Il mondo delle imprese è<br />
sempre più cosciente della<br />
necessità della tutela<br />
dell’ambiente e dei valori<br />
sociali condivisi, una sfida che<br />
impegna le aziende ad<br />
assicurare una partecipazione<br />
concreta alla realizzazione di<br />
un “futuro sostenibile”.<br />
A tale proposito, tra le attività<br />
del World Business Council for<br />
Sustainable Development<br />
(WBCSD), l’organismo che, a<br />
livello mondiale, raccoglie<br />
oltre 150 società, figura un<br />
progetto importante,<br />
l’Iniziativa di Sostenibilità per<br />
l’Industria Cementiera,<br />
realizzato da aziende leader<br />
del settore.<br />
I dieci maggiori produttori di<br />
cemento hanno siglato infatti<br />
un protocollo industriale,<br />
l’“Agenda for Action”, nel<br />
quale vengono rese pubbliche<br />
le conclusioni di un<br />
programma di ricerca<br />
indipendente e di<br />
consultazione con i principali<br />
stakeholders, durato oltre due<br />
anni. L’iniziativa si focalizza sul<br />
contributo che l’industria<br />
cementiera può dare alla<br />
creazione di una crescita più<br />
sostenibile ed è finalizzata a<br />
identificare proposte e a<br />
promuovere azioni concrete<br />
per indurre cambiamenti<br />
positivi nell’ambito della<br />
propria attività nel lungo<br />
termine.<br />
I motivi che guidano questo<br />
progetto risiedono nel<br />
tentativo di ridurre gli impatti<br />
negativi per l’ambiente e per<br />
la comunità.<br />
L’obiettivo di individuare e<br />
rendere attuabili una serie di<br />
iniziative che le aziende<br />
possono intraprendere<br />
collettivamente per accelerare<br />
tale cammino, si coniuga alla<br />
“legittimità a operare”<br />
affrontando problemi e<br />
opportunità.<br />
Il protocollo propone un piano<br />
quinquennale di azioni che<br />
permetteranno alle aziende di<br />
compiere ulteriori passi nella<br />
direzione di uno sviluppo<br />
sostenibile.<br />
Solo tale visione può garantire<br />
alle aziende un processo di<br />
sviluppo in cui le dimensioni<br />
ambientali, sociali ed<br />
economiche assumono<br />
il medesimo peso.<br />
Le aree individuate, da<br />
affrontare con maggiore<br />
immediatezza dall’industria<br />
cementiera, riguardano<br />
principalmente la protezione<br />
del clima, l’utilizzo di<br />
combustibili e materie prime,<br />
la salute e la sicurezza nei<br />
luoghi di lavoro, la riduzione<br />
delle emissioni e degli impatti<br />
ambientali verso le comunità<br />
locali.<br />
Anticipando questo progetto,<br />
<strong>Italcementi</strong> ha varato, lo<br />
scorso mese di aprile, a firma<br />
del CEO di Gruppo, Giampiero<br />
Pesenti, le “Linee Guida<br />
della Politica Ambientale<br />
di <strong>Italcementi</strong> <strong>Group</strong>”,<br />
a testimonianza dell’impegno<br />
che da sempre l’azienda<br />
dimostra nei confronti<br />
dell’ambiente, definendo,<br />
a tal fine, i principi applicabili<br />
alle politiche ambientali di<br />
tutte le società del Gruppo e<br />
al coordinamento delle azioni<br />
intraprese in tale ambito.<br />
Viene posto così un tassello<br />
ulteriore – dopo il progetto<br />
“Zero infortuni”, mirato alla
iduzione degli incidenti nei<br />
luoghi di lavoro – nella<br />
direzione dello sviluppo<br />
sostenibile del Gruppo, al fine<br />
di raggiungere un equilibrio<br />
ottimale tra crescita<br />
economica, tutela<br />
dell’ambiente e responsabilità<br />
sociale, attraverso<br />
l’applicazione, anche<br />
migliorativa, delle normative<br />
vigenti e degli standard<br />
ecologici.<br />
La Politica Ambientale è un<br />
elemento centrale della<br />
mission della società, al pari di<br />
produttività, efficienza,<br />
sicurezza e salute, qualità e<br />
ricerca tecnologica; pertanto,<br />
in base a questa linea,<br />
saranno varati mirati<br />
programmi gestionali, tesi a<br />
prevenire e ridurre gli effetti<br />
negativi sull’ambiente e a<br />
ottimizzare e razionalizzare<br />
l’utilizzo di risorse non<br />
rinnovabili. Sono in via di<br />
definizione anche specifici<br />
programmi di sensibilizzazione<br />
e di formazione, oltre che<br />
un’adeguata politica di<br />
comunicazione, rivolti a tutti i<br />
dipendenti, tra i principali<br />
protagonisti della Politica<br />
Ambientale del Gruppo.<br />
In questo ambito, <strong>Italcementi</strong><br />
<strong>Group</strong>, è da sempre attivo nel<br />
costante ed attento<br />
monitoraggio dell’impatto<br />
esercitato dai propri processi<br />
produttivi sull’ambiente: viene<br />
esercitato un regolare<br />
controllo delle emissioni di<br />
polveri, di inquinanti gassosi<br />
nonché di microinquinanti<br />
organici ed inorganici emessi<br />
nell’atmosfera e viene<br />
associata tale attività al<br />
recupero di residui da<br />
impiegare in parziale<br />
sostituzione delle materie<br />
prime e dei combustibili<br />
convenzionali.<br />
Le crescenti esigenze<br />
ambientali hanno influito<br />
positivamente sulle attività di<br />
recupero dei residui da<br />
utilizzare, sia come materie<br />
prime, sia come combustibili,<br />
presso le cementerie del<br />
Gruppo. Anche i metodi di<br />
coltivazione adottati nelle<br />
cave sono orientati al rapido<br />
ed efficace recupero<br />
paesaggistico. In particolare è<br />
ormai affermata una tendenza<br />
che non si limita al<br />
“ripristino” ambientale, ossia<br />
al puro reinserimento dell’area<br />
nel contesto di cui fa parte,<br />
ma si propone di valorizzare le<br />
aree di cava adattandole a<br />
funzioni ed usi nuovi e anche<br />
migliorativi rispetto a quelli<br />
preesistenti.<br />

