carrier or forwarder to confirm on board<br />
carriage of cargo. Multi-modal bills or<br />
through B/Ls are as a rule non-negotiable.<br />
The negotiable ocean bill of lading may be<br />
endorsed and transferred to a third party<br />
while the goods are in transit. The bill of<br />
lading is presented to customs upon entry<br />
and serves to verify that the description<br />
on the bill of lading matches the<br />
description and quantities specified on the<br />
commercial invoice and carrier manifest.<br />
The ocean freight used for customs<br />
valuation purposes also may appear on<br />
the bill of lading.<br />
