica e l’industria dei 

dispositivi medici. Trasversalmente a tali 

comparti opera il settore delle biotecnologie, 

caratterizzato da PMI qualificate a prevalente 

attività di R&S e da imprese integrate che 

impiegano prodotti biotecnologici nella ricerca, 

nella produzione e/o nel controllo (imprese 

farmaceutiche, chimiche, agroalimentari, ecc.). 

Nel campo dell’ICT applicato alla sanità, sono 

presenti imprese leader a livello europeo, per lo 

sviluppo di hardware e software, nonché di 

servizi a supporto della ricerca farmaceutica. 

Contestualmente nel Lazio sono localizzati 

autorevoli Enti di Ricerca pubblici e privati con 

un rilevante patrimonio storico, professionale e 

strumentale nel campo della ricerca scientifica. 

Nel sistema tecnico-scientifico e della ricerca, 

relativo al settore delle Bioscienze, operano 

complessivamente oltre 10.000 addetti, 

impegnati sia nella ricerca di base che in 

attività di ricerca applicata. 

Il Lazio vanta anche la presenza di centri di 

eccellenza di fama mondiale nel settore della 

ricerca e in particolare delle Bioscenze. Ed è

marked by its territory’s rich entrepreneurial 

fabric organized in national and 

multinational companies and innovative 

SMEs, including pharmaceuticals and the 

medical devices industry. Cutting across all 

these industries is the biotech sector, 

marked by SMEs qualified prevalently in 

R&D and integrated companies that use 

biotech products in research, production, 

and/or control (pharmaceutical, chemical, 

farm and food companies, etc.). 

The field of ICT applied to healthcare 

includes European leaders in hardware and 

software development, and in services in 

support of pharmaceutical research. 

Lazio is also home to authoritative public 

and private research bodies with major 

historical, professional, and instrumental 

assets in the field of scientific research. 

The technical/scientific and research system 

for the biosciences sector employs more 

than 10,000 workers dedicated to basic 

research as well as applied research 

activities. 

Lazio also boasts world famous centres of 

excellence in the research sector, and in 

biosciences in particular. And it is in 

recognition of this important truth that the

progetti interregionali. 

In questa ottica, in data recente, la Regione 

Lazio, ha rinnovato la richiesta al MUR del 

riconoscimento di un Distretto Tecnologico per 

le applicazioni innovative nel settore delle 

scienze della vita. 

Con l’istituzione del Distretto quale sistema di 

eccellenza regionale, con una forte visibilità a 

livello internazionale, si realizzerà l’obiettivo di 

stimolare e coordinare la ricerca e 

l’innovazione, al fine di realizzare progetti di 

elevato valore innovativo, favorendo la 

collaborazione tra ricerca-industria-sistema 

sanitario, attraverso l’interazione tra pubblico e 

privato, ritenuto fattore strategico prioritario 

dal MUR. Saranno molte le aziende laziali di 

produzione farmaceutica, biomedicali e di 

strumentazioni medicali, oltre alle aziende del 

comparto ICT, Università, Centri di Ricerca 

Pubblici e Privati, ASL, Ospedali, Case di 

Ricovero e Cura, che, sulla base dello studio 

effettuato da Filas, beneficeranno dell’attività 

del Distretto. 

Lazio Region, and the Marrazzo Council in 

particular, has taken steps to establish a 

specific technological district that will see 

the involvement of such players as 

universities, businesses, research centres, 

institutions, and other Italian Regions 

committed to interregional projects. 

In this setting, the Lazio Region recently 

renewed its request to the ministry of the 

university and research to recognize a 

technological district for innovative 

applications in the life sciences sector. 

The District’s establishment as a regional 

excellence system with strong international 

visibility will achieve the objective of 

stimulating and coordinating research and 

innovation for ground-breaking projects, 

while fostering research/industry/healthcare 

system collaboration through interaction 

between the public and private sectors – a 

factor that the ministry of the university and 

research holds to be a strategic priority. 

According to a study by Filas, the District’s 

work will benefit a great many Lazio 

companies in pharmaceuticals, biomedicine, 

and medical instruments, as well as 

companies in the ICT sector, universities, 

public and private research centres, local 

health units, and hospitalization facilities 

and nursing homes.