need to safeguard the<br />
environment and set certain<br />
universally held social values, a<br />
challenge committing firms to<br />
get actively involved in the<br />
creation of a “sustainable<br />
future.”<br />
To this end the World Business<br />
Council for Sustainable<br />
Development (WBCSD), a<br />
worldwide organization<br />
incorporating over 150<br />
companies, has devised an<br />
important project called the<br />
Cement Sustainability Initiative<br />
involving leading companies in<br />
the sector.<br />
The ten leading cement<br />
manufacturers have signed the<br />
so-called “Agenda for Action”<br />
publishing the results of a twoyear<br />
program of independent<br />
research and stakeholder<br />
consultation.<br />
The project focuses on the<br />
contribution the cement<br />
industry can make to<br />
developing more sustainable<br />
growth and is aimed at<br />
devising ideas and concrete<br />
action to bring about positive<br />
changes in its own long-term<br />
activities.<br />
The basic idea behind this<br />
project is to try and reduce<br />
negative impact on the<br />
environment and community<br />
as a whole.<br />
The goal of identifying and<br />
facilitating actions that<br />
companies can jointly take to<br />
speed up this process moves<br />
hand-in-hand with their<br />
“license to operate” facing<br />
both problems and<br />
opportunities.<br />
The protocol sets out a fiveyear<br />
program of actions that<br />
take the companies further<br />
toward sustainable<br />
development.<br />
This is the only way of<br />
guaranteeing a process of<br />
business growth in which<br />
environmental, social and<br />
economic factors all play an<br />
equally important role.<br />
The key priority areas for the<br />
cement industry are protecting<br />
the climate, the exploiting of<br />
fuels and raw materials, health<br />
and safety at the work place,<br />
and reducing emissions and<br />
environmental impact on local<br />
communities.<br />
Anticipating this project, last<br />
April the <strong>Group</strong>’s CEO,<br />
Giampiero Pesenti, has<br />
approved and signed the “Key<br />
Principles of the <strong>Italcementi</strong><br />
<strong>Group</strong>’s Environment Policy,” as<br />
evidence of the <strong>Group</strong>’s<br />
ongoing commitment to<br />
environmental issues. Principles<br />
applicable to the<br />
environmental policies of all<br />
the <strong>Group</strong>’s companies and to<br />
coordinating action undertaken<br />
in this sphere have also been<br />
drawn up.<br />
This would be another step in<br />
the direction of the <strong>Group</strong>’s<br />
sustainable development - in<br />
the wake of the “Zero<br />
accidents” project aimed at<br />
reducing accidents at work<br />
places - in an attempt to create<br />
a perfect balance between<br />
business growth,<br />
environmental protection and<br />
social responsibility by<br />
enforcing (and even improving)<br />
the regulations and ecostandards<br />
currently in force.<br />
Environment Policy is a key<br />
element of the <strong>Group</strong>’s<br />
corporate mission as well as<br />
productivity, efficiency, safety<br />
and health, quality and<br />
technological research; based<br />
on this general policy,<br />
management programs will be<br />
set under way to prevent and<br />
reduce negative effects on the<br />
environment and<br />
optimize/rationalize the use of<br />
non-renewable resources.<br />
Special training and awarenessdevelopment<br />
programs are also<br />
being drawn up, together with<br />
a suitable communications<br />
policy aimed at all the<br />
employees, major players in the<br />
<strong>Group</strong>’s Environment Policy.<br />
In this respect the <strong>Italcementi</strong><br />
<strong>Group</strong> has always been careful<br />
to constantly monitor the<br />
environmental impact of its<br />
own manufacturing processes:<br />
emissions of dust, polluting<br />
gases and organic/inorganic<br />
micro-pollutants given off into<br />
the atmosphere are all regularly<br />
monitored and backed-up by<br />
salvaging processes designed<br />
to partly replace conventional<br />
fuels and raw materials.<br />
Growing environmental<br />
demands have had positive<br />
influence on the recovery of<br />
waste both as raw materials<br />
and as fuels at the <strong>Group</strong>’s<br />
cement plants. Even excavation<br />
methods used in the quarries<br />
are geared to rapid and<br />
effective landscape recovery.<br />
The tendency is now to move<br />
beyond mere environmental<br />
“restoration,” or in other words<br />
just re-incorporating the<br />
exploited area in its proper<br />
setting, to actually<br />
redeveloping quarry areas by<br />
adapting them to new and<br />
even better uses and functions<br />
than they were previously used<br />
for.<br />

