This helps to ensure that its terms will not remain purely political aims but will be translated into tangible actions with real security benefits. Additionally, envisaged activities include multinational exercises, expert-level meetings to share best practices, all of which will contribute to developing state capacity. Furthermore, the stated aims of the GICNT are a reaffirmation of the “commitment to non-proliferation while promoting legitimate cooperation in peaceful nuclear activities for the prosperity of all nations” 186 . 2.4.5 The GICNT and Defending Human Rights By placing the GICNT firmly within the remit of both international and domestic legal settings, it is in effect an endorsement of the fundamental principles of human rights. Conclusion Although not all experts agree that nuclear or radiological terrorism is a matter of ‘when’ as opposed to ‘if’, it is clear that they do pose a clear and present danger to international peace and security - as long as nuclear and radiological technology and weapons exist, so too will the risk of terrorist acquisition and use. The genie is well and truly out of the bottle. The potential for nuclear or radiological terrorism to change the dynamics of global politics has ensured that the international community takes the threat seriously. The advent of the Global Initiative to Combat Nuclear Terrorism is an important development – it provides a flexible forum for expanded and non-traditional activities targeted to reduce the threat posed by nuclear terrorism. It demonstrates both the seriousness of the threat and the dedication of world leaders to address it. It builds upon well established international norms in such a way maximise their strengths whilst minimising their weaknesses. It is to be hoped that a similar initiative will be undertaken to confront the threat of radiological terrorism, or the existing regime can be expanded to effectively address this issue too. The last few years have seen a plethora of international initiatives to address the proliferation of materials and technologies related to nuclear and radiological weapons. Whilst this progress is admirable, it begs the question why now? Why is the threat suddenly so more deserving of attention at the start of the third millennium than it was in the middle years of last century when the horrific affects of the detonation of a nuclear weapon was still fresh in the collective memory? The answer, as argued in this paper, and as evident from the discussions it contains, is that recent years have seen the convergence of a number of pre-existing factors. For example, the existence of nuclear and radiological weapons has combined with the will to inflict mass casualties and an apparent willingness to use any methodology to achieve this aim. Equally, the availability the necessary materials has combined with means to obtain them and the knowledge to use them to create a weapon. There have 259
