powers of President and Prime Minister. The basis of the classification suggested by Scatch is the situation of the parties<br />
in the Parliament and the system is divided as follows: Governance of consolidated majority; Governance of Divided<br />
Majority; and Governance of Divided Minority. Finally, Tsay used the following criteria for the classification: the<br />
Constitutional powers of the President and the Parliament; and the situation of parties in the Parliament. The system per<br />
se is divided into: the President dominated system; the Primer dominated system; the parliament dominated system, and<br />

Thus, the semi-presidential system is a complex model and the classification of the system based on various criteria<br />
explains well the nature of the semi-presidential system. Given the Constitutional Reform underway in Georgia, the<br />
international practice shall be analyzed appropriately and an effective governance system for Georgia shall be formulated<br />