Il territorio della Provincia di Roma vanta 

una riconosciuta eccellenza scientifica sul 

tema delle biotecnologie e della 

biomedicina, evidenziata dalla presenza di 

centri di competenza e istituti di ricovero e 

cura a carattere scientifico sia pubblico che 

privato. Di notevole rilievo è anche la 

presenza industriale, con particolare 

riferimento ai settori della farmaceutica e 

della biomedicina. 

Le notevoli potenzialità esistenti per 

accrescere la competitività del territorio non 

sono però pienamente sfruttate perché 

l’offerta scientifica e tecnologica si presenta 

ancora in modo frammentato, poco visibile e 

non è sempre allineata alle specifiche 

esigenze delle imprese. 

Al fine di promuovere lo sviluppo del settore 

delle biotecnologie e della biomedicina si 

propone l’attivazione di una specifica 

piattaforma tecnologica, sul modello 

organizzativo già sperimentato in ambito 

comunitario, che riunisca tutte le principali 

parti interessate al settore biotech nell’area 

romana per promuovere le migliori sinergie 

tra i vari attori, formulare strategie di 

sviluppo coerenti e sviluppare concreti 

progetti di ricerca industriale. 

A tal fine è stato firmato un protocollo 

d’intesa per l’attivazione e lo sviluppo di 

una “Piattaforma Biotecnologia”, 

denominata Biogeneration.

The territory of the Province of Rome boasts 

recognized scientific excellence in 

biotechnologies and biomedicine. 

This is highlighted by its scientific centres of 

excellence and hospitalization and care 

facilities, both public and private. 

Also of considerable importance is the 

presence of industry, with particular reference 

to pharmaceuticals and biomedicine. 

However the considerable existing potential 

to increase the territory’s competitiveness 

has not been fully exploited, because 

scientific and technological offerings are still 

fragmented, low in visibility, and not always 

in line with businesses’ specific needs. 

To promote development of the biotech and 

biomedicine sector, the activation of a 

specific technological platform has been 

proposed, based on the organizational 

model already trialled in the European 

Community, bringing together the main 

Rome-area stakeholders interested in 

biotech in order to foster the best synergies 

between the various players, formulate 

consistent development strategies, and 

develop concrete industrial research 

projects. 

Towards these ends, a protocol of 

understanding to activate and develop a 

“biotech platform,” called Biogeneration, 

has been signed.

Sviluppo economico e competitività sono un 

elemento cruciale per poter garantire 

un’economia in grado di assicurare qualità di 

vita positiva per le nuove generazioni. Tra gli 

interventi prioritari deve essere considerato il 

settore delle biotecnologie che possono 

trasferire al comparto produttivo gli eccezionali 

risultati ottenuti con la ricerca biologica che è 

stata notevolmente incentivata dalla 

integrazione con competenze informatiche, 

chimiche, ingegneristiche e più recentemente 

con le neuroscienze. 

Le applicazioni biotecnologiche sono di tipo 

pervasivo e possono quindi essere estese a 

molte attività di interesse economico, dalla 

medicina, all’ambiente, all’agroalimentare, al 

tessile, al restauro delle opere d’arte e ai 

biocombustibili, ma una delle più promettenti 

opportunità è rappresentata dalla possibilità di 

poter individuare in modo predittivo e precoce 

alcune gravi patologie e poterle curare con 

farmaci meno tossici, più efficaci e selettivi, 

potendo danneggiare solo le cellule alterate o 

rigenerare un tessuto malato. 

I biomarkers genomici riflettono inoltre la 

espressione di un gene e la sua regolazione, 

consentendo la identificazione di nuovi fattori 

di rischio e rendendo pertanto possibili 

interventi concreti di prevenzione per molte

Economic development and competitiveness 

are a crucial element for guaranteeing an 

economy capable of ensuring positive 

quality of life for new generations. 

Biotechnologies must be considered priority 

interventions, as they can transfer to the 

productive sector the exceptional results 

achieved with the biological research that 

has been so incentivized by integration with 

skills in information technology, chemistry, 

and engineering, and lately with 

neurosciences. 