Prosegue il trend positivo<br />
dei risultati nonostante il<br />
rallentamento<br />
dell’economia mondiale e<br />
l’incertezza che caratterizza i<br />
mercati.<br />
I livelli globali di attività del<br />
Gruppo nel primo trimestre<br />
2002 sono migliorati rispetto<br />
a quelli già decisamente buoni<br />
dei primi tre mesi dello scorso<br />
anno e risultano<br />
sostanzialmente in linea con i<br />
risultati registrati al 31<br />
dicembre 2001.<br />
Nell’esercizio 2001 <strong>Italcementi</strong><br />
<strong>Group</strong> ha realizzato un<br />
significativo miglioramento<br />
dei risultati. Il forte progresso<br />
della gestione industriale è<br />
stato sostenuto dal positivo<br />
andamento dei ricavi e dalla<br />
realizzazione del programma<br />
di riduzione dei costi anche di<br />
fronte alla sfavorevole<br />
dinamica dei costi energetici.<br />
Il primo trimestre 2002<br />
Nel primo trimestre 2002<br />
<strong>Italcementi</strong> <strong>Group</strong> ha<br />
registrato un fatturato di<br />
937,7 milioni di euro, con un<br />
incremento del 3,3% rispetto<br />
al medesimo periodo<br />
dell’esercizio precedente per<br />
effetto dell’evoluzione positiva<br />
dell’attività (+1,3%),<br />
dell’ampliamento dell’area di<br />
consolidamento (+1,3%),<br />
nonché per la variazione dei<br />
tassi di cambio (+0,7%).<br />
Il maggior contributo<br />
all’aumento dei ricavi è<br />
venuto dai Paesi dell’Unione<br />
europea, principalmente<br />
dall’Italia, mentre le flessioni<br />
più significative hanno<br />
interessato la Turchia e, per<br />
effetto della considerevole<br />
diminuzione dei prezzi, la<br />
Thailandia.<br />
L’andamento del primo<br />
trimestre è scarsamente<br />
rappresentativo della<br />
tendenza dell’intero esercizio<br />
per le caratteristiche del<br />
settore in cui il Gruppo opera.<br />
Nel primo trimestre dell’anno<br />
il margine operativo lordo<br />
(176,7 milioni di euro) e il<br />
risultato operativo (84 milioni<br />
di euro) hanno evidenziato<br />
una flessione pari<br />
rispettivamente all’1,8% e al<br />
2,5%. L’aumento dei costi<br />
operativi, pur contrastato dai<br />
programmi per il<br />
miglioramento dell’efficienza<br />
industriale, ha subito un<br />
significativo impatto dal<br />
prolungato periodo di<br />
sciopero nelle cementerie di<br />
Ciments Calcia (Francia).<br />
I risultati sono stati inoltre<br />
influenzati dalla flessione dei<br />
ricavi medi unitari in<br />
Thailandia. Buono è stato<br />
invece l’andamento dell’Italia<br />
e degli altri Paesi dell’Unione<br />
europea e del Nord America.<br />
Il venir meno delle perdite di<br />
cambio registrate lo scorso<br />
anno per la svalutazione della<br />
lira turca e l’apporto di Suez<br />
Cement, consolidata nel<br />
periodo in esame con il<br />
metodo del patrimonio netto,<br />
hanno sostanzialmente<br />
determinato il cospicuo<br />
progresso dell’utile.<br />
L’utile totale sale da 17,9 a<br />
28,1 milioni di euro, mentre<br />
l’utile di pertinenza del<br />
Gruppo cresce da 12,2 a 24<br />
milioni di euro.<br />
La capogruppo <strong>Italcementi</strong><br />
Spa ha realizzato un fatturato<br />
di 205,4 milioni di euro<br />
(+6,1%) e un margine<br />
operativo lordo di 52,9 milioni<br />
di euro (+7,6%) mentre l’utile<br />
netto è passato da 16,3 a<br />
20,5 milioni di euro con un<br />
miglioramento del 25,9%<br />
rispetto al corrispondente<br />
periodo del 2001.<br />
L’esercizio 2001<br />
Nel corso dell’esercizio 2001 è<br />
proseguita la strategia di<br />
espansione del Gruppo nei<br />
Paesi emergenti ad alto<br />
potenziale di crescita.<br />
Nel gennaio 2001 Ciments<br />
Français, sub-holding per le<br />
attività internazionali di<br />
<strong>Italcementi</strong> <strong>Group</strong>, con un<br />
investimento di 69 milioni di<br />
euro, è diventata azionista al<br />
50% della società indiana<br />
Zuari Cement Ltd, jointventure<br />
paritetica con Zuari<br />
Industries Ltd che ha conferito<br />
la propria attività cemento<br />
costituita dall’impianto di<br />
Yerraguntla, nell’Andhra<br />
Pradesh (stato dell’India<br />
centrale). Tale presenza si è<br />
ulteriormente rafforzata<br />
all’inizio dell’esercizio in corso<br />
attraverso l’acquisizione da<br />
parte di Zuari Cement, del<br />
94,7% del cap<strong>ital</strong>e di Sri<br />
Vishnu Cement situata<br />
sempre nello stato dell’Andhra<br />
Pradesh. Gli investimenti<br />
realizzati consentono al<br />
Gruppo di essere presente sul<br />
terzo mercato mondiale nel<br />
settore del cemento.<br />
Nell’ottobre scorso il Gruppo<br />
ha acquisito il 25% di Suez<br />
Cement Company, primo<br />
gruppo egiziano nel settore<br />
del cemento, che, con una<br />
capacità produttiva di 8,5<br />
milioni di tonnellate ripartita<br />
su tre impianti (Suez,<br />
Quattamiah e Tourah) detiene<br />
circa il 25% del mercato<br />
nazionale. Ciments Français è<br />
inoltre entrata a far parte di<br />
un patto di sindacato che<br />
rappresenta il 74% dei diritti<br />
di voto. Alla fine del passato<br />
esercizio è stato inoltre<br />
rilevato un ulteriore 6,2%<br />
della società egiziana<br />
elevando la partecipazione al<br />
31,2% del cap<strong>ital</strong>e.<br />
Complessivamente<br />
l’investimento è stato pari a<br />
circa 279 milioni di euro.<br />
Successivamente alla chiusura<br />
dell’esercizio è stato<br />
acquistato un ulteriore 2,8%<br />
del cap<strong>ital</strong>e sociale di Suez<br />
Cement.<br />
L’esercizio 2001, evidenzia a<br />
livello consolidato un<br />
incremento del fatturato da<br />
3.811 a 4.063 milioni di euro:<br />
l’incremento del 6,6% è<br />
dovuto per il 5,3%<br />
all’evoluzione positiva<br />
dell’attività, per l’1,1% alla<br />
variazione di perimetro dovuta<br />
al consolidamento<br />
proporzionale della società<br />
indiana Zuari Cement Ltd e<br />
per lo 0,2% all’effetto<br />
derivante dalla variazione dei<br />
tassi di cambio.<br />
Il margine operativo lordo<br />
consolidato, 1.029 milioni di<br />
euro, ha evidenziato un<br />
miglioramento del 10,2% e<br />
rappresenta il 25,3% dei ricavi<br />
(24,5% nel 2000).<br />
All’incremento del Mol hanno<br />
contribuito i Paesi dell’Unione<br />
europea (in particolare Italia,<br />
Francia e Grecia), i Paesi<br />
emergenti ad eccezione della<br />
Turchia, mentre l’apporto del<br />
Nord America è dovuto<br />
all’effetto positivo dei tassi di<br />
cambio. Il risultato operativo<br />
di 654,4 milioni di euro, pari<br />
al 16,1% dei ricavi (14% nel<br />
2000), è aumentato del<br />
22,7%. Escludendo l’effetto<br />
dell’incremento degli<br />
ammortamenti nel 2000,<br />
derivanti dalla rivalutazione<br />
volontaria dei cespiti, la<br />
crescita del risultato operativo<br />
sarebbe stata del 14,8%.<br />
Il risultato operativo di 654<br />
milioni di euro è aumentato<br />
del +22,7% rispetto<br />
all’esercizio precedente, nel<br />
2000 la capogruppo<br />
<strong>Italcementi</strong> Spa aveva<br />
scontato maggiori<br />
ammortamenti dovuti alla<br />
rivalutazione volontaria dei<br />
beni patrimoniali prevista dal<br />
cosiddetto “Collegato fiscale”<br />
con la conseguente riduzione<br />
del risultato operativo.<br />
L’utile totale di Gruppo per<br />
l’esercizio 2001 è stato di 283<br />
milioni di euro con un<br />
incremento del 18,1%,<br />
mentre l’utile di pertinenza del<br />
Gruppo ammonta a 201,3<br />
milioni di euro (+23,8%).<br />
La capogruppo <strong>Italcementi</strong><br />
Spa ha realizzato nell’esercizio<br />
2001 risultati molto positivi:<br />
l’utile netto è aumentato da<br />
87,4 milioni di euro a 122,6<br />
milioni di euro (+40,3%);<br />
escludendo l’effetto della<br />
rivalutazione volontaria dei<br />
cespiti realizzata nel 2000 il<br />
risultato netto sarebbe<br />
aumentato del 12,7%.<br />
Sostenuto da ricavi pari a<br />
839,7 milioni di euro<br />
(+12,1%), il margine
operativo lordo di <strong>Italcementi</strong><br />
Spa, pari a 247,8 milioni di<br />
euro (206,6 milioni nel 2000),<br />
ha registrato un aumento del<br />
19,9% e rappresenta il 29,5%<br />
dei ricavi (27,6% nell’esercizio<br />
precedente). Il risultato<br />
operativo, 185,3 milioni di<br />
euro (109,4 milioni),<br />
rappresenta il 22,1% dei<br />
ricavi.<br />

affecting markets.<br />
In the first quarter of 2002,<br />
overall <strong>Group</strong> performance<br />
improved compared with the<br />
already positive performance<br />
of the previous year’s first<br />
quarter, in line with the results<br />
recorded at year-end 2001.<br />
In financial year 2001, despite<br />
the unfavorable trend in<br />
energy costs, <strong>Italcementi</strong><br />
<strong>Group</strong> reported a significant<br />
improvement in income from<br />
industrial operations, due to<br />
increased sales and the<br />
successful implementation of<br />
a cost-cutting program.<br />
First quarter 2002<br />
In the first quarter of the year,<br />
the <strong>Italcementi</strong> <strong>Group</strong><br />
recorded net sales of €937.7<br />
million, an increase of 3.3%<br />
compared to the same period<br />
in 2001, due to the growth in<br />
operations (+1.3%), the<br />
enlargement of the<br />
consolidation area (+1.3%), as<br />
well as to translation effects<br />
(+0.7%).<br />
The main contribution to the<br />
increase in net sales came<br />
from the countries in the<br />
European Union, principally<br />
Italy, while the largest<br />
decreases were recorded in<br />
Turkey and, because of low<br />
price levels, Thailand.<br />
First-quarter performance is<br />
not generally representative of<br />
performance for the year as a<br />
whole because of the nature<br />
of the <strong>Group</strong>’s business<br />
sectors.<br />
In the first quarter gross<br />
operating profit (€176.7<br />
million) and operating income<br />
(€84 million) fell by 1.8% and<br />
2.5% respectively. The<br />
increase in operating costs,<br />
although limited by industrial<br />
efficiency improvement plans,<br />
was aggravated by the<br />
prolonged strike in Ciments<br />
Calcia’s (France) cement<br />
plants. The results were also<br />
affected by the fall in average<br />
unit net sales in Thailand. On<br />
the other hand, performance<br />
was good in Italy and the<br />
other countries in the<br />
European Union and in North<br />
America.<br />

