(<strong>MAPTB</strong>)<br />
The 2010 World TB Day slogan “On the Move against Tuberculosis- Innovate to Accelerate Action” underlines<br />
the on-going challenge of customizing the TB control programme to the population demands. Innovation cuts<br />
through many areas of TB concern including better TB drugs, newer diagnostic tools, forming new partnerships and<br />
sustained funding of the control programme.<br />
The <strong>MAPTB</strong> is also in the process of shifting its role in the national TB control programme. Apart from its traditional<br />
role in disbursing funds to needy TB patients through the Treatment Allowance Scheme (TAS), the organization is also<br />
embarking on new approaches to TB advocacy in the community such as engaging the mass media (e.g. radio and TV<br />
talks) and co-organizing conferences such as the recently concluded ‘TB & Lung Disease Symposium 2010’ which<br />
was co-organized by <strong>MAPTB</strong> Penang and the Hospital Pulau Pinang in March 2010.<br />
The Ministry of Health is currently in the � nal stages of formulation of the National TB Strategic Plan 2010-2015<br />
and it will include the important role of NGOs such as the <strong>MAPTB</strong> in ensuring the success of the national TB control<br />
programme. The <strong>MAPTB</strong> is committed to assisting the MOH in achieving the targets of the National TB Strategic Plan<br />
and looks forward to working closely in areas such as public advocacy, early case detection and effective treatment<br />
compliance.<br />
Slogan bagi Hari Tibi Sedunia 2010 “On the Move Against Tuberculosis – Innovate to Accelerate Action”<br />
mengariskan cabaran masa kini dalam menyeragamkan program kawalan Tibi berpandukan kehendak<br />
penduduk. Berbagai pembaharuan telah dibuat termasuk mengadakan ubat-ubatan yang berkesan, cara<br />
menetapkan sifat penyakit, menubuhkan rakan kongsi dan meneruskan pembiayaan program kawalan.<br />
<strong>MAPTB</strong> juga sedang dalam proses mengalih peranan dalam program mengawal Tibi bagi peringkat Nasional. Selain<br />
daripada peranan tradisi iaitu memberi sumbangan wang kepada pesakit yang miskin melalui TAS, <strong>MAPTB</strong> juga<br />
sedang merancang menggunakan media massa (iaitu radio dan wawancara TV) dan bersama menganjurkan konferen<br />
sapertimana yang telah dilaksanakan simposium Tibi dan penyakit paru-paru 2010 yang telah dianjurkan bersama<br />
oleh <strong>MAPTB</strong> Penang dan Hospital Pulau Pinang pada Mac 2010.<br />
Kementerian Kesihatan sekarang ini dalam peringkat terakhir merumuskan Pelan Strategi Tibi National 2010 – 2015<br />
dan ini akan memasukkan peranan penting NGO saperti <strong>MAPTB</strong> bagi memastikan berjayanya program tersebut.<br />
<strong>MAPTB</strong> juga telah bersetuju memberi komitmen membantu Kementerian mencapai target dalam Pelan Strategik Tibi<br />
dan bersedia bekerja rapat dalam “public advocacy”, pengesahan awal penyakit dan rawatan yang efektif.<br />

Greetings to all state af� liates and all our readers. With Allah blessings, we have compiled this<br />
latest edition of the <strong>MAPTB</strong> bulletin that details the various activities carried out by the <strong>MAPTB</strong>. The<br />
unrelenting support and co-operation by all state af� liates had successfully enabled <strong>MAPTB</strong> to carry out its<br />
programmes and activities and these efforts are most appreciated. I hope that all state af� liates will continue<br />
their support to enable <strong>MAPTB</strong> to continue to play an important role in the national TB control programme.<br />
<strong>MAPTB</strong> and its state af� liates have a responsibility in helping the Government to meet the social impact<br />
of TB through its welfare assistance programme and TB community awareness programmes. All state<br />
af� liates are encouraged to continue their efforts of sharing their TB knowledge with their members and<br />
general public.<br />
Finally, I hope that all the planned <strong>MAPTB</strong> programmes and activities will be implemented effectively<br />
with the collaboration of all state af� liates. God bless us in our TB work.<br />

Greetings to all <strong>MAPTB</strong> members and dear fellow readers.<br />
First and foremost I would like to express my gratitude to the editorial board for theirr<br />
initiative in the publication of this <strong>MAPTB</strong> Newsletter. Looking back at 2009, <strong>MAPTB</strong> had<br />
carried out various activities including conducting workshops, commemoration activities es for<br />
World TB Day and study tours.<br />
For this year, <strong>MAPTB</strong> has planned activities focusing on training for its members to increa ase the<br />
productivity of the voluntary workers and staff of the Association in � ghting TB.<br />
Lastly, I call upon all <strong>MAPTB</strong> members to work in unity and with greater effort this year to o meet<br />
the objectives of the association in reducing the TB burden in the community.<br />