Biotech applications are ubiquitous and may 

thus be extended to many activities of 

economic interest, from medicine to the 

environment, the farm and food sector, 

textiles, art restoration, and biofuels. But 

one of the most promising opportunities is 

being able to identify, early and predictively, 

certain serious pathologies and to treat 

them with less toxic, more effective and 

selective drugs, thus making it possible to 

damage solely the altered cells or to 

regenerate a sick tissue. 

Genome biomarkers also reflect the 

expression of a gene and its regulation, thus 

allowing new risk factors to be identified 

and making concrete prevention 

interventions possible for many serious 

diseases.

predisposti dall’Unione Europea, dal Piano di 

Azione sulle Biotecnologie e le Scienze della 

Vita, approvato nel 2002 e ogni anno 

aggiornato con un rapporto che individua le 

priorità da realizzare, all’Iniziativa per una 

Medicina Innovativa in fase di elaborazione a

Il Comitato Nazionale per la Biosicurezza, le 

Biotecnologie e le Scienze della Vita ha quindi 

elaborato un documento con le “Linee di 

sviluppo delle biotecnologie in Italia” che 

devono trovare concreta attuazione da parte 

delle varie Istituzioni interessate in sede locale, 

dalle Università e Centri di ricerca pubblici e 

privati, alle industrie e ai servizi di 

trasferimento, ma specialmente da Comuni, 

Province e Regioni. In particolar modo deve 

essere considerata l’area territoriale del Lazio 

dove esistono Centri di ricerca di eccellenza e 

numerose industrie di varie dimensioni, ma di 

notevole importanza per realizzare una 

strategia vincente qualora possano fare 

sistema. 

Il distretto sulle bioscienze della Regione Lazio è 

quindi di notevole importanza per il rilancio delle 

potenzialità esistenti tanto più che è stato previsto 

come un’entità da realizzare in modo coerente con 

quanto esiste e deve essere potenziato e in 

sintonia con la Piattaforma sui nuovi farmaci 

programmata dalla Provincia di Roma. 

Il cluster del Lazio sulle Scienze della Vita potrà 

essere pertanto uno dei pilastri su cui potrà 

basarsi il programma strategico sulle “nuove 

tecnologie per le scienze della vita” individuato 

come uno dei cinque progetti innovativi previsti 

nella legge finanziaria 2007 e descritti nel 

documento “Industria 2015” la cui attuazione 

dovrà garantire nei prossimi anni lo sviluppo 

economico del nostro Paese.

The National Committee for Bio-security and 

Biotechnologies and Life Sciences has 

produced a document with the “Lines of 

development of biotechnologies in Italy,” 

which are to find concrete implementation 

by the various locally-interested institutions 

– from universities and public and private 

research centres to industries and transfer 

services – and above all by the 

Municipalities, Provinces, and Regions. And 

the Lazio area – with its excellent research 

centres and numerous industries in a variety 

of sizes, but of considerable importance for 

achieving a winning strategy if they can 

work together as a system – deserves 

special consideration. 

The Lazio Region’s biosciences district is 

thus highly important for relaunching 

existing potential: it was planned as a unit 

to be achieved consistently with what 

already exists, and is to be strengthened and 

brought in line with the Platform on new 

drugs planned by the Province of Rome. 

Lazio’s Life Sciences cluster may then be one 

of the pillars on which to base the strategic 

programme on “new technologies for life 

sciences,” identified as one of the five 

innovative projects provided for in the 2007 

financial law and described in the “Industria 

2015” document, the implementation of 

which will ensure our country’s economic 

development in the years to come.

LE PROSPETTIVE 

DEL VENTURE CAPITAL ITALIANO 

Nel corso degli ultimi anni, l’attività di 

investimento in capitale di rischio nel nostro Paese 

è stata caratterizzata da importanti fenomeni di 

crescita, tali da raggiungere livelli record e da 

permettere al mercato nazionale di collocarsi tra le 

principali realtà europee. 