In January 2001 Ciments<br />
Français, the sub-holding for<br />
<strong>Italcementi</strong> <strong>Group</strong>’s<br />
international activities,<br />
became a 50% shareholder in<br />
the Indian company Zuari<br />
Cement Ltd through a €69<br />
million investment. This is a<br />
50/50 joint venture with Zuari<br />
Industries Ltd, which<br />
contributed its own cement<br />
business, represented by the<br />
facility at Yerraguntla, in<br />
Andhra Pradesh (central<br />
India). Operations were<br />
further reinforced at the<br />
beginning of the current year<br />
through the acquisition by<br />
Zuari Cement of 94.7% of the<br />
share cap<strong>ital</strong> of Sri Vishnu<br />
Cement, also based in the<br />
state of Andhra Pradesh.<br />
These investments give the<br />
<strong>Group</strong> entry on to the third<br />

ArcVision ha ritenuto interessante pubblicare la lettera indirizzata alla municipalità di Bilbao dal<br />
Comitato Permanente per lo Sviluppo Urbano di Oslo a titolo di testimonianza per l’impegno<br />
dimostrato dalla società Financiera y Minera, filiale spagnola di <strong>Italcementi</strong> <strong>Group</strong>, nel programma<br />
di riqualificazione urbana della città basca.<br />
Financiera y Minera (Cementos Rezola e Hormigones y Minas) è stata notevolmente coinvolta nel processo<br />
di “riv<strong>ital</strong>izzazione” della città di Bilbao, attraverso l’attiva partecipazione alle più importanti opere<br />
realizzate a Bilbao negli ultimi cinque anni, tra le quali spiccano il Museo Guggenheim, il Metropolitan, il<br />
nuovo palazzo dei congressi “Euskalduna”, il nuovo terminal aeroportuale “Santiago Calatrava”, le<br />
infrastrutture che circondano la città, il ponte “Calatrava” sul fiume di Bilbao, ecc…<br />
Financiera y Minera è stata inoltre particolarmente impegnata nel 2001 nell’ambito delle celebrazioni per il<br />
settecentesimo anno della fondazione della città attraverso, ad esempio, la sponsorizzazione di alcuni<br />
importanti interventi urbanistici che hanno visto la collocazione di supporti artistico/architettonici nelle<br />
principali piazze e crocevia della città per un periodo di sei mesi.<br />
Tutti questi interventi hanno contribuito ad affermare il ruolo di Financiera y Minera come uno dei principali<br />
attori dello sviluppo urbanistico e della riv<strong>ital</strong>izzazione dell’area metropolitana di Bilbao.<br />
Una delegazione della<br />

Comitato Permanente per lo<br />
Sviluppo Urbano, ha visitato<br />
nel settembre 2001 la città di<br />
Bilbao a seguito di un<br />
seminario tenutosi in febbraio<br />
a Oslo e intitolato “Bilbao, la<br />
voglia di riuscire!”. Il seminario<br />
mirava a chiarire i vari aspetti<br />
della grande riv<strong>ital</strong>izzazione<br />
della città – determinata, tra gli<br />
altri fattori, da una efficiente e<br />
ben organizzata cooperazione<br />
tra i settori pubblico e privato.<br />
In ogni caso, il punto di<br />
maggior rilievo è che Bilbao<br />
era la dimostrazione di una<br />
tendenza completamente<br />
nuova in campo urbanistico.<br />
Così non si è perso tempo<br />
nell’organizzare una visita alla<br />
cap<strong>ital</strong>e basca per esaminare in<br />
situ il processo che aveva<br />
suscitato tanto interesse nel<br />
nostro Paese.<br />
Durante la visita, abbiamo<br />
presto compreso come uno dei<br />
fattori chiave che avevano<br />
prodotto tali sviluppi fosse<br />
l’organizzazione del progetto<br />
urbanistico e la sua esecuzione<br />
in modo flessibile e non<br />
burocratico. Un ulteriore<br />
aspetto, si è capito, era che<br />
l’idea originale non era basata<br />
solo su interessi locali, ma era<br />
stata estesa alla regione<br />
intorno a Bilbao e alla nazione<br />
intera. In terzo luogo, si<br />
percepiva come i mercati e<br />
l’industria in ambito provinciale<br />
avessero mantenuto un<br />
atteggiamento positivo verso la<br />
cooperazione e l’esecuzione<br />
dei vari progetti. Infine, siamo<br />
giunti alla conclusione che<br />
Bilbao in questo frangente<br />
aveva poca o nessuna scelta.<br />
La città doveva comunque fare<br />
qualcosa!<br />
Se trasferissimo tutti questi<br />
fattori a Oslo, ci troveremmo a<br />
fronteggiare un’enorme sfida –<br />
per dar vita a una struttura<br />
organizzativa altrettanto valida<br />
di quella di Bilbao. Il nostro<br />
sistema parlamentare non ha<br />
precedenti nel mettere a punto<br />
un’organizzazione con così<br />
ampia autorità da poter<br />
guidare il processo di sviluppo<br />
urbano. La municipalità è la<br />
più alta autorità per quanto<br />
riguarda sia l’urbanistica sia i<br />
problemi relativi alla proprietà<br />
e alla finanza, ma non ha<br />
esperienza alcuna nella<br />
creazione del coordinamento<br />
necessario a una così vasta<br />
scala.<br />
In tale contesto, Oslo si sa<br />
confrontando con una delle<br />
più vaste imprese di sviluppo<br />
degli ultimi decenni –<br />
precisamente quella di<br />
trasformare la locale area<br />
portuale di Bjørvika in un’area<br />
urbana multifunzionale con<br />
funzioni residenziali,<br />
commerciali, culturali e attività<br />
per il tempo libero. Quest’area<br />
rappresenta la migliore<br />
scommessa della città e a tal<br />
fine è stata creata una società<br />
di sviluppo della quale<br />
l’Amministrazione Comunale è<br />
azionista.<br />
Al momento, non abbiamo<br />
idea di come si svilupperà il<br />
nostro progetto, poiché siamo<br />
ancora in una fase preliminare,<br />
ma siamo certi che Bilbao e il<br />
modo in cui sono state fatte le<br />
cose lì ci piace. Abbiamo<br />
visitato molte zone della città,<br />
siamo stati al Guggenheim<br />
Museum e abbiamo ammirato<br />
i colori brillanti per le strade<br />
durante i festeggiamenti in<br />
commemorazione del 700°<br />
anniversario della città. È stato<br />
un vero piacere. È stato quel<br />
momento a ricordarci la tigre, il<br />

