radiological terrorists, including: mechanism for illicit transport;
circumventing control regimes and access to prohibited goods.
Elements influencing the means to gain access to the knowledge and experience
necessary to create a weapon include:
• Proliferation networks (relevant to nuclear terrorists) - the confirmed existence
of organised networks dedicated to the illicit
transfer of materials, technology,
resources, knowledge, experience and training critical
for the acquisition of
nuclear and radiological weapons undermines all efforts to prevent non-state

• The simplicity of radiological devices
