REMARKS AT THE FLAG-OFF<br />

OF THE TWENTY-ONE-KILOMETRE<br />

AIRPORT AJIA NEW IFE EXPRESS ROAD<br />

WITH A SPUR TO AMULOKO<br />

You may have read the Mckinsey report on Nigeria's<br />

infrastructure requirement which said that as a<br />

nation, we need to invest over $31 billion every<br />

year for at least ten years for us to bridge our huge<br />

infrastructure decit. If we put that number in perspective,<br />

$31 billion is equivalent to over N11 trillion annually, that is<br />

larger than our national budget for 2020.<br />

This decit occurred because as a nation, we have steadily<br />

reduced how much we spend on building and repairing<br />

infrastructure while increasing how much we spend on<br />

recurring expenditure like payment of salaries. Therefore, if<br />

we are to put our country back on the path of economic<br />

growth, we must strategise on how to increase our spending<br />

on infrastructure.<br />

That is what we are doing here in Oyo State. The twentyone-kilometre<br />

Airport – Ajia – New Ife Express Road with a<br />

spur to Amuloko which we are here to ag-off today, is a<br />

result of our administration coming up with strategic ways of<br />

reducing our infrastructure decit. We call it the Alternative<br />

Project Funding Approach (APFA).<br />

As I explained during the budget signing last week, APFA is<br />

our way of funding some infrastructural projects in the state<br />

by having the contractors fund the projects with their own<br />

money while the state repays them over a period of time.<br />

What this entails is that the contractor carries the projects'<br />

risk. At the same time, we get quality delivery and quick<br />

completion of projects.<br />

And so for projects under the APFA, because of the nature<br />

of spending on the projects, we decided that it would be<br />

best to open up the bidding process a little more so that<br />

contractors outside of Oyo State can bid as well. We<br />

reached this decision because we are looking for private<br />

entities who have the wherewithal to complete the<br />

projects on schedule while at the same time, passing<br />

the tests of quality assurance.<br />

In the case of this twenty-one-kilometre Airport – Ajia –<br />

New Ife Express Road with a spur to Amuloko, the<br />

contract was awarded to Messrs Peculiar Ultimate<br />

Concerns Ltd at a total cost of Eight Billion, Five Hundred<br />

and Twenty Million, Nine Hundred and Nineteen<br />

Thousand, Seven Hundred and Seventy-Six Naira, Forty-<br />

One Kobo (N8,520,919,776.41). We have<br />

given them the mandate to complete the<br />

road in eighteen months, and they<br />

have promised to deliver.<br />

Good people of Oyo State,<br />

the contractors for this<br />

project from neighbouring<br />

Osun State, are willing<br />

and able to deliver on<br />

these projects. They will be<br />

bearing the risk of getting<br />

this project done in a<br />

timely manner while we<br />

pay them over the next<br />

twenty-nine months. So<br />

while they will complete the<br />

project in one year, we have<br />

the option to repay in over<br />

twice the time.<br />

We will continue to actualise<br />

named capital projects<br />

through budgetary<br />

allocation and have the<br />

additional option of<br />

carrying out other<br />

infrastructural projects<br />

outside of the budget using<br />

the Alternative Project<br />

Funding Approach. So you<br />

can look forward to other<br />

projects under this<br />

approach.<br />

Let me state that even<br />

when we are forced to<br />

look outside Oyo State for<br />

persons to execute the<br />

projects under APFA, we<br />

still put the interests of our<br />

people rst.<br />

For example, Peculiar Ultimate Concerns Ltd has agreed that the<br />

construction labour will come from Oyo State, and we are holding them<br />

to that agreement.<br />

Please permit me also to use this opportunity to re-address the criticism<br />

that trailed the cost of this contract. Some people had asked why the<br />

Airport-Ajia road costs more per kilometre than the Moniya-Iseyin<br />

road. Let me restate that when we want to make such comparisons,<br />

we should ensure that we are comparing apples to apples and not<br />

apples to oranges.<br />

One of the roads may appear longer, but when you visit the site, you will<br />

nd that the Airport-Ajia road has more hydraulic structures, what you<br />

will call bridges in lay man's terms. We will be embarking on the<br />

expansion and rehabilitation of these bridges as well.<br />

Our administration means business. We will drastically reduce the<br />

infrastructure decit in Oyo State in the shortest possible time.<br />

And this is how economies work: Investors will only go where they<br />

can be assured of prots. If we do not develop basic infrastructure like<br />

roads, it will affect the cost of production, which in turn means less prot<br />

for investors. So, we cannot be seriously discussing attracting<br />

investment into Oyo State when a majority of roads and other<br />

infrastructure are in a state of disrepair.<br />

On this note, I now ag off the total reconstruction of the twenty-onekilometre<br />

