PUBLIC SECTOR ECONOMICS 1 Prof. Antonio Massarutto Contents The course provides an analysis of the economic effects of taxation both with a micro- and a macro-economic perspective, focusing on the experience of OECD countries. A traditional analysis of the microeconomic effects of taxation (incidence, efficiency), as well as those on competitiveness and economic growth, will be provided. Tax structures and different kinds of taxes will be discussed both from a theoretical and practical perspective. Special attention is devoted to local finance and the analysis of concrete public finance and budgeting measures. Topics and issues - State finance in Italy and in Europe: trends and emerging issues. - General introduction to tax systems. - Economic effects of taxation: incidence, efficiency, ‘tax wedges’. - Economic effects of taxation: employment, economic growth, macroeconomic stability. - Optimal taxation. - Fiscal federalism and local taxation. - Public debt and EU stability and growth pact. - The structure of the Italian taxation system: main taxes, central-local government relations, budget procedures. - Comparative analysis of taxation systems in Oecd countries. Bibliography Recommended reading There is no single coursebook covering the whole programme. Powerpoint presentations used in the classroom will be made available on the course website. Exam The exam is divided into two parts, a written task based on open questions and individual work on topics and set books in agreement with the lecturer. prospectus udine 235 PUBLIC SECTOR ECONOMICS 2 Prof. Antonio Massarutto Contents The course analyses from both a theoretical and empirical perspective a number of issues that are particularly meaningful for contemporary public sector economics and policy, namely the welfare state (pensions, health, social security, education), services of general interest, infrastructure. Transversal topics are privatization and liberalization, the development of the ‘third sector’ and other alternative forms for providing public goods, economic evaluation of public policies, efficiency assessment of public sector initiatives, regional development, economic regulation. From a theoretical point of view the traditional approach of welfare economics is complemented with the most recent acquisition of the economic theory of regulation. The course develops topics and issues that have already been introduced in the course on Economic Policy, which we recommend should be previously attended. Topics and issues - The public sector in Italy and in Europe. - Advanced welfare economics and public choice theory. - Advances in public goods and externalities. - Advances in market power and incomplete markets. - Economic evaluation of state policies: theory and practice. - Privatization, liberalization, deregulation. - Price regulation in the public utilities industry. - Comparative assessment of the efficiency of alternative modes of intervention. - Sectorial case studies: energy, environmental services, infrastructure. - The welfare state: health, pensions, education, social security. - Policies aimed at reducing poverty.
