About Accredited Training Providers (ATPs) Who conducts the MSOC and test and what are the fees The MSOC and test are conducted by ATPs. Information on the ATPs and their test fees can be found on the WSH Council website (www.wshc.gov.sg) and MOM website (www.mom.gov.sg). Home leave Would a worker on home leave be exempted from MSOC requirements • Workers on home leave are not exempted. • If the MSOC certificate is nearing its expiry when the worker is going on home leave, his employer should apply for temporary cancellation of the WP. • Upon the worker’s return to Singapore, he is required to sit for the test before the WP is reinstated. Failure to do so will result in permanent revocation. What if the worker intends to be on home leave for more than three months • If the employer does not cancel the WP and the worker goes on home leave for more than 3 months, it would eventually be revoked if he does not possess a valid MSOC certification. • As such, the employer may want to cancel the WP and reapply before the worker commences work upon his return. However, approval and issuance of WP is subject to prevailing WP requirements. Other questions If a worker has the certification for Basic Industrial Safety and Health Course for Supervisor (BISHC), can he be exempted from MSOC requirements • Workers with BISHC certification can be exempted from the MSOC as the supervisor-level course is more rigorous. • Employers who intend to send new workers for the more advanced BISHC should note that BISHC courses are run less frequently. • For new workers, they would still need to complete the course and sit for the test within two weeks of their arrival before the WP is issued. Can a worker use an existing and valid MSOC certification to apply for a WP with another employer Workers can do so provided they meet the prevailing WP requirements. The new employer must ensure that the worker’s MSOC certification has a validity of at least a month before requesting for WP issuance.
