It relates solely to civilian nuclear facilities and notes these “remain strictly the
national prerogative of the nuclear weapons state parties to the Non-Proliferation of
Nuclear Weapons Treaty” 185 .
The first meeting of the GICNT convened in early November 2006 in Rabat, Morocco.
The meeting was attended by thirteen nations: the USA, the Russian Federation,
China, France, the UK, Italy, Japan, Canada, Turkey, Kazakhstan, Australia,
Morocco, and Germany. The participants committed themselves to improve
accounting and security of radioactive and nuclear materials; enhance security at
civilian nuclear facilities; improve detection of nuclear and radioactive materials to
prevent illicit trafficking; improve capabilities to search and seize unlawfully held
nuclear or radioactive substances; leverage response, mitigation, and investigation
capabilities in case of terrorist attack; develop technical means to identify nuclear or
radioactive materials that could be involved in a terrorist incident; and to prevent
the
provision of safe havens to terrorists and financial or economic resources to terrorists
seeking to use nuclear or radioactive materials.
The next meeting of the GICNT is due to take place in February 2007 in Turkey.
The GICNT is an important development – it provides a flexible forum for expanded
and non-traditional activities targeted
to reduce the threat posed by nuclear
terrorism. It demonstrates both the seriousness of the threat and the dedication of
world leaders to address it. It builds upon well established international norms in
such a way maximise their strengths whilst minimising their weaknesses. The
GICNT incorporates all of the elements detailed in the strategy to counter nuclear
terrorism and so provides a powerful new tool to complement the activities
described in the previous sections.