The 2nd APR Regional Conference was hosted by the Chinese Anti-Tuberculosis Association at Jiuhua Resort &<br />
Convention Center, Beijing, China from 9 to 12 September 2009. Nineteen <strong>MAPTB</strong> members attended 2nd APR<br />

In 2007, Chinese Anti-Tuberculosis Association of� cially put forward a bid to host the “2nd Conference of The International<br />
Union Against Tuberculosis and Lung Disease (The Union), Asia Paci� c Region” which will be held in 2009, at the “1st Conference<br />
of The International Union Against Tuberculosis and Lung Disease (The Union), Asia Paci� c Region” in Malaysia, and after<br />
review and endorsement by “Executive Committee of Asia Paci� c Region”, China won the right to host it.<br />
The 2nd Conference of The International Union Against Tuberculosis and Lung Disease (The Union), Asia Paci� c Region”, was<br />
held from September 9 to 12, 2009 in Beijing. The venue of the conference will be the Jiuhua Resort & Convention Center,<br />
Beijing, China.<br />

Dato Seri Yeop gave a speech during the Opening Ceremony of<br />
2nd APR Regional Conference held at Multifunctional Hall No.1<br />
(3F), Jiuhua Resort & Convention Center, Beijing, China on 9th<br />
September 2009. He also presented a closing speech at the Closing<br />
Ceremony on 12th September at the same function room.<br />

Scienti� c Report of the 2nd APR Regional Conference
I Conference’s Theme and Seminar Topics<br />
1. The theme of the conference was “Prevention and Control of<br />
Multidrug-resistant Tuberculosis”.<br />
2. Seminar Topics<br />
1) Tuberculosis(TB) Prevalence Trend; 2) Control of TB; 3)<br />
Prevention and control of drug resistant TB; 4) Newly trend<br />
in TB research; 5) Respiratory disease; 6) HIV/TB infection; 7)<br />
Tobacco control: promotion and implementation of an antismoking<br />
movement; 8) Others: new respiratory infectious<br />
disease; non-tuberculosis mycobacterial disease.<br />
II Organizing Committee<br />
Chinese Anti-Tuberculosis Association organized “2nd Conference<br />
of The International Union Against Tuberculosis and Lung Disease<br />
(The Union), Asia Paci� c Region”. Prof.ChenZhu, the Minister of<br />
the M.O.H of P.R.China is to be the Conference president; Vice<br />
Minister YinLi is to be the executive Conference president; the<br />
members of Organizing Committee consist of World Health<br />
Organization (WHO),International Union Against Tuberculosis<br />
and Lung Disease (The Union),Asia Paci� c Region and Chinese<br />
Anti-Tuberculosis Association.<br />
III Support from<br />
The UNION -APR and others<br />
1) The Scienti� c Committee of Asia Paci� c Region had met on 3<br />
occasions in 2009 at Beijing February 2009, in Singapore June<br />
2009 and on 9 September 2009 during the APR Conference in<br />
Beijing.<br />
The Scientific Committee had supported and guided the<br />
Beijing Conference Organising Committee of the China Anti<br />
TB Association, to consider the request from the Union to align<br />
the Regional Activities with the Union’s Strategic Plan and its<br />
restructure into 4 Departments and in that context to develop<br />
a regional scienti� c plan.<br />
2) The Scienti� c Committee of Asia Paci� c Region inspected<br />
the conference venue-- Jiuhua Resort & Convention Center,<br />
Beijing, in February 2009.<br />
3) The Union, put forward arranging one-day Post-Graduate<br />
Courses on antidrug-tuberculosis diagnosis and prevention<br />
and two Symposia on operational research.<br />
4) WHO and Japan Research Institute of Tuberculosis arranged a<br />
seminar on tuberculosis epidemiological survey.<br />
5) The editor of the Int J Tuber Lung Dis—Dr. Clare Pierard arranged<br />
a seminar on ” How to write a scienti� c paper in English”.<br />
6) West Paci� c region of WHO arranged two symposia on PPM-DOTS.<br />

