REMARKS AT THE FLAG-OFF 

OF THE TWENTY-ONE-KILOMETRE 

AIRPORT AJIA NEW IFE EXPRESS ROAD 

WITH A SPUR TO AMULOKO

You may have read the Mckinsey report on Nigeria's 

infrastructure requirement which said that as a 

nation, we need to invest over $31 billion every 

year for at least ten years for us to bridge our huge 

infrastructure decit. If we put that number in perspective, 

$31 billion is equivalent to over N11 trillion annually, that is 

larger than our national budget for 2020. 

This decit occurred because as a nation, we have steadily 

reduced how much we spend on building and repairing 

infrastructure while increasing how much we spend on 

recurring expenditure like payment of salaries. Therefore, if 

we are to put our country back on the path of economic 

growth, we must strategise on how to increase our spending 

on infrastructure. 

That is what we are doing here in Oyo State. The twentyone-kilometre 

Airport – Ajia – New Ife Express Road with a 

spur to Amuloko which we are here to ag-off today, is a 

result of our administration coming up with strategic ways of 

reducing our infrastructure decit. We call it the Alternative 

Project Funding Approach (APFA). 

As I explained during the budget signing last week, APFA is 

our way of funding some infrastructural projects in the state 

by having the contractors fund the projects with their own 

money while the state repays them over a period of time. 

What this entails is that the contractor carries the projects' 

risk. At the same time, we get quality delivery and quick 

completion of projects. 

And so for projects under the APFA, because of the nature 

of spending on the projects, we decided that it would be 

best to open up the bidding process a little more so that 

contractors outside of Oyo State can bid as well. We 

reached this decision because we are looking for private 

entities who have the wherewithal to complete the 

projects on schedule while at the same time, passing 

the tests of quality assurance. 

In the case of this twenty-one-kilometre Airport – Ajia – 

New Ife Express Road with a spur to Amuloko, the 

contract was awarded to Messrs Peculiar Ultimate 

Concerns Ltd at a total cost of Eight Billion, Five Hundred 

and Twenty Million, Nine Hundred and Nineteen 

Thousand, Seven Hundred and Seventy-Six Naira, Forty- 

One Kobo (N8,520,919,776.41). We have 

given them the mandate to complete the 

road in eighteen months, and they 

have promised to deliver. 

Good people of Oyo State, 

the contractors for this 

project from neighbouring 

Osun State, are willing

and able to deliver on 

these projects. They will be 

bearing the risk of getting 

this project done in a 

timely manner while we 

pay them over the next 

twenty-nine months. So 

while they will complete the 

project in one year, we have 

the option to repay in over 

twice the time. 

We will continue to actualise 

named capital projects 

through budgetary 

allocation and have the 

additional option of 

carrying out other 

infrastructural projects 

outside of the budget using 

the Alternative Project 

Funding Approach. So you 

can look forward to other 

projects under this 

approach. 

Let me state that even 

when we are forced to 

look outside Oyo State for 

persons to execute the 

projects under APFA, we 

still put the interests of our 

people rst.

For example, Peculiar Ultimate Concerns Ltd has agreed that the 

construction labour will come from Oyo State, and we are holding them 

to that agreement. 

Please permit me also to use this opportunity to re-address the criticism 

that trailed the cost of this contract. Some people had asked why the 

Airport-Ajia road costs more per kilometre than the Moniya-Iseyin 

road. Let me restate that when we want to make such comparisons, 

we should ensure that we are comparing apples to apples and not 

apples to oranges. 

One of the roads may appear longer, but when you visit the site, you will 

nd that the Airport-Ajia road has more hydraulic structures, what you 

will call bridges in lay man's terms. We will be embarking on the 

expansion and rehabilitation of these bridges as well. 

Our administration means business. We will drastically reduce the 

infrastructure decit in Oyo State in the shortest possible time. 

And this is how economies work: Investors will only go where they 

can be assured of prots. If we do not develop basic infrastructure like 

roads, it will affect the cost of production, which in turn means less prot 

for investors. So, we cannot be seriously discussing attracting 

investment into Oyo State when a majority of roads and other 

infrastructure are in a state of disrepair. 

