Negli ultimi anni, in conseguenza di cambiamenti
climatici e ambientali sempre
più rapidi, la necessità di studiare il sistema
Artico con un approccio integrato
multidisciplinare è diventata sempre più
evidente, così come è diventata evidente
la necessità di sviluppare un sistema osservativo
basato su reti di stazioni, supersiti
e piattaforme mobili (navi, aerei, satelliti),
che copra l'intero circolo Artico.
In questo contesto, il CNR ha promosso
progetti di ampio respiro, come il Climate
Change Integrated Project (CCT-IP) per
contribuire alla realizzazione di super siti
di misura, e un’attiva partecipazione alla
maggior parte delle azioni dell'European
Strategy Forum on Research Infrastructures
(ESFRI) che interessano l'Artico.
Il Regno di Norvegia ha partecipato con
un saluto del suo ambasciatore in Italia,
Einar Bull. (Vedi intervento dell'Ambasciatore).
Kim Holmen, Direttore della
ricerca all’Istituto polare norvegese
è intervenuto sulla ricerca internazionale
a Ny-Ålesund e Leonardo Stefani ha rappresentanto
l'esplorazione della Regione
Artica e leprospettive di sviluppo. L’Ambasciatore
di S.M. il Re Harald V ha dichiarato:
“The High North is Norway’s
most important area of strategic priority.
You only need to make a quick glance at
the map - and the geographical position
of my country - to understand why. As
we see from today’s program- research in
the Artic encompasses opportunities as
well as quite a few serious challenges:

security, management of marine resources,
petroleum-related activities, new searoutes,
environmental issues and climate
change, and the rights of indigenous
peoples. And new challenges require new
knowledge, therefore renewed research
efforts in those areas are most important.
The Arctic area is a laboratory of the future:
the area is most sensitive to climate
change, as these changes are observed in
these areas before anywhere else. We
welcome the nations which have established
scientific research stations on Svalbard.
In April last year the Italian Climate
Tower in New Ålesund was officially
inaugurated by Foreign Minis-ter Frattini.
By building this Tower Italy is making an
important contribution to the research
infrastructure in the High north.
The Arctic Council remains a core forum
for development of partnerships with
interested countries, and I am happy to be
able to state that we fully support the
Italian aspiration to become a fullfledged
observer of the Arctic Council. It is
furthermore the conviction of my
government that we have the requisite
legal framework for the Arctic in the Un
Convention on the Law of the Sea and
consequently there is no need to resort to
a new legal charter for the Arctic.
In substance my government intends to:
develop more knowledge about climate
and environment in the High North;
improve monitoring, emergency response
and maritime safety systems in northern
waters; promote sustainable development
of offshore petroleum and renewable
marine resources; promote development
of onshore business; continue to firmly
excersize sovereignty; strengthen cross–
border cooperation with Russia in the
North; safeguard culture and livelihood of
indigenous peoples. When talking about
the High North, the importance of energy
must be underlined. The potential for oil
and gas in the Arctic region is huge, an
estimated 25% of the worlds remaining
petroleum ressources may be found here.
The Government therefore attaches great
importance to further enchancing the
level of factual knowledge on petroleum
resourses in the areas. We need to collect
more information, analyse it and make
sure that we have the best possible basis
to take our decisions for further development
and exploitation of these resources
in a most vulnerable environment.
Italy is in the forefront among those who
are directing growing attention towards
the north - and ENI is already involved in
the Norwegian sector of the Barents Sea,
particularly on the Goliath field. May I
also add that we have initiatied an important
energy dialogue including renewable
energy resources with Italy, first
earlier last year in Ravenna to be continued
in Stavanger in August this year”.

che si affaccia sul Pacifico saranno ora
accessibili nelle ore lavorative di Mosca.
XXIV SALONE DEL LIBRO E DELLA STAMPA DI GINEVRA
Il XXIV Salone del libro e della stampa di Ginevra si terrà dal 28 aprile al 2 maggio ed avrà ospiti d'onore il Regno di Svezia e
alcuni comuni della Savoia. La mostra ginevrina presenterà anche una retrospettiva dedicata all'artista vodese Félix Vallotton
(1865-1925) che riunirà tele “eccezionali”, un decimo delle quali mai presentate al pubblico.Sui 4 ettari del salone saranno presenti
oltre 200 case editrici di 15 paesi, 24 delle quali per la prima volta a Ginevra. Il Regno di Svezia presenterà non solo autori
di romanzi polizieschi (genere che va per la maggiore in Scandinavia), ma anche autori più classici come August Strindberg e
Astrid Lindgren. Per la prima volta invitati come ospiti d'onore regionali, ci saranno anche i comuni della Savoia, che quest'anno
festeggiano il 150esimo anniversario dell'annessione alla Francia. Il VII Salone africano ricorderà i 50 anni di indipendenza di
molti paesi del continente e renderà omaggio a Haiti. I lettori più giovani e i loro genitori non saranno dimenticati, con il Salone
dello studente e della formazione ed il III Manga Festival. Il Salone del libro è stato visitato nel 2009 da oltre 100.000 persone.