7) Management Sciences for Health arranged a symposium on<br />
Anti-TB drug management.<br />
8) Asian Paci� c Region arranged a seminar on progress in TB<br />
control in the region.<br />
9) The Bill & Melinda Gates Foundation arranged 4 speakers on<br />
new TB drugs, diagnostics, and vaccines.<br />
10)The secretary-general of Headquarters of The Union,<br />
Representative of APR, Dr. Camilo was the compere of<br />
the opening ceremony.<br />
IV Promotion<br />
1) Two delegates attended the “39th Union World Conference on<br />
Lung Health” from October 16 to 20, 2008, Paris; and conduct<br />
conference contact and promotional activities; decorate the<br />
Booth and sent out promotional materials of Chinese achievements<br />
in TB control, and issue 3000 copies of the � rst announcement<br />
of conference.<br />
2) Established a dedicated conference web page (http://www.<br />
bjtheunion-apr.com) in October, 2008, and a dedicated<br />
e-mail address (mail@bjtheunion-apr.com).<br />
3) Total of 9 000 copies of the � rst announcement of conference<br />
distributed in October, 2008; and 6 000 copies of the second<br />
announcement of conference distributed in April, 2009.<br />
4) With the cooperation of the website and magazine, we will link<br />
the dedicated conference website (http://www. bjtheunionapr.com)<br />
with “China Tuberculosis Website ”, “ Chinese Anti-<br />
Tuberculosis Association” and “TB 123 Website”. The conference<br />
information will be released on the “Chinese Journal of<br />
Tuberculosis and Respiratory Diseases” and “Chinese Journal<br />
of Anti-tuberculosis”.<br />
V Conference Activities<br />
1. The leaders of the Ministry of Health met with VIPs and<br />
leading experts, attending the opening ceremony and deliver<br />
an opening speech.<br />
2. Plenary Session<br />
Special Guest Lecture by Dr. Donald Enarson (The Union)<br />
before the opening ceremony on Sep 9, 2009, the theme was<br />
“Prevention and Control of Multidrug-resistant tuberculosis<br />
There were four Plenary Sessions on September, 10 and 12, 2009.<br />
Total 10 speakers made lectures on “TB control in China”,<br />
“Global tuberculosis situation”, “The need for innovations in<br />
TB control and the progress to develop them”, “Global laboratory<br />
initiative”, “Action plan for MDR-TB control and<br />
prevention in China”, “Advances in the development of new<br />
diagnostic tests for M/XDR-TB”, “Progress on new vaccines for<br />
tuberculosis”, “New drug”, “MDR-TB call for action” etc.<br />
Speakers came from China, WHO, The Union and the relevant
countries, regions, international organizations in Asian Paci� c<br />
Region respectively.<br />
3) Conference Symposia<br />
18 Symposia included the themes on “TB Control”, “MDR-<br />
TB management”, “MDR-TB clinic & nurse”, “Programmatic<br />
management of drug resistant TB”, “TB control in special<br />
groups”, “HIV/TB”, “Tobacco control”, “Respiratory diseases”<br />
and “ Operational research” etc.<br />
4) Post-Graduate Course and Seminars<br />
Post-Graduate Course “Antidrug-tuberculosis diagnosis and<br />
prevention” (one day); Seminar on “Tuberculosis epidemiological<br />
survey” and “How to write a scienti� c paper in English”. There<br />
will be a seminar on “TB control status in APR countries”.<br />
5) Invited Speakers<br />
131 speakers/times have been invited to make lecture.<br />
6) Call for abstract<br />
333 abstracts have been received.<br />
7) Number of delegates<br />
1126 delegates attending the conference, 276 come from 36<br />
Country/Region and 850 from Chinese mainland.<br />

VI Performance with the Welcome dinner<br />
The Chinese Anti-Tuberculosis Association organized the performance<br />
during the Welcome Dinner on August 9. It is a valued<br />
opportunity for exchange of ideas and fellowship.<br />
VII Recommendation<br />
The APR should continue to align itself with the Union’s Plan to<br />
further develop its focus on activity for low and middle income<br />
countries and populations and also the programmatic approach to<br />
disease management highlighted by The Union.
The Union Asia Paci� c<br />
Of� ce in Singapore opens<br />
The Union has opened a new region office to serve the Asia Pacific<br />
Region. The Union Asia Paci� c Of� ce (UAP) in Singapore will serve as a<br />
base for technical assistance, education and research activities in the region<br />
sponsored by The Union and its partners.<br />
In October 2009, the new of� ce was of� cially approved by the Government<br />
of Singapore. The Economic Development Board (EDB) of Singapore will<br />
sponsor The Union Asia Paci� c’s application as an International Charitable<br />
Organisation. In addition the EDB has awarded The Union a three-year grant<br />
to support Union operations in Singapore over three years.<br />
Upcoming Union activities in Singapore will include international courses<br />
for physicians in managing multidrug-resistant tuberculosis and a series of<br />
courses in management for public health professionals.<br />
The Union China Country Office in Beijing also serves the Asia Pacific<br />
Region. Its current focus is on tobacco control.<br />

<strong>MAPTB</strong> Partnership<br />
with IDS Asia<br />
IDS Asia provides a unique direct patients<br />
healthcare communication through 1,000<br />
clinics, medical centres and hospitals<br />
waiting hall set up with their healthcare<br />
display communications racks and poster<br />
frames called waitingroom information<br />
system ( WIS ). IDS Asia expects to reach<br />
out to 9 million population of patients<br />
through their permissible clinics and<br />
hospitals. To increase the awareness on<br />
disease prevention and treatment, IDS<br />
Asia has assisted <strong>MAPTB</strong> to distribute<br />
TIBI awareness messages and lea� ets<br />
to the public with their well organized<br />
healthcare database to create greater<br />
awareness.<br />