On this note, I now ag off the total reconstruction of the twenty-onekilometre 

Airport – Ajia – New Ife Express Road with a spur to Amuloko 

to the Glory of God and the benet of the good people of Oyo State.

thesafetystatusoftheairportfromCategory5toCategory6. 

WealsoremodelledandequippedthenewProtocol/VIPLounge 

–whichwewillbeopeningtoday‐andmadeprovisionsforits 

maintenance.Morerecently,weawardedthecontractof 

constructingandinstallinga500,000‐litreaviationfuelfacility. 

ThisisasteptowardsensuringtheupgradeoftheIbadanAirport 

toanInternationalAirportstatus.Somepeoplehaveaskedwhy 

weneedanInternationalAirportsoclosetoLagos.Ihave 

spokenanumberoftimesofhowflightsareoftendivertedto 

Ghanatorefuel.WewantthemtoredirecttoIbadan.Thisairport 

upgradeprojectisanotherwayofturningour 

proximityintoeconomicbenefits.Also,whenweattain 

internationalstatus,wecanserveasalogisticshubto 

complementtheIbadanInlandDryPort.AndthenmaybeAir 

PeacewillbepersuadedtomaketheIbadanAirporttheir 

operationalbase.Thesearejustafewofthemanyreasonsthat 

theIbadanAirportprojectisaviableone.

Governmentdonated58.58hectaresoflandtodevelopthenew 

base.Inaddition,wewillalsoprovidesomesupportinthe 

infrastructuraldevelopmentofthenewAirForceBase.Partof 

thatsupportistheongoingreconstructionofthe21kmAirport‐ 

Ajia‐NewIfeExpressRoadwithaspurtoAmuloko.More 

recently,wealsoembarkedondualisingtheIbadan‐Airport 

Roadandrehabilitatingadjourninglinkroadsalongtheairport 

axis,withspurroadsalongtheIwoRoadinterchange.Withall 

theseongoingdevelopments,whenthisAirforceBaseis 

completed,itwillbewithin15minutes‐drivetoIbadanAirport 

andintothetownAsmentionedearlier,thisisallpartofour 

overallvisiontoengineeramodernOyoState.Soletmeuse 

thisopportunitytoonceagain,appealtothegoodpeopleofAjia 

communitytobeaccommodatinghostsandsupportourplans 

tobringrapiddevelopmenttothisarea.Imuststatethatthis 

newAirForceBaseisnotjustaninfrastructuralproject.Itkeys 

intoourplansforarobustsecurityarchitectureforOyoState. 

AsmorebusinessesmovetoOyoandtheStatetakesamore 

cosmopolitanoutlook,thechallengesthatwewillfacewill 

increase.Withthisinmind,wemadesecurityoneofthefour

know the importance of road construction to development, 

whereveranewroadconstructiongoes–youknowwhathappens 

…development.Wehaveseenthishappensincewecompletedthe 

65kmMoniya–Ijaiye‐Iseyinroad,therehasbeenanincreasein 

economic activities, farm produces from Iseyin can easily be 

movedtoIbadanforonwardmovementtoanotherpartofthestate 

and even outside the state.As similarly, the dualization of this 

IbadanAirportroadwillcomewithimmenseeconomicbenefits, 

especiallybecausewearenotbuildingthis3.2kmroadinisolation. 

Thiscontractalsoincludestherehabilitation/reconstructionofthe 

adjoiningaccessroadsalongtheAirportaxis.Intotal,thework 

scopeforthisprojectisabout10.8kmastheprojectincludesthe 

rehabilitation of spur roads around the Iwo road interchange to 

Adegbayi road and the road from Oludare to Bishop Philips 

academy. Let me use this opportunity to address some of the 

issuesourpeoplehaveraisedaboutinnerroadsinOyostate.Inthe 

pastweeks,youwouldhavenoticedthattheOyostateMinistryof 

Works,InfrastructureandTransporthasbeenworkingwiththe

LocalGovernmentauthoritiestoseethatsomeoftheseroadsare 

fixed.Iftheserepairshaven'tgottentoyourarea,pleasedon'tpick 

offensesastheywillstillgetthere.Iftheyhavenotstartedfixingthe 

innerroadsinyourarea,pleasebepatient,theywillgettoyou. 

