subjected them to discriminatory treatment contrary to Article 9,<br />

taken together with Article 14 of the Convention, which reads as<br />

follows:<br />

“The enjoyment of the rights and freedoms set forth in<br />

[the] Convention shall be secured without discrimination on<br />

any ground such as sex, race, colour, language, religion,<br />

political or other opinion, national or social origin,<br />

association with a national minority, pro<strong>per</strong>ty, birth or other<br />

status.”<br />

103. The applicant associations also relied on Article 10 of<br />

the Convention, which reads as follows:<br />

“1. Everyone has the right to freedom of expression. This<br />

right shall include freedom to hold opinions and to receive<br />

and impart information and ideas without interference by<br />

public authority and regardless of frontiers. This Article<br />

shall not prevent States from requiring the licensing of<br />

broadcasting, television or cinema enterprises.<br />

2. The exercise of these freedoms, since it carries with it<br />

duties and responsib<strong>il</strong>ities, may be subject to such<br />

formalities, conditions, restrictions or penalties as are<br />

prescribed by law and are necessary in a democratic society,<br />

in the interests of national security, territorial integrity or<br />

public safety, for the prevention of disorder or crime, for the<br />

protection of health or morals, for the protection of the<br />

reputation or rights of others, for preventing the disclosure<br />

of information received in confidence, or for maintaining<br />

the authority and impartiality of the judiciary.”<br />

104. The Court notes that these complaints are linked to the<br />

one examined above and must therefore likewise be declared<br />

admissible.<br />

105. The Court notes that these complaints concern the same<br />

facts as the complaint under Article 9. Having regard to the<br />

finding relating to Article 9 (see paragraphs 79-101 above), the<br />

Court considers that they do not raise a separate issue under<br />

these provisions.<br />

V. APPLICATION OF ARTICLE 41 OF THE CONVENTION