Ingin ketahui mengenai penyakit TIBI<br />
Pathogenesis of Tuberculosis / Berkenaan dengan penyakit Tibi<br />
Tuberculosis infection is caused by exposure to airborne droplets containing the TB bacillus.<br />
Penyakit Tibi berjangkit melalui udara oleh kuman “TB bacillus”<br />
People infected through the lung / Penyakit Tibi biasanya menyerang paru-paru: ru: :<br />
1. Most of the infected will heal & calcify due to body immunity.<br />
Kebanyakan jangkitan akan sembuh sepenuhnya mengikut<br />
ketahanan badan.<br />

Para Jemputan dan Tuan/Puan yang dihormati sekalian.<br />
Assalamualaikum warahmatullah hibarakatuh dan salam sejahtera.<br />
Pertama sekali saya ingin mengambil kesempatan disini untuk mengucapkan terima kasih kepada pihak penganjur yang telah<br />
menjemput saya hadir dalam majlis ini, menyampaikan ucapan dan seterusnya menyempurnakan perasmian sambutan Hari Tibi<br />
Sedunia 2009, peringkat Institut Perubatan Respiratori (IPR) yang diadakan pada pagi ini.<br />
Sukacita saya maklumkan disini, sasaran untuk mengawal penyakit Tibi dan juga penyakit malaria dan HIV secara global telah digubal<br />
berdasarkan Millenium Development Goal (MDG) oleh United Nation (UN) atau Persatuan Bangsa-Bangsa Bersatu pada tahun 2000.<br />
Dibawah MDG tersebut, UN telah menetapkan insiden penyakit Tibi hendaklah dihentikan dan dikurangkan menjelang tahun 2010.<br />
Selain dari itu, Pertubuhan Kesihatan Sedunia (WHO) dibawah ‘Regional Goal’ telah menambah 2 lagi sasaran iaitu untuk mengurangkan<br />
kadar prevalen dan kadar kematian kepada separuh daripada tahun 2000 hingga 2010.<br />
Melihat kepada pencapaian Program Kawalan Penyakit Tibi untuk Malaysia pada tahun 2008, kadar insiden adalah 63.1 kes untuk<br />
100,000 penduduk dan jauh dari mencapai sasaran yang telah ditetapkan pada tahun 2008 iaitu 47.5 kes untuk 100,000 penduduk.<br />
Walaubagaimanapun, jika dilihat sasaran yang telah ditetapkan mengikut WHO Regional Goal, dimana sasaran mendapatkan<br />
sekurang-kurangnya 70% sputum positif pesakit Tibi dikesan dan dirawat dengan DOTS serta menyembuhkan sekurang-kurangnya<br />
85% kes yang telah dikesan telah berjaya dicapai.<br />
Datin/Tuan-tuan dan Puan-puan,<br />
Dalam Program Kawalan Tibi, masih banyak perkara yang boleh diperbaiki. Institut Perubatan Respiratori hendaklah terus memainkan<br />
peranan sebagai pusat kecemerlangan dalam rawatan pesakit Tibi. IPR terus menjadi contoh dalam mengekalkan ‘standard’ dalam<br />
rawatan pesakit Tibi. Perkara yang harus dititikberatkan oleh IPR adalan meningkatkan kesedaran pegawai perubatan disektor kerajaan<br />
dan swasta dalam pengesanan kes-kes Tibi pada peringkat awal dan memastikan mereka merawat pesakit dengan sempurna supaya<br />
dapat mengelakkan berlakunya kes ‘drug resistance’. Usaha untuk mencapai sasaran MDG dan WHO Regional Goal harus ditingkatkan<br />
sehingga boleh mencapai kadar sembuh kepada 95%.<br />
Peranan Institut Perubatan Respiratori (IPR) menganjurkan kursus kepada pegawai perubatan dan paramedic tentang penyakit Tibi amat<br />
dihargai. IPR telah menganjurkan kursus untuk paramedik yang telah berlangsung awal minggu ini dan seterusnya kursus untuk pegawai<br />
perubatan yang akan diadakan esok. Kursus-kursus ini bertujuan untuk meningkatkan pengetahuan pegawai kesihatan serta memastikan<br />
mereka terus komited dalam membantu mengawal penularan penyakit Tibi. Kursus yang telah dianjurkan kepada pegawai yang bekerja<br />
disektor swasta pula dapat membantu Kementerian Kesihatan dalam meningkatkan penglibatan mereka dalam rawatan Tibi bagi<br />
menerapkan konsep kerjasama antara pihak swasta dan kerajaan (Private Public Mix).<br />
Pihak IPR disarankan terus membantu Pusat Rawatan 1 (PR1) dan pengamal perubatan yang berkhidmat di klinik swasta. Ini adalah kerana<br />
kadar pengesanan di klinik-klinik primer dan klinik-kinik swasta masih lagi rendah iaitu 14% daripada keseluruhan kes Tibi dinoti� ikasi<br />
di Malaysia. Tetapi hal ini berbeza di Wilayah Persekutuan Kuala Lumpur dan Selangor kerana lebih ramai pesakit mendapatkan rawatan<br />
di klinik-klinik swasta.<br />
Pihak kami juga maklum tentang beban bilangan pesakit warga asing yang menerima rawatan di IPR. Hal ini menyukarkan pengurusan<br />
rawatan pesakit Tibi kerana berlakunya kes ‘defaulter’, sukar untuk melakukan ‘contact tracing’, ketidakpatuhan mereka kepada<br />
rawatan, kes drug resistance dan juga isu sosial yang sukar dibendung.<br />