WhatwearedoinghereisengineeringamodernOyostate.Wecan 

seeourfather(Dr.OmololuOlunloyo)hereisanEngineer,Iaman 

EngineertooandthereareArchitectswithus.WeknowArchitects, 

they do the drawing designs and create the model and keep it 

somewherebuttheEngineerbuildsandwewillconstructthisroad 

aswehaveplanned.Wearebuildingstructuresandsystemsthat 

willleadtosustainabledevelopmentsinOyostate.Andsoweare 

workinginsuchawaythatwhoeveriscomingbehindwillnotneed 

tolayanotherfoundationbutwillcontinuefromwherewestopped. 

Ittookmeseveralweekstotakethisdecisionbecausetheprevious 

administrationawardedtheexpansionoftheshoulderofthisroad 

withthepreviousconstructionworksfromOnipepeye,thatportion 

ofthecontractwasTwohundredmillionnaira(N200m).SoIwas 

askingmyself,shouldwejustleavetheconstructionlikethatbutI 

wasabletocometoadecisionafteraboutsixweeks,I'msure 

distinguishedSenatorAgboolawillrememberseveraltimeswhen 

wewereheadingfortheAirportthenwewillbegintodebateonthis 

matter꞉shouldwespendthismoneynoworshouldwejustlivewith 

theexpansionofjusttheshouldersoftheroadforjustTwohundred 

millionnaira(N200m)andweeventuallycametoaconclusionso 

wedecidedtobitethebullet,notthebulletsingunsthatkillpeople 

though.Wedecidedthatthereareafewthingswearedoingwith 

theairport;wehaveseenairlinesthatwon'tstayinIbadanovernight 

becausethere'snomeanstofueluptheaircraft.

We have awarded the contract to construct an aviation fuel 

storageanddispensingfacility,anaircraftcansleepovernightnow. 

We have an airport where when flights have taken off in the 

morningthenthenextflightsareintheeveningormaybe1or2 

private aircraft may use the airport. But for this airport to be 

sustainable,aplanemusttakeofforlandataminimumofevery30 

minutes.Ifwehavetoachievethat,therearecertainpeoplethat 

weneedtoattracttoIbadan.Onceweareabletoattractthese 

people,ifthere'sabottlenecktogetintotheairportitwillaffectthe 

competitivenessoftheairportsoItookthedecisionthatwewillgo

SPEECH OF THE AIRPORT MANAGER FOR COMMENCEMENT 

OF DUALISATION OF THE ACCESS ROAD OF THE AIRPORT 

BY OYO STATE GOVERNMENT UNDER THE 

LEADERSHIP OF ENGR. SEYI MAKINDE 

Ibadan Airport was built along the Alakia Route in the year 1982. 

Over the years, a lot of changes have been made to upgrade and 

make the airport live competitively with its contemporaries across the 

nation and in the world at large. The Federal Government over the 

years have made efforts at transforming the airport and all these 

efforts are acknowledged and appreciated, several projects are 

ongoing in the airport as we speak, all aimed at ensuring a safe and 

secure airport. 

Ibadan airport is strategic to trade and investment especially in the 

southwest by virtue of its location in the largest city in western Africa. 

Ibadan city is a hub for investment and trade of all sorts and the 

airport is a gateway to various locations and a viable alternative to 

the Lagos Airport which has obviously reached its peak in capacity. 

Therefore, all hands are on deck to make Ibadan Airport live up to its 

capacity and capability. 

The Oyo State Government under the leadership of His Excellency 

Engineer Oluseyi Makinde has shown over time that he has the political 

will to transform the airport from a Local Airport to International 

Airport with several State funded projects that have preceded this 

dualisation of the Access Road such as the Protocol Lounge, Terminal 

Clinic, procurement of a Fire Tender and several other logistics support. 

Hence, we can rest assured that this is not a political gimmick or farce 

and this project will see the light of day. 

The Dualisation of the road is a prerequisite for ease of increased 

trafc and cannot come at a better time when several airlines have 

indicated interests on doing business with the airport and the intentions 

of the state government is bare on the transformation of the airport to 

an international airport. 