Nel dettaglio, sebbene l’anno appena conclusosi 

abbia registrato una sensibile crescita delle risorse 

destinate al segmento del venture capital, tale 

incremento è per lo più riconducibile al notevole 

aumento delle risorse destinate alle operazioni di 

sviluppo (expansion), più che allo specifico 

comparto dell’early stage (finanziamento a 

supporto di nuove iniziative imprenditoriali da 

parte di investitori istituzionali specializzati). 

Nonostante la limitata incidenza, si segnala 

comunque che nel corso del 2006 si è assistito ad 

un incremento del numero di investimenti di early 

stage realizzati, anche per via della crescita del 

numero di operatori attivi nello specifico 

segmento. 

Per quel che riguarda le imprese attive nei settori 

ad alta tecnologia, il numero di operazioni 

realizzate a favore di aziende high tech è risultato 

in crescita nel 2006, sia in valore assoluto (81 

investimenti contro i 63 del 2005), sia in termini di 

incidenza sul totale del mercato (28% contro il 

22% del 2005). Sotto il profilo della distribuzione 

settoriale delle imprese high tech oggetto di 

investimento nel corso del 2006, si evidenzia il 

consistente incremento del numero di operazioni 

biotech, che rappresentano il 12% del sottocomparto, 

contro il 5% del 2005. 

Sul fronte della distribuzione geografica, in linea 

con il più generale andamento del mercato italiano 

del capitale di rischio, gli investimenti nel settore 

biotech risultano concentrati nel Nord e nel Centro 

del Paese. In particolare, la Lombardia conferma il 

proprio primato con il 38% delle operazioni 

realizzate nell’ultimo quinquennio (2002-2006).

FOR ITALIAN VENTURE CAPITAL 

In recent years, investment in risk capital in 

our country has seen major growth, 

reaching record levels and allowing the 

domestic market to take its place among 

Europe’s leaders. 

In detail, although the year that has just 

come to an end showed considerable 

growth in the resources allocated to the 

venture capital segment, this growth is 

largely due more to the sharp increase in 

resources for expansion operations, than to 

the specific early stage sector (financing by 

specialized institutional investors to 

support new business endeavours). 

Despite the limited impact, it should be 

pointed out that 2006 saw an increased 

number of early stage investments made, 

also due to the growing number of 

operators active in that segment. 

As regards the companies active in the 

high-tech sectors, the number of operations 

made for high-tech companies grew in 

2006, in both absolute value (81 

investments as against 63 in 2005), and in 

terms of impact on the market’s total (28%, 

as against 22% in 2005). 

From the standpoint of the sectoral 

distribution of high-tech businesses seeing 

investment in 2006, the number of biotech 

operations saw considerable growth: 12% 

of the sub-sector, up from 5% in 2005. 

In terms of geographic distribution, in line 

with the more general trends in Italy’s 

venture capital market, biotech investments 

were concentrated in the north and centre. 

In particular, the region of Lombardia 

confirmed its record, with 38% of the 

operations performed over the past five 

years (2002-2006).

Nel Lazio, è presente una forte concentrazione 

dell’attività industriale in determinati comparti: 

chimico-farmaceutico, energia, apparecchi elettromeccanici 

e aerospazio (pari a oltre il 70% del V.A. 

dell’industria nel 2004), mentre sono poco 

sviluppati i settori legati al cosiddetto “Made in 

Italy”, soprattutto il tessile. 

La peculiarità del sistema economico laziale è 

proprio quella di abbinare ad una forte presenza 

del terziario avanzato, una componente industriale 

concentrata in comparti caratterizzati da produzioni 

ad elevato valore aggiunto, quali il chimicofarmaceutico, 

l’energia, l’aerospazio e l’elettronica: 

proprio questa particolare rete produttiva, unica in 

Italia, ha costituito la marcia in più dell’economia 

laziale negli ultimi anni. 