Airport – Ajia – New Ife Express Road with a spur to Amuloko<br />

to the Glory of God and the benet of the good people of Oyo State.<br />

thisremarkwithoutsayingthankyoutotheFederalAirports<br />

AuthorityofNigeriaforworkingwithusonthisproject.It<br />

certainlywouldnothavebeenpossibleifyoudidnotagreetothis<br />

maintenance.Morerecently,weawardedthecontractof<br />

constructingandinstallinga500,000‐litreaviationfuelfacility.<br />

ThisisasteptowardsensuringtheupgradeoftheIbadanAirport<br />

toanInternationalAirportstatus.Somepeoplehaveaskedwhy<br />

weneedanInternationalAirportsoclosetoLagos.Ihave<br />

spokenanumberoftimesofhowflightsareoftendivertedto<br />

Ghanatorefuel.WewantthemtoredirecttoIbadan.Thisairport<br />

upgradeprojectisanotherwayofturningour<br />

proximityintoeconomicbenefits.Also,whenweattain<br />

internationalstatus,wecanserveasalogisticshubto<br />

complementtheIbadanInlandDryPort.AndthenmaybeAir<br />

PeacewillbepersuadedtomaketheIbadanAirporttheir<br />

operationalbase.Thesearejustafewofthemanyreasonsthat<br />

theIbadanAirportprojectisaviableone.<br />

base.Inaddition,wewillalsoprovidesomesupportinthe<br />

infrastructuraldevelopmentofthenewAirForceBase.Partof<br />

thatsupportistheongoingreconstructionofthe21kmAirport‐<br />

Ajia‐NewIfeExpressRoadwithaspurtoAmuloko.More<br />

recently,wealsoembarkedondualisingtheIbadan‐Airport<br />

Roadandrehabilitatingadjourninglinkroadsalongtheairport<br />

axis,withspurroadsalongtheIwoRoadinterchange.Withall<br />

theseongoingdevelopments,whenthisAirforceBaseis<br />

completed,itwillbewithin15minutes‐drivetoIbadanAirport<br />

andintothetownAsmentionedearlier,thisisallpartofour<br />

overallvisiontoengineeramodernOyoState.Soletmeuse<br />

thisopportunitytoonceagain,appealtothegoodpeopleofAjia<br />

communitytobeaccommodatinghostsandsupportourplans<br />

tobringrapiddevelopmenttothisarea.Imuststatethatthis<br />

newAirForceBaseisnotjustaninfrastructuralproject.Itkeys<br />

intoourplansforarobustsecurityarchitectureforOyoState.<br />

AsmorebusinessesmovetoOyoandtheStatetakesamore<br />

cosmopolitanoutlook,thechallengesthatwewillfacewill<br />

increase.Withthisinmind,wemadesecurityoneofthefour<br />

pillarsofourRoadMaptoAcceleratedDevelopment,2019‐<br />

2023.Sofar,theOyoStateGovernmenthasbeenworking<br />

collaborativelywiththevarioussecurityagenciesinthestate.<br />

remembranceceremonyof<br />

PaTheophilusAkinyele.I<br />

rememberstatingonthat<br />

occasion,thatmore<br />

developmentwouldbecoming<br />

tothisaxissoon.Thisispartof<br />

…development.Wehaveseenthishappensincewecompletedthe<br />

65kmMoniya–Ijaiye‐Iseyinroad,therehasbeenanincreasein<br />

economic activities, farm produces from Iseyin can easily be<br />

movedtoIbadanforonwardmovementtoanotherpartofthestate<br />

and even outside the state.As similarly, the dualization of this<br />

IbadanAirportroadwillcomewithimmenseeconomicbenefits,<br />

especiallybecausewearenotbuildingthis3.2kmroadinisolation.<br />

Thiscontractalsoincludestherehabilitation/reconstructionofthe<br />

adjoiningaccessroadsalongtheAirportaxis.Intotal,thework<br />

scopeforthisprojectisabout10.8kmastheprojectincludesthe<br />

rehabilitation of spur roads around the Iwo road interchange to<br />

Adegbayi road and the road from Oludare to Bishop Philips<br />

academy. Let me use this opportunity to address some of the<br />

issuesourpeoplehaveraisedaboutinnerroadsinOyostate.Inthe<br />

pastweeks,youwouldhavenoticedthattheOyostateMinistryof<br />

WhatwearedoinghereisengineeringamodernOyostate.Wecan<br />

seeourfather(Dr.OmololuOlunloyo)hereisanEngineer,Iaman<br />

EngineertooandthereareArchitectswithus.WeknowArchitects,<br />

they do the drawing designs and create the model and keep it<br />

somewherebuttheEngineerbuildsandwewillconstructthisroad<br />

aswehaveplanned.Wearebuildingstructuresandsystemsthat<br />

willleadtosustainabledevelopmentsinOyostate.Andsoweare<br />

workinginsuchawaythatwhoeveriscomingbehindwillnotneed<br />

tolayanotherfoundationbutwillcontinuefromwherewestopped.<br />

Ittookmeseveralweekstotakethisdecisionbecausetheprevious<br />

administrationawardedtheexpansionoftheshoulderofthisroad<br />

withthepreviousconstructionworksfromOnipepeye,thatportion<br />

ofthecontractwasTwohundredmillionnaira(N200m).SoIwas<br />

askingmyself,shouldwejustleavetheconstructionlikethatbutI<br />

wasabletocometoadecisionafteraboutsixweeks,I'msure<br />

distinguishedSenatorAgboolawillrememberseveraltimeswhen<br />

wewereheadingfortheAirportthenwewillbegintodebateonthis<br />

matter꞉shouldwespendthismoneynoworshouldwejustlivewith<br />

theexpansionofjusttheshouldersoftheroadforjustTwohundred<br />

millionnaira(N200m)andweeventuallycametoaconclusionso<br />

wedecidedtobitethebullet,notthebulletsingunsthatkillpeople<br />

though.Wedecidedthatthereareafewthingswearedoingwith<br />

theairport;wehaveseenairlinesthatwon'tstayinIbadanovernight<br />

becausethere'snomeanstofueluptheaircraft.