ArcVision decided to publish the letter written by the Oslo Permanent Committee for Urban<br />
Development to the municipality of Bilbao as a tribute to the commitment of Financiera y Minera,<br />
the Spanish subsidiary of the <strong>Italcementi</strong> <strong>Group</strong>, in the program of the Basque City’s urban redevelopment.<br />
Financiera y Minera (Cementos Rezola and Hormigones y Minas) has been actively involved in the<br />
successful “rev<strong>ital</strong>ization” of the city of Bilbao. It has played and active role in the completion of the city’s<br />
most significant works over the past five years, the most notable being the Guggenheim Museum, the<br />
Metropolitan, the new “Euskalduna” Conference Center, the new “Santiago Calatrava” airport terminal,<br />
the infrastructures surrounding the city, the “Calatrava” bridge above Bilbao’s river, etc…<br />
In 2001, Financiera y Minera also played an especially active role in the city’s 700th anniversary celebrations<br />
by sponsoring several important urban development operations which placed artistic/architectural elements<br />
in the main squares and crossroads of the city for six months.<br />
All these operations have strengthened Financiera y Minera’s position as a leading actor in the urban<br />
development and rev<strong>ital</strong>ization of the Bilbao metropolitan area.<br />
A representation from Oslo<br />
Town Hall, the Permanent<br />
Committee for Urban<br />
Development, visited Bilbao in<br />
September 2001, following a<br />
seminar in Oslo in February<br />
called “Bilbao, the will to<br />
succeed!”. The seminar<br />
helped us to clarify the various<br />
aspects of successful<br />
rev<strong>ital</strong>ization of the city –<br />
created, among other factors,<br />
by efficient and wellorganized<br />
co-operation<br />
between the public and<br />
private sectors. In any case,<br />
the most important point is<br />
that Bilbao was providing<br />
evidence of a completely new<br />
tendency in town planning.<br />
Thus we lost no time in<br />
arranging a visit to the cap<strong>ital</strong><br />
of Vizcaya in order to examine<br />
in situ the process which had<br />
aroused such interest in our<br />
country.<br />
During the visit, we quickly<br />
realized that one of the<br />
conditioning factors which<br />
had produced such<br />
developments was<br />
organization of planning and<br />
execution in a nonbureaucratic<br />
and flexible<br />
manner. A further aspect, we<br />
realized, was that the original<br />
idea was not solely based on<br />
local concerns, but had been<br />
extended to include the<br />
region around Bilbao and the<br />
country as a whole. Thirdly,<br />
we felt that markets and<br />
industry within the province<br />
have maintained a positive<br />
attitude with regard to cooperation<br />
and execution of<br />
the various projects. Last but<br />
not least, we reached the<br />
conclusion that Bilbao had<br />
little or no choice in the<br />
matter. The city had to do<br />
something, after all!<br />
If we transfer all these<br />
concerns to Oslo, we would<br />
be faced with an enormous<br />
challenge – establishing an<br />
organizational structure as<br />
powerful as in Bilbao. Our<br />
parliamentary system contains<br />
no precedents for setting up<br />
an organization with a wide<br />
range of authority which can<br />
spearhead the process of<br />
urban development. The Town<br />
Hall is the highest authority<br />
with regard to both town<br />
planning and problems<br />
relating to property and<br />
finance, but it has no<br />
experience in the creation of<br />
the co-ordination which<br />
would be required on such a<br />
large scale.<br />
Within this context, Oslo faces<br />
one of the most extensive<br />
development tasks in many<br />
decades – namely,<br />
transforming our local port<br />
area, Bjørvika, and turning it<br />
into a multi-functional city<br />
area for housing, trading, and<br />
cultural and leisure activities.<br />
This area represents the city’s<br />
best bet, and so a<br />
development company has<br />
been created to this end, with<br />
the Town Hall as a<br />
shareholder.<br />
At the moment, we have no<br />
idea as to how our project will<br />
develop, since we are still very<br />
much in the early stages, but<br />
one thing we are certain<br />

Museum and have admired<br />

the 700th anniversary of the<br />
city. This was a real pleasure<br />
for us. It was then that we<br />
remembered our tiger, the<br />
symbol of Oslo on the city’s<br />
commemoration in 2000 of its<br />
1,000 years of existence. But<br />
that is another story, and we<br />
will tell you about it when you<br />
come here. In any case, Bilbao<br />

La produttività non è più il<br />
solo obiettivo di un’azienda<br />
produttrice di cemento. La<br />
sicurezza, il benessere degli<br />
operatori e il rapporto<br />
equilibrato con l’ambiente<br />
sono veri e propri parametri di<br />
valutazione dell’attività, con<br />
una connotazione strategica<br />
oltre che etica.<br />
Seguendo queste linee guida,<br />
il 5 ottobre 2000 Sfic 1 ,<br />
Capeb 2 , FFB-UMGO 3 e<br />
FNNMC 4 hanno siglato un<br />
accordo per il miglioramento<br />
delle condizioni d’igiene e<br />
sicurezza nei cantieri.<br />
Una conseguenza immediata<br />
dell’intesa è stata la riduzione<br />
del peso dei sacchi di cemento<br />
da 50 a 35 kg. “Questa<br />
innovazione riduce del 30%<br />
il peso, quindi gli sforzi del<br />
personale nei trasporti“<br />
dichiara Gilles Marmoret,<br />
consulente Capeb.<br />
“È un segno preciso<br />
dell’impegno, in prima<br />
persona, di tutti, per<br />
migliorare il lavoro all’interno<br />
delle nostre aziende”<br />
sottolinea Sabine Vèron,<br />
responsabile marketing per<br />
i sacchi di cemento a Ciments<br />
Calcia. “Abbiamo<br />
immediatamente riconvertito<br />
i nostri impianti e dato il via<br />
alla produzione – continua –<br />
I primi test presso i clienti<br />
hanno dimostrato<br />
un’accoglienza molto<br />
favorevole”.<br />
Novità su tutta la linea<br />
Gli stabilimenti di Ciments<br />
Calcia si sono preparati da<br />
tempo a riconvertire<br />
totalmente la produzione, con<br />
una vera e propria rivoluzione<br />
delle infrastrutture. Si è reso<br />
necessario l’adattamento, e<br />
nella maggior parte dei casi<br />
un rinnovamento completo,<br />
delle linee d’insaccaggio, per<br />
un costo globale di circa 30<br />
milioni di euro. Tre anni per<br />
completare il progetto: un<br />
lasso di tempo relativamente<br />
breve, considerando la<br />
complessità dell’operazione.<br />
“Abbiamo dovuto ripensare le<br />
nostre linee dall’A alla Z –<br />
precisa Jean Luc Descaves,<br />
della Divisione Tecnica e<br />
Produzione del Cemento –<br />
Le macchine per il<br />
confezionamento devono<br />
essere in grado di<br />
movimentare un volume<br />
elevato di sacchi da 35 kg.<br />
Gli impianti automatizzati che<br />
posizionano i sacchi di fronte<br />
alle bocche di riempimento<br />
sono stati cambiati. Nuovo<br />
anche il sistema di pesatura,<br />
che adesso è in grado di<br />
determinare in modo<br />
automatico il peso di ciascuna<br />
unità, e di inviare il prodotto<br />
in eccedenza verso il riciclo”.<br />
Dopo il confezionamento vero<br />
e proprio, i sacchi passano<br />
attraverso un dispositivo per la<br />
pulizia, e poi vengono impilati<br />
su pallet, con un nuovo<br />
sistema di caricamento.<br />
Conclude il ciclo<br />
un’incollatrice, che ne rende<br />
più stabile l’assetto. Una<br />
stampante ad alta velocità<br />
imprime su ogni sacco la data<br />
di fabbricazione, e su richiesta<br />
i pallet possono essere avvolti<br />
da una pellicola termoplastica,<br />
per proteggere i sacchi dagli<br />
agenti atmosferici.<br />
“Una delle nostre priorità<br />
durante tutta la fase di<br />
cambiamento – aggiunge<br />
Jean Luc Descaves – è stata la<br />
sicurezza. Le macchine<br />
dovevano rispondere ai più<br />
elevati standard in materia, e i<br />
fornitori si sono impegnati a<br />
tenere corsi di formazione<br />
specifici per i macchinari da<br />
loro installati”.<br />