E proprio l’innovazione tecnologica è uno dei punti 

forti del Lazio. Il 30% della ricerca scientifica e 

tecnologica nazionale si svolge nella regione, dove 

opera anche il 23% dei ricercatori nazionali. Nel 

Lazio sono attivi 11 atenei, 200 centri di ricerca (di 

cui 38 universitari) e tre parchi scientifici e 

tecnologici, che coinvolgono un totale di quasi 

30.000 addetti nei settori ricerca e sviluppo.

estate, and information technology 

industries are currently the strongest 

contributors to Lazio’s economy (30,8%), 

followed by the retail, hospitality and 

communications sectors (27.7%), the public 

and social services sector (25.6%), 

construction and building (4%), and 

agriculture (1.3%). Industry is also very 

strong in Lazio, with companies operating in 

the following categories: chemicals, 

pharmaceuticals, energy, electromechanical 

engineering, aerospace, mining, stone, A/V 

and cinematography, nautical equipment, 

research & development, and information 

and communications technology. 

Traditionally, however, the industries tied to 

the so called “Made in Italy” label, 

especially textiles, have been less 

developed. 

The dual presence of strong, service based 

companies and high-yield industrial and 

manufacturing businesses is a key 

contributor to the region’s success. It is, in 

fact, this environment which has created a 

forum for development and progress.

esportazioni del Lazio nel 2006 ha evidenziato una 

buona crescita rispetto al 2005 (+9,5%), in linea 

con quanto avvenuto a livello nazionale (+9,0%). 

Anche dal lato import, le prestazioni del Lazio 

seguono il trend di crescita registrato anche a 

livello nazionale. Infatti, le importazioni per l’Italia 

hanno segnato una crescita del 12,6% rispetto al 

2005, mentre nel Lazio tale crescita si è attestata 

all’11.6%. 

Entrando nel dettaglio dell’export per destinazione, 

l’Europa, con il 68% della quota totale, si conferma 

largamente la principale meta di destinazione dei 

prodotti laziali, seguita dall’Asia (14,3%), in forte 

espansione (+41,9% tra 2005 e 2006), e 

dall’America Settentrionale (9,5%), in leggera 

contrazione. 

I dati Paese più interessanti da segnalare sono: la 

forte crescita dell’export verso la Cina (79,8%), il 

Giappone (+ 48,9% ) e l’Austria (+34,7%), ma 

anche la buona espansione delle merci dirette 

verso la Germania (+13,8%) e la Francia 

(+11,9%), i due principali partner commerciali 

laziali. 

Variazioni positive si sono avute anche per 

l’export diretto verso il Belgio (+18,1%) e i Paesi 

Bassi (+3,2%), mentre si sono registrate rilevanti 

contrazioni verso gli Stati Uniti (-6,1%), la Spagna 

(-7,5%) e il Regno Unito (-14,6%). 

Per quanto riguarda, infine, le esportazioni per 

settore produttivo, va segnalato il buon 

risultato del comparto tessile (+23,7%) e di 

quello relativo ai prodotti petroliferi raffinati 

(+20,4%), ma anche del comparto chimicofarmaceutico 

(+9,9%) e di quello delle 

macchine elettriche (+9,6%), che 

rappresentano oltre il 50% dell’export 

regionale.

LAZIO AROUND THE GLOBE 

Lazio’s foreign trade constitutes 

approximately 3.7% of Italy’s total exports 

and is directed mainly towards Europe and 

the United States. 

The United States, France and Germany are 

the region’s three principal trade partners. 

In 2006, Lazio’s general export trend 

experienced a 9,5% growth compared to 

exports on a national level. 

On the import side, Lazio’s performance has 

been following the growth trend that is 

evident at the national level. In fact, while 

imports to Italy grew by 12,6% from 2005- 

2006, the percentage of imports to Lazio 

grew by 11.6% during the same period. 

Minerals, manufactured goods, electric energy 

and gas constitute Lazio’s principal imports.

ICT – Nel Lazio sono presenti circa 8 mila imprese nell’ambito delle telecomunicazioni e dell’information 

tecnology, dove sono impiegate decine di migliaia di addetti e nello specifico, il 20% del totale nazionale per 

quanto le telecomunicazioni e il 17% per quanto concerne il settore informatico. Il Lazio è la regione italiana con 

la maggiore diffusione territoriale della banda larga digitale: circa il 50% della popolazione, infatti, ha a 

disposizione una serie integrata di servizi innovativi, dall’ADSL al satellitare, dalla fibra ottica all’ULL (Unbundling 

Local Loop). 