We have awarded the contract to construct an aviation fuel<br />

storageanddispensingfacility,anaircraftcansleepovernightnow.<br />

We have an airport where when flights have taken off in the<br />

morningthenthenextflightsareintheeveningormaybe1or2<br />

private aircraft may use the airport. But for this airport to be<br />

sustainable,aplanemusttakeofforlandataminimumofevery30<br />

minutes.Ifwehavetoachievethat,therearecertainpeoplethat<br />

weneedtoattracttoIbadan.Onceweareabletoattractthese<br />

people,ifthere'sabottlenecktogetintotheairportitwillaffectthe<br />

competitivenessoftheairportsoItookthedecisionthatwewillgo<br />

aheadunderthewatchofthisadministrationtodualizetheIbadan<br />

Airportroad.Wehaveawardedthereconstructionofthisroadto<br />

Messrs.KopekConstructionLimitedforthesumofFourbillion,<br />

ninehundredandninety‐eightymillion,ninehundredandthirtynine<br />

thousand, one hundred and forty‐eight naira, eight kobo<br />

(N4,998,939,148.08)andifyouarewonderingwhyKopekagain<br />

wellKopekisourveryownJuliusBergerinOyostatebecausethe<br />

previouscontractstheyhavebeengiveninOyostatehavebeen<br />

deliveredandtheyarestilldelivering.<br />

Ibadan Airport was built along the Alakia Route in the year 1982.<br />

Over the years, a lot of changes have been made to upgrade and<br />

make the airport live competitively with its contemporaries across the<br />

nation and in the world at large. The Federal Government over the<br />

years have made efforts at transforming the airport and all these<br />

efforts are acknowledged and appreciated, several projects are<br />

ongoing in the airport as we speak, all aimed at ensuring a safe and<br />

secure airport.<br />

Ibadan airport is strategic to trade and investment especially in the<br />

southwest by virtue of its location in the largest city in western Africa.<br />

Ibadan city is a hub for investment and trade of all sorts and the<br />

airport is a gateway to various locations and a viable alternative to<br />

the Lagos Airport which has obviously reached its peak in capacity.<br />

Therefore, all hands are on deck to make Ibadan Airport live up to its<br />

capacity and capability.<br />

The Oyo State Government under the leadership of His Excellency<br />

Engineer Oluseyi Makinde has shown over time that he has the political<br />

will to transform the airport from a Local Airport to International<br />

Airport with several State funded projects that have preceded this<br />

dualisation of the Access Road such as the Protocol Lounge, Terminal<br />

Clinic, procurement of a Fire Tender and several other logistics support.<br />

Hence, we can rest assured that this is not a political gimmick or farce<br />

and this project will see the light of day.<br />

The Dualisation of the road is a prerequisite for ease of increased<br />

trafc and cannot come at a better time when several airlines have<br />

indicated interests on doing business with the airport and the intentions<br />

of the state government is bare on the transformation of the airport to<br />

an international airport.<br />

The beautiful people of Ibadan deserve this and will be eternally<br />

grateful to His Excellency for this gesture as this will open the airport<br />

for several other investments which will in turn bring employment<br />

opportunities for indigenes and residents.<br />

Once again on behalf of the Management of the Federal Airports<br />

Authority of Nigeria Ibadan Airport, I want to deeply appreciate our<br />

Governor Engineer Seyi Makinde and his management team for this<br />

GOVERNOR SEYI MAKINDE'S REMARKS AT THE<br />

OFFICIAL FLAG-OFF OF THE DUALISTION OF THE<br />

AIRPORT ROAD/REHABILITATION OF ROADS<br />

AROUND IWO ROAD INTERCHANGE<br />

(DECEMBER 16, 2021)<br />

Each time we are commissioning or agging off the<br />

reconstruction of any road in Oyo state as we are<br />

doing today, I always like to remind the good<br />