Confezioni che parlano<br />
La riorganizzazione delle linee<br />
per la confezione di sacchi da<br />
35 Kg è stata lo stimolo per<br />
un ripensamento estetico, con<br />
una nuova definizione degli<br />
involucri.<br />
Il sacco diventa così anche un<br />
efficace strumento di<br />
comunicazione, e facilita le<br />
scelte del cliente con<br />
indicazioni chiare sull’utilizzo<br />
del contenuto.<br />
“Siamo partiti dall’idea di<br />
mettere in relazione diretta le<br />
soluzioni da noi proposte e le<br />
esigenze dei nostri clienti”<br />
commenta Sabine Vèron. La<br />
sfida? Quella di creare un<br />
linguaggio semplice e<br />
accessibile, per presentare<br />
l’ampiezza della gamma e<br />
tutte le sue caratteristiche.<br />
L’idea centrale è di strutturare<br />
i contenuti in relazione<br />
all’utilizzo finale del prodotto.<br />
Tre le suddivisioni principali<br />
della gamma: Calcia<br />
“Strutture”, Calcia<br />
“Murature” e Calcia<br />
“Finiture”. Nomi commerciali<br />
che indicano con chiarezza la<br />
destinazione d’uso, e sono<br />
arricchiti con indicazioni sulla<br />
classe di resistenza dei<br />
prodotti ed eventualmente<br />
sulle caratteristiche<br />
complementari (ES, ad<br />
esempio, sta per “eaux<br />
sulfateès” acque solfatate).<br />
Una breve formula descrittiva<br />

domande specifiche, a<br />
esigenze concrete del<br />
mercato”.<br />
Dopo un lungo processo di<br />
elaborazione creativa, si è<br />
pensato all’introduzione del<br />
suffisso “CEM”, di universale<br />
comprensione europea.<br />
Inoltre, per un criterio di<br />
trasparenza, su ogni sacco<br />
compaiono chiaramente la<br />
certificazione di qualità e la<br />
certificazione ambientale<br />
adottate dallo stabilimento<br />
dove il cemento è stato<br />
confezionato.<br />
Rendere il lavoro più semplice<br />
a chi utilizza e a chi<br />
commercia il cemento: ecco lo<br />
scopo finale di questa piccola<br />
rivoluzione linguistica,<br />

Productivity is no longer the<br />
only objective of cement<br />
manufacturers. Safety,<br />
workers’ welfare and<br />
balanced relations with the<br />
environment have become<br />
important parameters in<br />
gauging their activities, with<br />
both strategic and ethical<br />
implications.<br />
In accordance with these<br />
guidelines, on October 5,<br />
2000, the Sfic 1 , Capeb 2 , FFB-<br />
UMGO 3 and FNNMC 4 signed<br />
an agreement to improve<br />
health and safety conditions<br />
on construction sites.<br />
One of the immediate results<br />
of this agreement was to<br />
reduce the weight of cement<br />
bags from 50 to 35 kg. “This<br />
innovation reduces the weight<br />
by 30%, making it easier for<br />
workers to carry the bags,”<br />
says Gilles Marmoret, a Capeb<br />
advisor.<br />
“It is a tangible sign of<br />
everybody’s direct
commitment to improving the<br />
working conditions in our<br />
companies,” points out Sabine<br />
Vèron, Ciments Calcia’s<br />
marketing manager for<br />
cement bags. “We<br />
immediately converted our<br />
plants and began production.<br />
The results of the first tests<br />
conducted with our customers<br />
are very encouraging.”<br />
Innovation across the<br />
board<br />
For some time now, Ciments<br />
Calcia plants have been<br />
preparing to renovate all their<br />
production activities by<br />
completely revamping their<br />
infrastructures. The<br />
adaptation and, in most cases,<br />
the complete renovation of<br />
the bagging lines has become<br />
necessary. The overall cost will<br />
amount to approximately €30<br />
million. It will take three years<br />
to complete the project: a<br />
relatively short timeframe<br />
considering the complexity of<br />
the operation.<br />
“We had to rethink our<br />
production lines from A-Z,”<br />
says Jean Luc Descaves of the<br />
Cement Production and<br />
Technology Department. “The<br />
packing machines must be<br />
capable of handling large<br />
numbers of 35 kg bags. The<br />
automated systems that place<br />
the bags in front of the filler<br />
ducts have been changed. The<br />
weighing system is also new.<br />
It is now capable of<br />
automatically determining the<br />
weight of each unit and<br />
sending excess product<br />
through for recycling.”<br />
Once filled and packed, the<br />
bags are sent through a<br />
cleaning device and then piled<br />
onto pallets by a new loading<br />
system. A gluing machine<br />
completes the cycle to make<br />
the lot more stable. A highspeed<br />
printer prints the<br />
production date on each bag<br />
and, upon request, the pallets<br />
can be wrapped in a<br />
thermoplastic film to protect<br />
them against the weather.<br />

that, “one of our priorities in<br />
the renovation phase was<br />
safety. The machines had to<br />
meet the highest standards,<br />
and suppliers organized<br />
special training courses for the<br />
equipment they installed.”<br />

in nine out of the twelve<br />

language to present the full<br />
breadth of our product line<br />
and all its characteristics. The<br />
basic concept is to structure<br />
the contents according to the<br />
final use of the product.<br />
The line is divided into three<br />

da arresto cardiaco, una<br />
patologia che in Italia colpisce<br />
un abitante su mille.<br />
Un evento tutt’altro che raro,<br />
con conseguenze<br />
drammatiche e un tempo<br />
d’intervento ridottissimo.<br />
Solo cinque minuti, prima che<br />
il cuore e il cervello subiscano<br />
danni irreversibili.<br />

