• The Megaport Initiative - a US programme to enhance the security of
container-ports to prevent the illicit trafficking in radioactive material. It is
part of the “Second Line of Defense” Programme of the Office of Defense
Nuclear Nonproliferation of the National Nuclear Security Administration
(NNSA) within the US Department of Energy. The purpose of the Megaport
Initiative is to “safeguard global maritime trade by enhancing security at
seaports worldwide in order to identify and examine high-risk containers as
early as possible before they reach U.S. shores”. 182 To date, the Megaport
Initiative has focused its activities within the EU and has installed detection
capabilities in ports in the Netherlands
and Greece.
2.2.3 Deterrence
The International Convention for Suppression of Acts of Nuclear Terrorism and
United Nations Security Council Resolution 1540 underpin deterrence efforts. They
require effective implementation – achieving this will challenge the international
community and will indicate whether the political will exists to truly confront the
threat posed by nuclear and radiological terrorism.
The International Convention for the Suppression of Acts of Nuclear Terrorism
includes an article necessitating States to make the following activities criminal
offences:
• Possession of radioactive material or a device with the intent to cause death
or serious bodily injury or to cause substantial damage to property or to the
environment;
• The use or threat of use of radioactive material or a device;