people of Oyo state that this is another part of our<br />

vision to engineer a modern Oyo state. As forwardthinking<br />

people, they know the importance of road<br />

construction to development, wherever a new road<br />

construction goes – se mo oun to n ma tele<br />

…development ni. We have seen this happen since we<br />

completed the 65km Moniya – Ijaiye - Iseyin road, there<br />

has been an increase of economic activities, farm<br />

produce from Iseyin can easily be moved to Ibadan for<br />

onward movement to another part of the state and even<br />

outside the state.<br />

As similarly, the dualization of this Ibadan airport road<br />

will come with immense economic benets, especially<br />

because we are not building this 3.2km road in isolation.<br />

T h i s c o n t r a c t a l s o i n c l u d e s t h e<br />

rehabilitation/reconstruction of the adjoining access<br />

roads along the airport axis. In total, the work scope for<br />

this project is about 10.8km as the project includes the<br />

rehabilitation of spur roads around Iwo road<br />

interchange to Adegbayi road and the road from<br />

Oludare to Bishop Philips Academy. Let me use this<br />

opportunity to address some of the issues our people<br />

have raised about inner roads in Oyo state.<br />

In the past weeks, you will have noticed that the Oyo state<br />

Ministry of Works, Infrastructure and Transport has been<br />

working with the Local Government authorities to see that<br />

some of these roads are xed. Ti o ba ti de agbegbe ti<br />

yin, eyin na e ma e ti binu o si n bo na. Ti won o ba ti ma x<br />

inner roads to wa ni area yin, suru lo gba, eni suru - it will<br />

get to you. What we are doing here is engineering a<br />

modern Oyo state. E ripe baba wa Engineer ni won, emi<br />

Architect, won a kan se drawing ni, won a se model e de<br />

We are building structures and systems that will lead to<br />

sustainable developments in Oyo state. And so we are<br />

working in such a way that whoever is coming behind will<br />

not need to lay another foundation but will continue from<br />

where we stopped. It took me several weeks to take this<br />

decision, every time because the previous administration,<br />

they awarded the expansion of the shoulder of this road<br />

pelu iyen ti won se lati onipepeye was awarded for, that<br />

portion of the contract – N200m. So I was asking myself,<br />

should we just leave it like that but after about six weeks.<br />

I'm sure distinguished Senator Agboola will remember<br />

several times taba ti n lo si aiport a bere si debate: should<br />

we spend this money now or should we just live with the<br />

expansion of just the shoulders for just N200m but<br />

eventually we decided to bite the bullet, ko n se bullet to<br />

ma n pa yan o. We decided pe, there are few things ta n<br />

se ni airport yi like we have seen airlines to je pe won o le<br />

sun overnight ni ibadan tori pe won o ni means lati f'epo<br />

sinu ballon won. So ati award contract lati se aviation fuel<br />

storage and dispensing facility. So awon aircraft, now<br />

they can sleep overnight. We have an airport ni bi yi to<br />

jepe, after ti ballon ba lo laaro otun d'irole or maybe 1 or 2 private<br />

aircraft lo le wa. But for this airport, lati wa sustainable, a plane must be<br />

taking off and landing minimum of every 30 minutes.<br />

So, if we have to achieve that, there are certain people ti a ni lati attract<br />

wa si bi yi and once we are able to attract those people, if there's a<br />

bottleneck to get into the airport it will affect the competitiveness of this<br />

airport so I took the decision that we will go ahead under the watch of this<br />

administration to dualize the Ibadan Airport road. So we have awarded<br />

the reconstruction of this road to Messrs Kopek construction limited for the<br />