di personale qualificato e<br />
specificamente addestrato. È<br />

non è necessaria l’assistenza<br />
di un medico o di un<br />
infermiere. La tecnologia oggi<br />
è in grado di realizzare<br />
defibrillatori semiautomatici<br />
che riconoscono l’aritmia<br />
cardiaca e forniscono<br />
l’indicazione di erogare lo<br />
shock elettrico solo ed<br />
esclusivamente in caso di<br />
fibrillazione ventricolare o<br />
tachicardia ventricolare”.<br />
Significative in questo senso le<br />
esperienze negli Stati Uniti e<br />
in Europa. Nelle città dove<br />
l’assistenza è riservata<br />
esclusivamente al personale<br />
medico qualificato, ad<br />
esempio a New York, la<br />
percentuale di sopravvivenza è<br />
minima, dall’1 al 2%,<br />
soprattutto per la lentezza dei<br />
tempi di intervento. Al<br />
contrario, dove prevale il<br />
modello della diffusione<br />
capillare con l’assistenza di<br />
personale non medico, come<br />
a Rochester, nel Minnesota, la<br />
percentuale sale al 47%.<br />
In Italia, dove ogni anno si<br />
verificano più di quarantamila<br />
casi, se l’intervento fosse<br />
effettuato tempestivamente,<br />
entro i fatidici cinque minuti,<br />
si potrebbero salvare almeno<br />
diecimila persone. “Sono dati<br />
che fanno pensare – prosegue<br />

hanno fornito motivazioni<br />
fortissime per dare inizio al<br />
nostro progetto. Colleferro è<br />

efficace prevenzione consiste<br />
nell’organizzazione di una rete<br />
“ragionata” di punti di<br />
soccorso. Ovviamente non<br />
bastano gli strumenti, è<br />
necessaria anche la presenza<br />
di personale qualificato e<br />
specificamente addestrato. È<br />
importante sottolineare che<br />
non è necessaria l’assistenza<br />
di un medico o di un<br />
infermiere. La tecnologia oggi<br />
è in grado di realizzare<br />
defibrillatori semiautomatici<br />
che riconoscono l’aritmia<br />
cardiaca e forniscono<br />
l’indicazione di erogare lo<br />
shock elettrico solo ed<br />
esclusivamente in caso di<br />
fibrillazione ventricolare o<br />
tachicardia ventricolare”.<br />
Significative in questo senso le<br />
esperienze negli Stati Uniti e<br />
in Europa. Nelle città dove<br />
l’assistenza è riservata<br />
esclusivamente al personale<br />
medico qualificato, ad<br />
esempio a New York, la<br />
percentuale di sopravvivenza è<br />
minima, dall’1 al 2%,<br />
soprattutto per la lentezza dei<br />
tempi di intervento. Al<br />
contrario, dove prevale il<br />
modello della diffusione<br />
capillare con l’assistenza di<br />
personale non medico, come<br />
a Rochester, nel Minnesota, la<br />
percentuale sale al 47%.<br />
In Italia, dove ogni anno si<br />
verificano più di quarantamila<br />
casi, se l’intervento fosse<br />
effettuato tempestivamente,<br />
entro i fatidici cinque minuti,<br />
si potrebbero salvare almeno<br />
diecimila persone. “Sono dati<br />
che fanno pensare – prosegue<br />
Mario Del Prete – e che ci<br />
hanno fornito motivazioni<br />
fortissime per dare inizio al<br />
nostro progetto. Colleferro è<br />
la seconda città, dopo<br />
Piacenza, a impegnarsi nella<br />
creazione di questa rete di<br />
punti di primo intervento.<br />
Siamo quindi un centro pilota,<br />
anche per le caratteristiche del<br />
nostro Comune, punto di<br />
riferimento industriale e<br />
commerciale delle zone<br />
circostanti con un territorio<br />
che si estende<br />
complessivamente per circa<br />
100 chilometri con una<br />
popolazione di 100.000<br />
abitanti.<br />
Naturalmente, l’impegno<br />
diretto richiesto alla comunità<br />
è notevole, perché accanto ad<br />
ogni defibrillatore ci deve<br />
essere una squadra di<br />
volontari che abbiano seguito

i corsi di formazione.<br />
Attualmente, la rete<br />
comprende 13 defibrillatori<br />
dislocati oltre che nella<br />
cementeria, nei cinema, nelle<br />
palestre, in alcuni studi<br />
medici, nella farmacia<br />
comunale, in un istituto<br />
tecnico professionale, in alcuni<br />
campi sportivi (la cittadina ha<br />
una forte tradizione nel gioco<br />
del rugby), sulle autovetture<br />
della Polizia Municipale, dei<br />
Carabinieri e della Polizia di<br />
Stato. Grazie alla sensibilità<br />
dei cittadini, delle Istituzioni e<br />
di aziende come <strong>Italcementi</strong>,<br />
presto saremo in grado di<br />
acquistare altri tre<br />
defibrillatori”.<br />
Anche in cementeria, quindi,<br />
un gruppo di persone ha<br />
seguito i corsi di formazione,<br />
partecipando così in prima<br />
persona al progetto di<br />
defibrillazione precoce sul<br />
territorio (P.A.D.) degli “Angeli<br />
del Cuore”. Fino ad oggi a<br />
Colleferro sono stati formati<br />
circa 1200 First Responder<br />
(primi soccorritori) con la<br />
collaborazione dell’Università<br />
di Roma.<br />
Come ha accolto questa<br />
iniziativa il personale<br />
<strong>Italcementi</strong>? Lo chiediamo a<br />
Spartaco Lolini, direttore della<br />
cementeria.<br />
“L’adesione al progetto è<br />
stata entusiastica. Non<br />
dimentichiamo che la<br />
cementeria di Colleferro<br />
tradizionalmente partecipa<br />
alla vita della comunità, ed è<br />
perfettamente inserita nel<br />
tessuto sociale del territorio.<br />
Nel 1990, per fare un<br />
esempio, abbiamo contribuito<br />
alla realizzazione dell’altare<br />
della Chiesa di S. Barbara.<br />
Nel 1995, abbiamo offerto il<br />
cemento necessario alla<br />
costruzione della Parrocchia e<br />
della casa canonica di San<br />
Bruno. La cementeria<br />
è inoltre socia sostenitrice<br />
dell’Associazione Pro<br />
Universitarie di Colleferro, che<br />
ha istituito il Corso di laurea in<br />
Ingegneria Meccanica. Un<br />
corso con indirizzi specifici<br />
ispirati dall’economia del<br />
territorio stesso, come quello<br />
in Ingegneria per lo Spazio e<br />
l’Ambiente. Non a caso, la<br />
cementeria è sede di stage per<br />
gli studenti dell’ultimo anno,<br />
che qui elaborano le tesi di<br />
laurea”.<br />
Una dialettica tra<br />
insediamento produttivo e<br />
territorio che è tipica della<br />
filosofia imprenditoriale<br />
<strong>Italcementi</strong> e che ha trovato<br />
nell’iniziativa degli “Angeli del<br />
Cuore” un’ulteriore<br />
affermazione.<br />
“Abbiamo cominciato con<br />
dieci dipendenti – spiega<br />
Spartaco Lolini – che hanno<br />
frequentato e superato con<br />
esito positivo il corso di<br />
abilitazione, e oggi sono in<br />
grado di utilizzare un<br />
defibrillatore semiautomatico.<br />
Ma altri quindici si sono iscritti<br />
al corso iniziato nel mese di<br />
aprile di quest’anno, e presto<br />
la nostra unità operativa<br />
interna raggiungerà i 25<br />
elementi. Un numero che<br />
parla da solo, e illustra il<br />
successo dell’iniziativa”.<br />
Quello che avviene a<br />
Colleferro è la manifestazione<br />
di una politica aziendale<br />
globale che si riflette in tutte<br />
le realtà locali. L’assunzione di<br />
una precisa responsabilità<br />
verso il territorio e la comunità<br />
che ospitano gli insediamenti<br />
produttivi di <strong>Italcementi</strong>, alla<br />
ricerca di equilibri più avanzati<br />
che, accanto ai parametri<br />
tradizionali, considerano come<br />
obiettivi prioritari la salute, la<br />
sicurezza, il rispetto<br />
dell’ambiente e, in ultima<br />
analisi, la qualità della vita.<br />

