This work assesses the threat of nuclear and radiological terrorism separately, and
therefore discusses the dangers associated with RDDs under the rubric of
radiological terrorism, adding a further scenario – that of radiological assassination.
1. The Magnitude of the Threat
The extent of the danger posed by each of these scenarios is best evaluated by
assessing the various elements that must converge in order to produce favourable
conditions for an attack. Each individual factor is a necessary pre-condition, but not
sufficient in and of itself to lead to an NR terrorist event. These factors are:
• The intention of a sub-national group to pursue, and ultimately use, a nuclear
or radiological weapon;
• The availability of sufficient nuclear or radiological sources;
• The means to obtain the necessary technologies and materials;
• The technical
knowledge and expertise to use the materials and technologies
to create a viable weapon
The factors can be more simply described as the will and the way.
