Responsibility 171 . The concepts developed by the eminent experts were then
incorporated into the preparations for the UN Global Summit in 2005, for which the
UN
Secretary-General released a report of his own, entitled In Larger Freedom:
Towards Development, Security and Human Rights for All 172 . Although many of the
issues presented in this report failed to invoke consensus decisions when considered
by world leaders, the underlying concepts were further refined. They formed the
underpinnings of a further report by the UN Secretary-General, Uniting Against
Terrorism: Recommendations for a Global Counter-Terrorism Strategy, released on 27
April 2006 173 .
The framework developed by the UN Secretary-General seek[s] to both guide and
unite… by emphasizing operational elements of dissuasion, denial, deterrence, development of
State capacity and defence of human rights. 174 It combines both the top down approach
of what States can do individually and collectively (thereby addressing supply) with
the bottom-up approach of grass routes action (equally addressing demand).
There are two principles which aid in dissuading groups from resorting to terrorism
or supporting it, including:

A clear, principled and immutable message that terrorism is unacceptable;
Addressing conditions conducive to exploitation by terrorists to create or
increase their power base – such efforts should
address:

Extremist ideologies and dehumanization of victims;
Violent conflict;
o Poor governance; lack of civil rights
and human rights abuse;
o Religious and ethnic discrimination,
political exclusion and socio-
economic marginalization