Colleferro community<br />
with its own portable<br />
defibrillator<br />
A sophisticated device made<br />
its entry into the <strong>Italcementi</strong><br />
cement factory in Colleferro,<br />
near Rome. The device is not<br />
meant to boost productivity,<br />
but to serve the much more<br />
social useful purpose of saving<br />
human lives. The donation of<br />
a portable semi-automatic<br />
defibrillator, as this piece of<br />
equipment is called, is part of<br />
a large-scale project conceived<br />
by the “Angeli del Cuore”<br />
(Angels of the Heart)<br />
Association.<br />
The program, initiated in<br />
1999, involves setting up a<br />
network of stations<br />
throughout the country to<br />
prevent sudden death from<br />
heart attacks, a pathology<br />
that strikes one Italian in a<br />
thousand. In other words, an<br />
all too frequent event, with<br />
dramatic consequences and<br />
extremely short intervention<br />
times. After only five minutes,<br />
the heart and brain suffer<br />
irreversible damage.<br />

Colleferro Town Council had<br />
this to say about the project:<br />
“The only effective means of<br />
prevention is to develop a<br />
“smart” network of<br />
emergency stations. Of<br />
course, the equipment alone<br />
is not enough; we also need<br />
specially trained expert staff. It<br />
is worth pointing out that<br />
there is no need for a doctor<br />
or nurse to be present.<br />
Modern-day technology is<br />
capable of developing semiautomatic<br />
defibrillators that<br />
detect cardiac arrhythmia and<br />
activate electric shocks only<br />
and exclusively in case of<br />
ventricular fibrillation and<br />
ventricular tachycardia.”<br />
In this light, experiments<br />
carried out in both the United<br />
States and Europe are very<br />
instructive. In cities where<br />
only qualified medical staff<br />
can intervene, New York for<br />
instance, the percentage of<br />
survivors is as low 1 to 2%,<br />
mainly due to slow reaction<br />
times. In contrast, in areas<br />
with so-called capillary<br />
diffusion and the intervention<br />
of non-medical staff, such as<br />
Rochester, Minnesota, survival<br />
rates are as high as 47%.<br />
In Italy, with over forty<br />
thousand cases each year,<br />
quick action – within those<br />
fateful five minutes – would<br />
save at least ten thousand<br />
lives. “These figures are worth<br />
thinking over,” Mario Del<br />
Prete goes on to say, “and<br />
they have motivated us in<br />
setting up our project.<br />
Colleferro is the second city,<br />
after Piacenza, to set up this<br />
network of first aid stations.<br />
This makes us a pilot center,<br />
also because our town is the<br />
focal point for both industry<br />
and business for an area<br />
extending over approximately<br />
100 kilometers and with a<br />
population of 100,000.<br />
Of course, this implies an<br />
important commitment on the<br />
part of the municipality, as<br />
each defibrillator must be<br />
manned by a team of specially<br />
trained volunteers. At present,<br />
in addition to the one in the<br />
cement factory, the network<br />
consists of 13 defibrillators<br />
located in movie theaters,<br />
gyms, a number of medical<br />
centers, the local pharmacy, a<br />
technical college, a few sports<br />
fields (the town has a long<br />
tradition of rugby), and in<br />
Municipal, Military and State<br />
Police cars. Thanks to the<br />
commitment of local citizens,<br />
institutions and businesses like<br />
<strong>Italcementi</strong>, we will soon be<br />
able to buy another three<br />
defibrillators.”<br />
A team from the cement<br />
works also attended the<br />
training courses, getting<br />
directly involved in the “Angeli<br />
del Cuore’s” project for<br />
implementing rapid<br />
defibrillation across the<br />
territory (P.A.D.). So far, in<br />
conjunction with Rome<br />
University, approximately<br />
1,200 “First Responders” have<br />
been trained in Colleferro.<br />
We asked Spartaco Lolini,<br />
manager of the cement<br />
works, how the <strong>Italcementi</strong><br />
staff reacted to this project?<br />
“It was greeted with great<br />
enthusiasm. Let’s not forget<br />
that the Colleferro cement<br />
factory traditionally plays an<br />
active role in the life of the<br />
community and is perfectly<br />
integrated in the local social<br />
fabric. For example, in 1990<br />
we helped build the altar in<br />
the Church of Santa Barbara.<br />
In 1995 we provided the<br />
concrete for the San Bruno<br />
Parish and presbytery.<br />
The factory has supported<br />
the Colleferro Pro Universities<br />
Association and its degree<br />
course in mechanical<br />
engineering. This course of<br />
study offers majors in<br />
Territorial Economics and<br />
Environmental Engineering.<br />
Not surpris<strong>ingl</strong>y, the cement<br />
factory offers internships to<br />
the previous year’s students,<br />
who prepare their<br />
dissertations here.”<br />
The interaction between<br />
production facilities and their<br />
geographical location is<br />
typical of <strong>Italcementi</strong>’s<br />
business philosophy. The<br />
“Angeli del Cuore” project is a<br />
perfect example.<br />
“We began with ten staff<br />
members,” explains Spartaco<br />
Lolini, “who attended and<br />
successfully passed the<br />
training course and are now<br />
qualified to use a semiautomatic<br />
defibrillator.<br />
Another fifteen have signed<br />
up for the course which<br />
began in April of this year,<br />
and soon our in-house<br />
operating unit will consist of<br />
25 operators. The figures<br />
speak for themselves and<br />
show how successful the<br />
project has been.”<br />
Colleferro is a concrete<br />
example of a global company<br />
policy reflected in every aspect<br />
of the local community. This<br />
policy reflects the concrete<br />
commitments to the territory<br />
and communities in which<br />
<strong>Italcementi</strong> facilities are<br />
established. The company’s<br />
main objectives include the<br />
quest for greater harmony<br />
which, alongside more<br />
traditional parameters,<br />
incorporates health, safety,<br />
the environment and,<br />
ultimately, the quality of life.
