Bagaimanapuncadangan penswastaanberjalan hanya diSemenanjung (kecuali di Selangor,Perak dan Pulau Pinang)tetapi tidak di Sabahdan Sarawak disebabkan perbezaanperundangan.“Keputusan penswastaankerana kerajaan mendapatiPBT kekurangan faktor kewangan,kepakaran dan sumbermanusia untuk memberiperkhidmatan pengurusansisa pepejal dan pembersihanawam yang berkualiti.“Apabila Akta PengurusanSisa Pepejal dan PembersihanAwam (Akta 672) diluluskanParlimen dan diwartakanpada 2007, ia memberikuasa eksekutif kepada KerajaanPersekutuan untukmenyelaras sepenuhnya pengurusansisa pepejal danpembersihan awam di seluruhSemenanjung, WilayahPersekutuan, Putrajaya danLabuan,” ujarnya.Dr Nadzri menambah, tujuanpengambilalihan iniadalah untuk meningkatkankualiti perkhidmatan kutipansampah di Semenanjung.Penswastaan ini sekali gusakan membawa transformasipengurusan sisa pepejal danpembersihan awam negarake arah menjadikan Malaysiasebuah negara yang bersih,indah dan sejahtera.Di bawah penswastaan penuhkelak, kutipan masih dibuattiga kali seminggu dimana sisa organik seperti sisamakanan dan sisa pepejallain yang tidak boleh dikitarsemula dikutip dua kali seminggu,manakala satu kutip<strong>and</strong>ikhususkan untukmengutip sisa pukal, sisa kebundan sisa yang boleh dikitarsemula.Menurutnya, kerajaan mewujudkanKey PerformanceIndeks (KPI) kepada syarikatkonsesi dan ia dimasukkanke dalam Perjanjian Konsesibagi memastikan penswastaanini membuahkan hasil sepertidikehendaki dari segikualiti pengurusan sisa pepejaldan pembersihan awamyang tinggi.Katanya, KPI terbahagi kepadaKPI primer dan sekunder,mengikut betapa seriusnyakesalahan.“Contohnya, titisan air leachatedari lori kompaktordianggap kesalahan beratdan termasuk di bawah KPIprimer menyebabkan syarikatkonsesi dikenakan dendadan penolakan markah,” tegasnya.Bagi melancarkan prosespemantauan, Kerajaan jugamewujudkan sebuah agensiiaitu Perbadanan Penguru-L<strong>and</strong>Matterssan Sisa Pepejal (PPSPPA)yang akan memantau , mengawalselia dan menguatkuasaanundang-undang.Bagaimanapun, katanya,pelaksanaan KPI penswastaanpengurusan sisa pepejaldan pembersihan awam inidijalankan secara berperingkatmengikut kawasan yangdipersetujui syarikat konsesidan kerajaan.Katanya, pada tahun kedua,sebanyak 30 peratus kawasanPBT akan mempunyaitong sampah dan lori barudan KPI baru akan berkuatkuasa di kawasan berkenaan,manakala pada tahun ketigasejumlah 75 peratus kawasanPBT akan dikuatkuasak<strong>and</strong>engan KPI baru dan tahunkeempat KPI baru akan dikenak<strong>and</strong>i semua PBT.Kerajaan juga di dalamPerjanjian Konsesi memperuntukkanmengenai kewujudansatu ‘call centre’ untukmenerima dan mengurusaduan dan pertanyaan berkaitanperkhidmatan kutip<strong>and</strong>an perkhidmatan pembersihanawam.Call Centre beroperasi setiaphari dari jam 6 pagi hingga12 tengah malam.“Call Centre atau SistemAduan diwujudkan dan come as a huge reliefto the poor <strong>and</strong> the low-tomiddleincome groups.“This is the most inclusivenational budget I’ve everseen since becoming amember <strong>of</strong> parliament in the1990s,” said <strong>Housing</strong> <strong>and</strong><strong>Local</strong> <strong>Government</strong> MinisterDatuk Wira Chor CheeHeung.“The various types <strong>of</strong>homeownership schemesto make housing accessibleto the lower income groupsare testimonies <strong>of</strong> this inclusiveness.”According to him, initiativeshave been put in placeto make homeownershipmore allocated RM443million to build 8,000 unitsfor sale <strong>and</strong> 7,000 units tobe rented out.The government, aware <strong>of</strong>difficulties faced by youngworking adults with monthlyincomes <strong>of</strong> less thanRM3,000 in owning a home,introduced My First HomeScheme (MFHS) in Marchthis year.Under the scheme,the government throughCagamas Bhd will providea guarantee on the10 per cent downpaymentfor houses pricedbelow RM220,000, whichmeans first-time buyers withhousehold income <strong>of</strong> underRM3,000 a month can obtaina 100 per cent loan withouthaving to pay the 10 per centdownpayment.Under Budget 2012,the ceiling price