Dengan kepakaran yang diperolehi pihak IPR, kerjasama dengan pihak Kementerian adalah amat dialukan terutama dalam rancangan<br />
untuk menambahbaik garis panduan ‘Guideline for the Management of Tuberculosis’ yang kali terakhirnya diubahsuai pada tahun 2002.<br />
Penambahbaikan garis panduan ini perlu untuk mengambil kira isu-isu semasa seperti ‘multi-drug resistance’ rawatan pesakit TB-HIV<br />
dan rawatan untuk pesakit yang mempunyai ‘Latent TB Infection’.<br />
Kerjasama pihak IPR bersama dengan persatuan bukan kerajaan seperti <strong>MAPTB</strong> perlu dicontohi oleh Institusi Perubatan yang lain.<br />
Pesakit Tibi yang memerlukan bantuan kewangan dapat bersua dengan wakil <strong>MAPTB</strong> yang hadir sewaktu Klinik Tibi beroperasi.<br />
Semoga kerjasama ini diteruskan dan ditingkatkan daripada masa ke semasa.<br />
Untuk makluman, pihak Kementerian Kesihatan telah merangka “National Strategic Plan To Stop TB For Malaysia 2009 – 2015’ dan<br />
telah meminta kerjasama IPR dalam mengukuhkan pelan ini. Dalam Pelan Strategi Tibi Kebangsaan ini empat (4) strategic utama telah<br />
dikenalpasti iaitu:<br />
i. Memperkukuhkan aktiviti survelan dan pemantauan buat penyakit Tibi.<br />
ii. Memperkukuhkan dan mempertingkatkan cara pengesanan kes dan mencapai sasaran melebihi 80%<br />
iii. Memantapkan cara rawatan penyakit Tibi dan mencapai kadar sembuh melebihi 85% serta mencegah kewujudan kes rentanan ubat dan<br />
iv. Memperkukuhkan cara pencegahan kes terutama dikalangan pesakit yang berisiko tinggi.<br />
Saya mampu menghentikan Tibi (I am stopping TB) adalah tema yang dipilih untuk sambutan tahun ini. Tema ini bertujuan untuk<br />
memperkasa (empower) semua orang untuk memainkan peranan mereka dalam menghentikan jangkitan Tibi. Tema ini dapat difahami<br />
dengan lebih jelas melalui penelitian peranan yang boleh dimainkan oleh golongan tertentu dalam masyarakat:<br />
i. Pesakit-pesakit boleh memainkan peranan yang aktif dalam regime rawatan mereka dengan mengambil semua ubat yang telah<br />
ditetapkan dengan betul.<br />
ii. Anggota kesihatan boleh menghentikan Tibi dengan sentiasa berwaspada akan tanda-tanda penyakit ini, segera menjalankan<br />
diagnosis dan cepat memberi rawatan.<br />
iii. Guru-guru di sekolah boleh memberi penerangan kepada murid-murid mereka mengenai penyakit Tibi dan cara-cara<br />
mencegahnya.<br />
iv. Anggota masyarakat pula boleh menghentikan Tibi melalui perkongsian maklumat untuk mencegah penyakit ini dan<br />
membantu orang yang memerlukan rawatan.<br />
v. Para saintis boleh menjalankan kajian untuk membangunkan peralatan dianostik, ubat-ubatan dan vaksin baru untuk<br />
menghenti Tibi.<br />
Sebelum saya mengakhiri ucapan dan merasmikan majlis sambutan Hari Tibi Sedunia Peringkat IPR pada pagi ini, saya ingin<br />
mengucapkan terima kasih di atas peranan IPR sebagai penasihat teknikal dalam Program Kawalan Tibi serta kerjasama yang erat<br />
dengan Kementerian Kesihatan Malaysia. Sekali lagi saya ingin mengucapkan setinggi-tinggi tahniah kepada semua pihak yang<br />
terlibat secara langsung menjayakan sambutan ini. Saya berharap tuan-tuan dan puan-puan akan terus memberi sumbangan bakti<br />
dalam usaha nembanteraskan penyakit Tibi di Malaysia.<br />
Dengan sukacitanya saya merasmikan sambutan Hari Tibi Sedunia Tahun 2009 Peringkat IPR.<br />