Ricerca&Sviluppo e Innovazione – Con il 50% della spesa pubblica nazionale in R&S e il 10% della spesa 

privata, il Lazio occupa una posizione di primo piano nel panorama nazionale. A ciò, va aggiunto la forte 

concentrazione sul territorio degli istituti di ricerca, circa 50, dove è impegnato il 25% dei ricercatori italiani. Nel 

Lazio la quota di PIL destinata alla spesa in R&S è pari al 2%, un valore che non trova eguali a livello nazionale. 

Chimica-farmaceutica – Questo settore rappresenta il 20% dell’industria manifatturiera laziale, una quota 

molto superiore a quella che si riscontra nel panorama nazionale (9%). 

La forte concentrazione d’imprese sul suolo laziale ha portato, come già visto in precedenza, al riconoscimento di 

un sistema produttivo locale interprovinciale (Roma, Latina e Frosinone) dove operano decine di grandi imprese 

multinazionali, per un totale di oltre 13 mila addetti: il polo farmaceutico laziale è il secondo in Italia per 

dimensioni dopo di quello localizzato in Lombardia. Nel 2006, quasi il 40% delle esportazioni regionali 

derivavano da questo comparto. 

Aerospazio – Con oltre 5 miliardi di fatturato nel 2004 e poco meno di 10 mila addetti, il settore aerospaziale 

laziale si colloca, per dimensioni, nelle prime posizioni del panorama nazionale. 

Fortemente concentrato nella Provincia di Roma, dove è localizzato circa il 90% della struttura produttiva, il 

comparto aerospaziale sta conoscendo negli ultimi uno sviluppo produttivo notevole con un livello delle 

esportazioni pari, nel 2006, a 370 milioni d’euro. 

Turismo – Il Lazio, la più importante destinazione italiana dei flussi turistici nazionali e internazionali, 

possiede un patrimonio archeologico unico al mondo, con un enorme numero di edifici e monumenti di 

primaria importanza, oltre a un incalcolabile patrimonio culturale e artistico custodito in più di 400 musei e 

gallerie d’arte. Nel 2005, il Lazio ha ospitato oltre 10 milioni di turisti, pari all’12,6% del totale delle 

presenze registrate in Italia. 

ICT – There are approximately 8,000 businesses in the telecommunications and information communications 

industries active in the region of Lazio. They employ over tens of thousands of employees, making up 20% of 

the total national telecommunications and 17% of the national IT industries. Lazio is also the region with the 

highest diffusion of digital broad band. About 50% of the population uses some form of DSL, satellite, fiber 

optic, or ULL (Unbundling Local Loop) technology. 

Research & Development and Innovation – With 50% of its public and 10% of its private spending 

allotted to R&D, the region of Lazio is Italy’s leader in this sector. Fifty of the country’s research centers are 

located in the region, accounting for 25% of the countries’ researchers. In Lazio, 2% of the GDP is invested in 

research and development; an amount that is unmatched anywhere else in the country. 

Chemicals and Pharmaceuticals – These industries represent 20% of Lazio’s manufacturing business, a 

much higher percentage than is represented at the national level (9%). The strong concentration of business 

in Lazio led to the creation of a system of local production (Rome, Latina, Frosinone) in which dozens of 

multinational companies operate, employing over 13 thousand people. Lazio’s pharmaceuticals industry is 

second in size only to its counterpart in the region of Lombardy. In 2006, almost 40% of regional exports 

were from this division. 

Aerospace – With over 5 billion Euro profits and a little less than 10 thousand employees, Lazio’s aerospace 

sector is a national leader in Italy. It is mostly concentrated in Rome, where about 90% of manufacturing is 

located. The aerospace industry has experienced remarkable growth in recent years: in 2004 its exports 

reached a value of 550 million Euro, while in 2006 exports totaled only 370 million Euro. 

Tourism – Lazio, the most important Italian destination for national and international tourism, is home to an 

archeological legacy that is unique in the world. Not only is it filled with buildings and monuments of 

unrivaled importance and significance, it also has a cultural and artistic legacy that is dispersed throughout 

400 museums and art galleries. In 2005, Lazio was host to 10 million visitors, accounting for 12.6% of all 

visitors to Italy that year.
