knowledge threshold still exists as a terrorist would still be required to
understand how to bypass the relevant safety and security precautions.
This summary demonstrates that the necessary materials, technology and knowledge
are still available and there are means for obtaining it. The factors, which converge to
establish the way to acquire and use nuclear and radiological weapons, still exist
despite considerable efforts to counter the threat posed by these weapons. It is
possible to conclude that the threat posed by nuclear and radiological
weapons still
exists in potential and may be greater than ever due to the converges in both will and
way. It is necessary, therefore, to further develop existing counter measures in such a
manner as to address both the will and the way.
Countering Nuclear and Radiological Terrorism
The five-point strategy outlined by the United Nations Secretary-General to address
terrorism, and adapted in this paper to specifically address nuclear and radiological
terrorism, is of particular use in confronting the will and the way. This strategy was
used to assess existing counter measures,
according to whether they:
• Dissuade non-state actors from seeking to acquire or use nuclear or
radiological weapons (effectively undermining their will) - the message that
nuclear and radiological terrorism is completely unacceptable needs to be
constantly repeated and supported by actions in line with this principle;
• Deny the means for non-state actors to acquire
or use nuclear or radiological
weapons (addressing the way) - considerable progress has been made in