The beautiful people of Ibadan deserve this and will be eternally 

grateful to His Excellency for this gesture as this will open the airport 

for several other investments which will in turn bring employment 

opportunities for indigenes and residents. 

Once again on behalf of the Management of the Federal Airports 

Authority of Nigeria Ibadan Airport, I want to deeply appreciate our 

Governor Engineer Seyi Makinde and his management team for this 

gesture and also pray that God grants him the grace to do more.

GOVERNOR SEYI MAKINDE'S REMARKS AT THE 

OFFICIAL FLAG-OFF OF THE DUALISTION OF THE 

AIRPORT ROAD/REHABILITATION OF ROADS 

AROUND IWO ROAD INTERCHANGE 

(DECEMBER 16, 2021) 

Each time we are commissioning or agging off the 

reconstruction of any road in Oyo state as we are 

doing today, I always like to remind the good 

people of Oyo state that this is another part of our 

vision to engineer a modern Oyo state. As forwardthinking 

people, they know the importance of road 

construction to development, wherever a new road 

construction goes – se mo oun to n ma tele 

…development ni. We have seen this happen since we 

completed the 65km Moniya – Ijaiye - Iseyin road, there 

has been an increase of economic activities, farm 

produce from Iseyin can easily be moved to Ibadan for 

onward movement to another part of the state and even 

outside the state. 

As similarly, the dualization of this Ibadan airport road 

will come with immense economic benets, especially 

because we are not building this 3.2km road in isolation. 

T h i s c o n t r a c t a l s o i n c l u d e s t h e 

rehabilitation/reconstruction of the adjoining access 

roads along the airport axis. In total, the work scope for 

this project is about 10.8km as the project includes the 

rehabilitation of spur roads around Iwo road 

interchange to Adegbayi road and the road from 

Oludare to Bishop Philips Academy. Let me use this 

opportunity to address some of the issues our people 

have raised about inner roads in Oyo state. 

In the past weeks, you will have noticed that the Oyo state 

Ministry of Works, Infrastructure and Transport has been 

working with the Local Government authorities to see that 

some of these roads are xed. Ti o ba ti de agbegbe ti 

yin, eyin na e ma e ti binu o si n bo na. Ti won o ba ti ma x 

inner roads to wa ni area yin, suru lo gba, eni suru - it will 

get to you. What we are doing here is engineering a 

modern Oyo state. E ripe baba wa Engineer ni won, emi

Architect, won a kan se drawing ni, won a se model e de 

le gbe si bi kan. Sugbon Engineer, a ma nko nkan te ba

We are building structures and systems that will lead to 

sustainable developments in Oyo state. And so we are 

working in such a way that whoever is coming behind will 

not need to lay another foundation but will continue from 

where we stopped. It took me several weeks to take this 

decision, every time because the previous administration, 

they awarded the expansion of the shoulder of this road 

pelu iyen ti won se lati onipepeye was awarded for, that 

portion of the contract – N200m. So I was asking myself, 

should we just leave it like that but after about six weeks. 

I'm sure distinguished Senator Agboola will remember 

several times taba ti n lo si aiport a bere si debate: should 

we spend this money now or should we just live with the 

expansion of just the shoulders for just N200m but 

eventually we decided to bite the bullet, ko n se bullet to 

ma n pa yan o. We decided pe, there are few things ta n 

se ni airport yi like we have seen airlines to je pe won o le 

sun overnight ni ibadan tori pe won o ni means lati f'epo 

sinu ballon won. So ati award contract lati se aviation fuel 

storage and dispensing facility. So awon aircraft, now 

they can sleep overnight. We have an airport ni bi yi to

jepe, after ti ballon ba lo laaro otun d'irole or maybe 1 or 2 private 

aircraft lo le wa. But for this airport, lati wa sustainable, a plane must be 

taking off and landing minimum of every 30 minutes. 

So, if we have to achieve that, there are certain people ti a ni lati attract 

wa si bi yi and once we are able to attract those people, if there's a 

bottleneck to get into the airport it will affect the competitiveness of this 

airport so I took the decision that we will go ahead under the watch of this 

administration to dualize the Ibadan Airport road. So we have awarded 

the reconstruction of this road to Messrs Kopek construction limited for the 

sum of N4,998,939,148.08 and if you are wondering why kopek again 

well kopek ni Julius berger ti tiwa ni Oyo state because gbogbo ise ta ti 

gbe fun won l'oyo state they have delivered and are still delivering. 