sum of N4,998,939,148.08 and if you are wondering why kopek again<br />

well kopek ni Julius berger ti tiwa ni Oyo state because gbogbo ise ta ti<br />

gbe fun won l'oyo state they have delivered and are still delivering.<br />

So we will say that not only have they proved that they have the capacity<br />

to do a good job but they have already been awarded the contract for<br />

the rehabilitation of the Ibadan – Ife road by the Federal Government of<br />

Nigeria so this award by the Oyo State Government is an expansion of<br />

that project so it only makes sense for them to nish what they started and<br />

they promised us this will be delivered in 6 months. So on that note, I will<br />

yield this podium for Baba Omololu Olunloyo, he will say 1 or 2 things and<br />

then we will proceed, baba a lo ge tape yen.<br />

But let me say this, baba has been a pride to Ibadan and to Oyo state and<br />

awon arugbo ma n so wipe prophet ko un niyi nile e sugbon awa n fe ki<br />

prophet niyi nile e and all processes to ba ye ka se including Local<br />

Government o, Federal Airports Authority of Nigeria o, Oyo State<br />

Government o, at the completion of this road it will be named Dr. Omololu<br />

Olunloyo Airport.<br />

3.2 km Ibadan Airport Road Dualisation<br />

Project on Friday, March 3, 2023.<br />

We are here today to commission<br />

the 3.2 km Ibadan Airport Road,<br />

which is part of our vision of<br />

turning the surrounding areas of the<br />

Ibadan Airport into an aerotropolis. This<br />

project also covers the rehabilitation of<br />

adjoining roads along the airport axis and<br />

the rehabilitation of spur roads around the<br />

Iwo Road Interchange, including the 2 km<br />

road from Oludare to Bishop Phillips.<br />

Let me also mention that our vision goes beyond building roads. We<br />

have other ancillary projects, such as upgrading the Ibadan Airport,<br />

which forms part of our vision to make the Ibadan Airport a viable<br />

alternative to the Lagos Airport. We have already upgraded the<br />

facilities at the airport including upgrading the VIP lounge and<br />

providing a fire truck. We have installed a 500,000 litres aviation fuel<br />

storage and dispensing facility which will also be commissioned<br />

today so that flights which pass through this airport can refuel here in<br />

Ibadan. These actions will further unlock our state’s economic<br />

potential related to the aviation and transportation industry.<br />

When we came into office, I remember stating in my inaugural<br />

speech that depending over 60% on FAAC allocations was<br />

unsustainable. I promised then that we would take actions that would<br />

put Oyo State on the path to sustainable development.<br />

At different times, I have shared my dream<br />

of seeing aeroplanes take off and land at<br />

this airport every 30 minutes. But, I have<br />

also maintained that this will not be<br />

possible if we cannot pull the right crowd<br />

to the airport. The people we need to<br />

attract will only come here if we have<br />

created the path for them. So, roads like<br />

these ones we are commissioning today<br />

are vital<br />

I am happy to report that we have kept that promise.<br />

Our projects and policies have ensured that the Oyo State economy<br />

continues to grow. As of 2022, we have reduced Oyo State’s<br />

dependence on FAAC to just about 50%.<br />

This will be one of the last projects we will commission before the<br />

elections. And it is significant that we are taking another step towards<br />

opening our state to further economic growth. I can say that this is a<br />

transition project.<br />

On the one hand, it was conceived as one of the projects that will form<br />

the foundation for accelerated development, which we now call<br />

Omituntun 1.0. As has been mentioned, work on this road commenced<br />

in February 2022. We have completed the project in one year just in<br />

time to move into Omituntun 2.0.<br />

We believe that just as you gave us the<br />

mandate to serve you the first time, you<br />

will do so again in about eight days<br />

from now.<br />

Completing and commissioning this<br />

project also fulfils our promise꞉ To<br />

continue diligently serving the good<br />

people of Oyo State till the last day of<br />

our first tenure. As you can see, we are<br />

doing just that.<br />

In the spirit of promises, I also stated<br />

that when this road is completed, it will<br />

be renamed after a former Governor of<br />

Oyo State, Dr Omololu Olunloyo. So<br />

today, I have the honour of renaming<br />

this 3.2 km Ibadan Airport Road, Dr<br />

Omololu Olunloyo Airport Road. We<br />

are happy that Baba is here with us<br />

today and that God spared his life to<br />

see this road named after himself.<br />

As an administration, we will continue<br />

to honour our heroes and all leaders<br />

who served the state diligently. Their<br />

labours will not be forgotten.<br />

I will now invite my brother, Governor<br />

Nyesom Wike to deliver his remarks<br />

before we proceed to commission the<br />

Dr Omololu Olunloyo Airport Road to<br />

the glory of God and for the benefit of<br />