9 April 2009<br />
Commemoration of World TB Day at State Level in Pahang. Persatuan Bagi Mencegah Penyakit Tibi dan<br />
Paru-Paru Negeri Pahang collaborated with the State Health Department of Pahang to organize this memorial<br />
annual event at Pusat Serenti, Raub, Pahang. There was a forum with the theme “I Am Stopping TB<br />
(Kami Mampu Hentikan Tibi)”. Our National President, Dato Seri Yeop Jr was invited to be in the panel of 4<br />
speakers. He also presented a cheque of RM10,000-00 as a launching grant to the State Association to start<br />
off its activities. This newly registered State Associaton was formed to revive the activities in Pahang. Tuan<br />
Hj. Sahul Hamid and Puan Hajjah Norhayati Abdullah were present at the event. A TB Exhibition with a<br />
display of TB Posters was set by <strong>MAPTB</strong> Federal for public viewing.<br />

<strong>MAPTB</strong> Annual General Meeting 2009 was held on 25 July 2009 at Quality Hotel, Kuala<br />
Lumpur. At the same, a 3 days Workshop on TB TAS was organized from 24 July to 25 July<br />
2009 at the same place to reviw the implementation of <strong>MAPTB</strong> TB Treatment Allowance<br />
Scheme (TAS). The <strong>MAPTB</strong> had been the forerunners in the TB control programme in<br />
Malaysia during the 1950’s before the National TB Control Programme was established<br />
by the Ministry of Health in 1961. In the early years, <strong>MAPTB</strong> was given license to run the<br />
Social Welfare Lottery, the returns of which were used to fund the various activities of the<br />
association. Later, this license was withdrawn and government funding was obtained<br />
through the Ministry of Social Welfare. Since 1999, funding for the <strong>MAPTB</strong> related<br />
activities were channeled through the Ministry of Health. Currently, the main<br />
activities of the <strong>MAPTB</strong> are directed to TB patient treatment allowance scheme (TAS)<br />
and TB advocacy activities in the community and related health staff. The TAS was<br />
designed to � nancially assist poor TB patients to improve TB treatment compliance and<br />
to alleviate some of the expenses related to TB treatment such as bus fare for supervised<br />
treatment at government clinics. The last of� cial review of the TAS was done on 10th<br />
October 1964.<br />
In view of this situation, <strong>MAPTB</strong> had decided to organize a workshop on TAS with<br />
the following objectives:<br />
1. To establish a standardized criteria for TAS disbursement.<br />
2. To establish an evaluation system for the impact of TAS on TB treatment.<br />
3. To standardize the mechanism for TAS budgeting & disbursement and to<br />
explore additional funding sources for TAS funding.<br />
A total of 37 delegates from 15 state af� liates attended the 3-day workshop from<br />
24-26/7/2009 in Quality Hotel, Kuala Lumpur. These delegates were divided into 3<br />
groups to discuss on the objectives outlined above.<br />
Mesyuarat Agung bagi tahun 2009 telah diadakan pada 25 Julai 2009 bertempat di Hotel Quality, Kuala Lumpur. Sempena<br />
Mesyuarat Agung tersebut satu bengkel telah diadakan pada 24 Julai ditempat yang sama bagi mengkaji semula Implimentasi<br />
Elaun Rawatan Tibi (TAS). <strong>MAPTB</strong> telah menjalankan program Kawalan Tibi di Malaysia semenjak tahun 1950 sebelum Program<br />
Kawalan Tibi Kebangsaan yang di istiharkan oleh Kementerian Kesihatan Malaysia dalam tahun 1961. Dalam tahun sebelumnya,<br />
<strong>MAPTB</strong> telah diberi lesen bagi menjalankan Loteri Kebajikan Sosial, yang mana dana tersebut telah diagihkan kepada persatuan<br />
negeri-negeri bagi menjalankan aktiviti-aktiviti. Kemudian lesen berkenaan telah ditarikbalik dan diganti dengan peruntukan geran<br />
kerajaan yang diberi melalui Kementerian Kebajikan Sosial. Mulai tahun 1999, peruntukan untuk <strong>MAPTB</strong> telah disalurkan melalui<br />
Kementerian Kesihatan Malaysia untuk menjalankan aktiviti. Aktiviti Persatuan masa kini ialah memberi bantuan kewangan kepada<br />
pesakit Tibi yang layak serta tanggungannya, TAS ini adalah untuk membantu pesakit-pesakit Tibi yang tidak berkemampuan<br />