So we will say that not only have they proved that they have the capacity 

to do a good job but they have already been awarded the contract for 

the rehabilitation of the Ibadan – Ife road by the Federal Government of 

Nigeria so this award by the Oyo State Government is an expansion of 

that project so it only makes sense for them to nish what they started and 

they promised us this will be delivered in 6 months. So on that note, I will 

yield this podium for Baba Omololu Olunloyo, he will say 1 or 2 things and 

then we will proceed, baba a lo ge tape yen. 

But let me say this, baba has been a pride to Ibadan and to Oyo state and 

awon arugbo ma n so wipe prophet ko un niyi nile e sugbon awa n fe ki 

prophet niyi nile e and all processes to ba ye ka se including Local 

Government o, Federal Airports Authority of Nigeria o, Oyo State 

Government o, at the completion of this road it will be named Dr. Omololu 

Olunloyo Airport.

Project on Friday, March 3, 2023. 

We are here today to commission 

the 3.2 km Ibadan Airport Road, 

which is part of our vision of 

turning the surrounding areas of the 

Ibadan Airport into an aerotropolis. This 

project also covers the rehabilitation of 

adjoining roads along the airport axis and 

the rehabilitation of spur roads around the 

Iwo Road Interchange, including the 2 km 

road from Oludare to Bishop Phillips. 

Let me also mention that our vision goes beyond building roads. We 

have other ancillary projects, such as upgrading the Ibadan Airport, 

which forms part of our vision to make the Ibadan Airport a viable 

alternative to the Lagos Airport. We have already upgraded the 

facilities at the airport including upgrading the VIP lounge and 

providing a fire truck. We have installed a 500,000 litres aviation fuel 

storage and dispensing facility which will also be commissioned 

today so that flights which pass through this airport can refuel here in 

Ibadan. These actions will further unlock our state’s economic 

potential related to the aviation and transportation industry. 

When we came into office, I remember stating in my inaugural 

speech that depending over 60% on FAAC allocations was 

unsustainable. I promised then that we would take actions that would 

put Oyo State on the path to sustainable development. 

At different times, I have shared my dream 

of seeing aeroplanes take off and land at 

this airport every 30 minutes. But, I have 

also maintained that this will not be 

possible if we cannot pull the right crowd 

to the airport. The people we need to 

attract will only come here if we have 

created the path for them. So, roads like 

these ones we are commissioning today 

are vital

I am happy to report that we have kept that promise. 

Our projects and policies have ensured that the Oyo State economy 

continues to grow. As of 2022, we have reduced Oyo State’s 

dependence on FAAC to just about 50%. 

This will be one of the last projects we will commission before the 

elections. And it is significant that we are taking another step towards 

opening our state to further economic growth. I can say that this is a 

transition project. 

On the one hand, it was conceived as one of the projects that will form 

the foundation for accelerated development, which we now call 

Omituntun 1.0. As has been mentioned, work on this road commenced 

in February 2022. We have completed the project in one year just in 

time to move into Omituntun 2.0. 

We believe that just as you gave us the 

mandate to serve you the first time, you 

will do so again in about eight days 

from now. 

Completing and commissioning this 

project also fulfils our promise꞉ To 

continue diligently serving the good 

people of Oyo State till the last day of 

our first tenure. As you can see, we are 

doing just that. 

In the spirit of promises, I also stated 

that when this road is completed, it will 

be renamed after a former Governor of 

Oyo State, Dr Omololu Olunloyo. So 

today, I have the honour of renaming 

this 3.2 km Ibadan Airport Road, Dr 

Omololu Olunloyo Airport Road. We 

are happy that Baba is here with us 

today and that God spared his life to 

see this road named after himself. 

As an administration, we will continue 

to honour our heroes and all leaders 

who served the state diligently. Their 

labours will not be forgotten. 

I will now invite my brother, Governor 

Nyesom Wike to deliver his remarks 

before we proceed to commission the 

Dr Omololu Olunloyo Airport Road to 

the glory of God and for the benefit of
