You stated that the major part of the judicial reform was completed<br />
at the end of 2009. On which stage is the reform now<br />
and what is the top priority ?<br />
– When I said that the major part of the judicial reform was completed,<br />
this means that the goal of the reform, that was envisaged for several<br />
years, was achieved – entirely new system of the speedy and effective<br />
administration of justice was established that functions very efficiently.<br />
When we say that the major part of the judicial reform was completed, we<br />
mean principle, major issue. For example, conditions were created to ensure<br />
the independence of judges and judiciary. These include legislative<br />
framework, structural reorganization as well as many other problems have<br />
been addressed that ensure effective functioning of the courts.<br />
The new system of selection and appointment of judges have been activated,<br />
mechanism for the operation of the High School of Justice have<br />