sehingga sembuh. Kajian terakhir program TAS Skim Elaun Rawatan Tibi ialah pada 10 Oktober 1964.<br />
Dalam situasi tersebut, <strong>MAPTB</strong> telah bersetuju menganjurkan bengkel mengenai Implimentasi Skim Elaun Rawatan (TAS) dengan<br />
objektif berikut:-<br />
1. Menentukan kriteria pembayaran Skim Elaun Rawatan Tibi.<br />
2. Menentukan “evolution” sistem dan impak Skim Elaun Rawatan Tibi dalam rawatan Tibi.<br />
3. Menyeragamkan “mechanisem” untuk bajet TAS dan pengagihan serta mencari dana tambahan bagi menampung kewangan<br />
Skim Elaun Rawatan Tibi.<br />
Seramai 37 delegasi dari 15 gabungan Negeri-negeri menghadiri 3 hari bengkel dari 24 hingga 27 Julai 2009 di Hotel Quality,<br />
Kuala Lumpur. Delegasi telah dibahagi kepada 3 kumpulan membincangkan objektif-objektif di atas.<br />
Mesyuarat Agung Tahunan dan Bengkel TAS <strong>MAPTB</strong> telah diadakan di Hotel Quality, Kuala Lumpur.<br />

2009. The opening ceremony was of� ciated by District Health Of� cer, Dr. Mathew Gabriel. ATAS President,<br />
Datin Louise Luncha Kanyan presented food hampers to the TB patients. A TB exhibition was set up and TB<br />
quiz was organized to create TB awareness for the visitors and school children.<br />

1. Seminar “ Penularan Penyakit Berjankit”:- This half Day Seminar was held on 16th.May, 2009, at<br />
Hotel Crystal Crown, Johor Bahru, in conjunction with World TB Day 2009. It covered three main<br />
topics dealing with infectious diseases, mainly for the general public. Topics discussed were :i)<br />
Management & Treatment of TB<br />
ii) Understanding HIV/AIDS<br />
iii) Management of Leprosy<br />
Although targeted 100 participants, the turnout<br />
of 110 participants were very encouraging.<br />

2. TB Exhibition At Sutera Mall, Johor Bahru:-<br />
In conjunction with World TB Day 2009, was held on<br />
4th.April.2009. This was a one day program (10.00am<br />
– 8.30pm) and was carried out together with the Johor<br />
Health department. Tibi Quiz was held to encourage<br />
visitors to participate actively. Prizes in the form of ‘gift<br />
vouchers’ were given to participants. A total of 134<br />
visitors participated in the Quiz.<br />

We are pleased to invite you to attend the 41st Union World<br />
Conference on Lung Health to be hosted at the International<br />
Congress Centre in Berlin, Germany, on 11-15 November 2010.<br />
This conference will be very special as it will celebrate the 90th<br />
birthday of The Union and marks the 100th anniversary of the death<br />
of Robert Koch who was the � rst person to isolate the tuberculosis<br />
bacillus in 1882 and subsequently awarded the Nobel Prize in<br />
Physiology or Medicine for his tuberculosis � ndings in 1905.<br />
The city of Berlin has undergone enormous changes over the last<br />
two decades. Its new, modern and innovative architecture is wellintegrated<br />
into the revitalized capital city. The theme of the World<br />
Conference will greatly bene� t from the modern and dynamic spirit<br />
of the setting and motivate conference participants to discuss the<br />
real progress made in the development of new diagnostics, anti TB<br />
drugs and vaccines along with the further advances in HIV care,<br />
Lung Health and tobacco control.<br />
Scienti� c sessions selected for this year’s programme intend to<br />
highlight innovation in TB, HIV and lung health, setting a course<br />
for future health solutions. As a link from the past to present,<br />
and the central role of research, the theme of the conference is<br />
“Tuberculosis, HIV and lung health: from research and<br />
innovation to solutions”.<br />
The 41st Union World Conference will also provide us all with the<br />
opportunity to demonstrate continued commitment to the Year of<br />
the Lung, which was launched on Sunday, 6 December 2009, at the<br />
40th Union World Conference in Cancun, Mexico. This campaign,<br />
organised by the Forum of International Respiratory Societies (FIRS),<br />
seeks to raise awareness that hundreds of millions of people around<br />
the world suffer each year from treatable and preventable<br />
respiratory diseases.<br />

Following the 1st and 2nd APR Union Conference,<br />
successfully and respectively held in Kuala Lumpur,<br />
Malaysia in 2007 and Beijing, China in 2009, the Hong Kong<br />
Tuberculosis, Chest and Heart Diseases Association is<br />
honoured to host the 3rd APR Union Conference 2011 in<br />
Hong Kong with the collaboration of Department of Health,<br />
Hospital Authority, the Universities and a number of<br />
organisations. The conference is to be held from 8th to<br />
11th July 2011 at the Hong Kong Convention and<br />
Exhibition Centre, Wanchai, Hong Kong.<br />
The theme of the conference is “Current Challenges in<br />
Tuberculosis and Lung Health”. The Scienti� c Programme<br />
will comprise postgraduate courses, plenary lectures,<br />
parallel symposia, poster presentation and booth exhibition.<br />
The contents will mainly cover tuberculosis, HIV and<br />
respiratory infections, tobacco control and other lung<br />
diseases, especially COPD and asthma. World renowned<br />
speakers will be invited to deliver keynote speeches.<br />
The coming conference will provide a very good platform for<br />
the exchange of experience and expertise on tuberculosis and<br />
respiratory diseases. We are con� dent that it will be a most<br />
fruitful and rewarding one. Furthermore, you will be able to<br />
enjoy the Chinese culture, various cuisine and the dynamic<br />
city of Hong Kong.<br />

