ensure agreements produce tangible security benefits;
• Deter non-state actors from acquiring or using nuclear or radiological
weapons (reducing their will) - the International Convention for Suppression
of Acts of Nuclear Terrorism and United Nations Security Council Resolution
1540 underpin deterrence efforts. They require effective implementation –
achieving this will challenge the international community and will indicate
whether the political will exists to truly confront the threat posed by nuclear
and radiological terrorism;
• Develop state capacity to prevent and respond to the acquisition and use of
nuclear or radiological weapons (addressing both the will and the way) -
numerous mechanisms exist for the
development of state capacity –
coordination will be the key to maximising their utility. States must remain
dedicated to supporting these mechanisms over the long term as the path to
universal capacity will not be short;
• Defend human rights (impacting on will) – creating an environment in which
there are human rights for all undermines the justifications for the use of
nuclear weapons by non-state actors. It would also help to minimise the
support for any group prepared to resort to such extreme tactics.
Using the aims of this strategy to confront both the will and the way for the
acquisition and use of nuclear and radiological weapons allowed a basic
gap analysis
to be conducted. This demonstrated that whilst concerted action had been taken that
there was still more to do.
The gap analysis also identified a number of areas which could benefit from further
development:
• Addressing conditions conducive to exploitation by terrorists to win support
for the use of weapons of mass destruction;
• Denying access to relevant intangible resources via the Internet;
