Bilingual Educational Programs in Georgia; What Public Schools Can Choose?<br />

The research findings are mostly positive about the effects of bilingual education on children’s<br />

language awareness and cognitive functioning (Bekerman, 2005). Skugtnabb-Kangas and Garcia<br />

identified several positive effects of bilingual education (1995): (a) competence in at least two<br />

languages; (b) equal opportunity for academic achievement; (c) cross-culturality and positive attitudes<br />

toward self and others. In spite of positive research findings and benefits of bilingual education its still<br />

remains a controversial field in educational policy (Beckerman, 2005). There are several reasons for<br />

this controversy. The effectivness of bilingual education is influenced by the type of the program, as<br />

well as by many other intervening factors.The article analysis bilingual educational programs in<br />

Georgia in the context of ethnic minority education. The first part of the article describes 10 bilingual<br />

education programs proposed by the Skutnab-Kangas. The second part of the article describes the<br />

Submersion - ,,Weak'' Program of Bilingual Education<br />

The aim of the article is to introduce to the reader the issue about submersion bilingual education.<br />

Submersion bilingual education represents the ,,weakest’’ form of bilingual education. It concerns<br />

children from language minority home who are taught immediately through the majority language.<br />

There is no special program to help them overcome the language problem. Submersion is aptly<br />

described<br />

as ,,sink or swim'. The minority home language (L1) is not used at all in the classroom. The aim<br />

of submersion is to enable children to be fluence and litarate in the language of majority. In this article<br />

is discussed the main aims and results of a submersion education.<br />

This article describes content and language integrated learning process. This process needs qualified<br />

teachers with creative skills. Strategic lesson and language planning is important to achieve student’s<br />

high competences in two languages as well as high academic achievements in subject content. Lack of<br />

language competences is the main obstacle in content learning and main reason of academic under<br />

achievement of linguistic minority students. Most of subject teachers have a fear, that concentration on<br />

language competences in subject teaching would not enable them to achieve academic results in their<br />

subject designed in National Curriculum. The article provides the specific recommendations for subject<br />

teachers how to plan lessons, how to integrate language and content in teaching process, what type of<br />

activities to select in the classroom, what problems they will encounter in teaching process and how to<br />

solve effectively these problems.<br />