In Memory Of<br />
THE LATE P.C. BALACHANDRAN, PPT, AMP.<br />
“REAL HAPPINESS<br />
IS HELPING OTHERS”.<br />
This is the favourite quotation of the late P.C. Balachandran<br />
who lived a full 84 years of life, practicing and living it.<br />
P. C. Balachandran was born on 28th May 1925. He<br />
simply wanted to be known as “Bala”. After completed<br />
Senior Cambridge Certi� cate in King George V School,<br />
Seremban, he went to Singapore to attend Teachers’<br />
Training College. On completion, he taught in<br />
Singapore Schools from 1950 to 1960.<br />
His favourite sport was cricket and he used to play<br />
friendly interclub matches. It was on the cricket � eld<br />
that he met and fell in love with Vishalaskshi. Being a<br />
� lial son, he brought his sweetheart to India to show his<br />
parents and they were married in August 1956.<br />
In 1960, Bala was offered a position as headmaster at<br />
Gandhi Memorial School, Sitiawan. As the headmaster<br />
he was well placed to serve the community. He moved<br />
his family from Singapore and plunged into serious work.<br />
He rose to the challenge and transformed a small humble<br />
private funded school to well known government aided<br />
school in 1980 when he retired. There are many<br />
who remember him as dedicated, conscientious<br />
and disciplined headmaster who set an example for<br />
the staff and students.<br />
Apart from being a distinguished teacher and headmaster,<br />
Bala also served meritoriously in many nongovernmental<br />
organization (NGO’s). Bala was a charter<br />
member of Rotary Club, Sitiawan in 1961. True to his<br />
character he was totally committed to serve. He held<br />
many posts in the club, including being the President of<br />
the Club twice. He scored 100 % attendance record in<br />

his 48 years of association – a record hard to beat.<br />
Bala became a member of <strong>MAPTB</strong> Perak from 1960. He<br />
was a member of the Administrative Committee 1962-<br />
1979; Hon. Secretary/Treasurer 1979-1988. Bala became<br />
the � rst members of <strong>MAPTB</strong> (Manjung), Secretary 1962-<br />
1988; Chairman 1988-2000; Vice President (1) 2000-<br />
2009 (Jan).<br />
Other important community involvements of Bala included:<br />
• Peace Corp Food Distribution Center in the sixties.<br />
• Freemason at the Kinta Logde for more than 30 years.<br />
• Juvenile Court Advisor from 1974. Chairman of the Children’s Advisory<br />
• Committee 1982-1987.<br />
• Board Member Red Crescent Society Malaysia Manjung from 1979.<br />
• Board Member Handicap Center Manjung from 1988.<br />
• Board Member Manjung Sea Rescue Unit (PBSM Sub Diistrict) 1982.<br />
• Member of Rent Control Board, Manjung District from 1984.<br />
• Member of Licencing Board, Manjung District 1987-2002.<br />
• Member of Marriage Tribunal Manjung District since 1982.<br />
• Member of District Consumer Council from 1984.<br />

Charter Member of the Perak Yatch Club.<br />
During his term of of� ce he was actively involved in the<br />
cost-effective creation of TB awareness through many<br />
seminars and workshop for various target groups (e.g.<br />
Administrators, Medical and Paramedics, and Teachers)<br />
at the National, State and District levels.<br />
He personally took part in the investigation and rendering<br />
� nancial assistance to the needy patients (TAS), and<br />
also kept a close watch on DOTS. He was intelligent<br />
and broad-minded and readily accepted ideas from<br />
his colleagues and friends for the improvement of TB services.<br />
Hard work, honestly and integrity were principles<br />
he lived by.<br />
In recognition of his contributions to the communities in<br />
Perak, he was bestowed PPT and AMP by the Sultan of<br />
Perak.<br />
Not withstanding his failing health, he continued his valuable<br />
services to <strong>MAPTB</strong>, punctuated only by his trips to<br />
India for medical treatment. In his trip to India in 2009,<br />
he � nally succumbed to pancreatic neoplastic growth and<br />
passed away peacefully on 31/01/2009.<br />
We have lost a wonderful community leader and worker<br />
and a friend, whose presence always brought happiness and<br />
bene� cial events for <strong>MAPTB</strong> and Manjung communities.<br />
Our heart-felt condolences to Visha, her family members<br />
and relatives. Peace of the Lord be with you all.<br />
