3) Increasing the preparedness and resilience in case of a bioterrorist event: The goal of BIO3R (Bioterrorism Resilience, Research, Reaction) is to assess the operational responses needed to improve the preparedness and resilience of the EU society and citizen in the case of a bioterrorist event. BIO3R will study scenarios to reinforce the EU capabilities in: - research by exploring technology and health strategies, networking early-warning and defence systems, and bio-hazard spread modelling; - societal Reaction through the reinforcement of crisis-management policies, networking and associated European public and law strategies, interconnecting European national and local levels; - resilience by mitigating bio-attacks with emergency counter-measures, training of practitioners and by providing comprehensive information for EU citizens through a specially developed web portal and a dedicated handbook model. 4) Protecting the drinking water supply: The objective of WATERSAFE (On-Line Monitoring of Drinking Water for Public Security from Deliberate or Accidental Contamination) aims to develop sensing and decontamination technologies for optimising security and protection of networked drinking water distribution systems against terrorist and criminal actions. It will harness breakthrough nanotechnologies in sensing and detoxification. The aim is to give maximum protection by developing on-line systems that can be widely deployed for “early warning” and detoxification, which are not available today. New sensing and detoxification methods with tenfold improvement in efficiency will be integrated into combined systems that are intelligent, sensitive, flexible, compact and inexpensive, making them suitable for installation at vulnerable points in water systems. The project joins 4 SMEs with research groups and a major water company (which will participate to the validation of the prototype). Gli accordi in questione garantiscono il supporto coordinativo di Consiglio e Commissione agli Stati membri per una risposta rapida ed efficiente in caso di crisi nazionali 47 . perpetrato simultaneamente in diversi Stati membri con un unico tipo di agente. Una delle priorità della Presidenza portoghese dell’Unione (2° semestre 2007) è infatti quella di rafforzare le azioni nazionali ed europee per prevenire e contenere attacchi biologici 48 . 1.2.5 – Alcune valutazioni sulla prevenzione, mezzi di diffusione A conclusione di queste prime valutazioni sui rischi N, B, C ed R è il caso di aggiungere un dato sul valore della prevenzione. Questa è perseguita dai sevizi di intelligence e, secondariamente, dai sistemi di monitoraggio e allerta (ad esempio sulle malattie infettive, ma si pensi anche alla rete di rilevazione radiologica presente sul territorio nazionale dalla fine degli anni ‘90) e dai piani di sicurezza degli impianti industriali. Tuttavia, un approccio realistico legato alla difficoltà, se non impossibilità, di prevenzione di alcuni eventi, si riscontra in diversi livelli di operatori italiani della sicurezza e conferma la linea di concentrare gli sforzi di risorse umane e finanziarie, di tecnologie, di preparazione operativa e procedurale, sulla fase di gestione dell’evento verificato. Cosicché nella sequenza del tipo pre-crisi>crisi>post-crisi comprensiva di: 1. prevention – to reduce threat 2. protection – to reduce vulnerability of targets 3. crisis management – to control/to minimize damage (1st order effects) 4. consequences management – to remediate/to control (2nd order effects) and to reconstruct/to return to normal conditions (recovery) non si considera la fase 1., concentrandosi invece su tipologie di protezione e gestione delle emergenze che possono essere quasi le stesse indipendentemente dal fatto che si faccia fronte ad un evento casuale o causato. Il quasi è d’obbligo, laddove si consideri che anche la diffusione ad esempio di salmonella 49 , avrà modalità di realizzazione differenti a seconda che sia originata da una causa naturale oppure intenzionale (nel secondo caso sono probabili più focolai in zone differenti contemporaneamente).