will beincreased from RM220,000to RM400,000 which willgive buyers access to morechoices.For homes not exceedingRM350,000, first-time buyersare also given stamp dutyexemption <strong>of</strong> 50 per cent oninstruments <strong>of</strong> transfer <strong>and</strong> onloan agreement instruments.Meanwhile, to preventthe risk <strong>of</strong> more delayed orab<strong>and</strong>oned housing projects,Islamic banks have agreedto provide syariah-compliantfinancing <strong>and</strong> undertake constructionrisks, Chor CCTV camerasare used to monitorthese areas.For 2011, the governmenthas set aside RM72million for 151 localcouncils under the SafeCity Programme (SCP). ATresponsibility <strong>of</strong> KPKT <strong>and</strong>its Federal Department<strong>of</strong> Town <strong>and</strong> CountryPlanning, the SCP is beingcarried out in 12 crime hotspots<strong>and</strong> involves the localcouncils in Kuala Lumpur;Petaling Jaya, Shah Alam,Subang Jaya, AmpangJaya, Klang <strong>and</strong> Selayangin Selangor; Johor Baru,Johor Baru Tengah <strong>and</strong> PasirGudang in Johor; as well asPenang <strong>and</strong> Seberang Prai.According to KPKT,RM64 million was spent oninstalling safety features tocombat street crime (snatchtheft, gang robbery withoutfirearms, robbery withoutfirearms) such as betterstreet lighting in housingareas, building pedestrianwalkways farther from roadsto deter snatch thefts <strong>and</strong>fixing traffic mirrors at strategiclocations.Results show the SCP hasbeen effective <strong>and</strong> helpedreduce the overall crime rateby 15 per cent <strong>and</strong> the streetcrime rate by 35 per centin 2010. In fact, the 35 percent decline is well above the20 per cent target set underthe national key results areaon reducing crime.The government hastargeted to further bringdown the overall crimeindex by five per cent thisyear <strong>and</strong> the street crimeindex by as much as 40 percent compared to 2009’s.Safe city concepthe Federal Department <strong>of</strong> Town <strong>and</strong>Country Planning defines “Safe CityMalaysia” as a city that’s free from anyform <strong>of</strong> physical, social <strong>and</strong> mentalthreats, where communities are ableto live in peace <strong>and</strong> harmony in a wellprotected <strong>and</strong> conducive environment.All this relates to the overall quality <strong>of</strong>life.The safe city concept’s objectives areto establish cities free from violencesuch as thefts, break-ins, snatch thefts<strong>and</strong> other crimes that lead to loss <strong>of</strong>lives <strong>and</strong> properties; free from naturaldisasters such as floods <strong>and</strong> l<strong>and</strong>slides;free from social <strong>and</strong> moral decay likedrug addiction, white collar crime <strong>and</strong>corruption; <strong>and</strong> free from indoor/outdooraccidents such as fires <strong>and</strong> onsiteor road accidents.It does not take into account the rootcauses <strong>of</strong> crimes such as breakdown inContinuous efforts t<strong>of</strong>ight crime will includeinstalling better lightingon pedestrian bridges, inunderground tunnels <strong>and</strong>at bus stops in the 12 localcouncils.Of the RM 72 million,another RM3 million isfor enhancing the PoliceReporting System <strong>and</strong>Geographical InformationSystem pertaining to crimemapping.The remaining RM5 millionis for the second phase<strong>of</strong> the project to set upanother 496 CCTV camerasin 24 local councils includingSabah <strong>and</strong> Sarawak.KPKT will spend a total<strong>of</strong> RM240 million between2010 <strong>and</strong> 2012 to assistlocal councils to implementthe SCP. This includesinstalling CCTV cameras incrime hotspots countrywideidentified by the police.Of that, RM36 millionwas spent in 2010 whileRM102 million each is for2011 <strong>and</strong> 2012.A dedicated team willmonitor the CCTVs 24/7 atthe comm<strong>and</strong> centres.The allocation to KPKTis also part <strong>of</strong> the government’sinitiative to reducecrime <strong>and</strong>
