Sub centres: Sub centres to main AKSHAYA Centres can be established under<br />

the approval of Local bodies concerned. The sub-centres can be set-up by the selected<br />

entrepreneurs only. Panchayaths can suggest two types of sub centres.<br />

a. Compulsory sub Centres- Sub centres for conducting e-literacy need to be<br />

opened in the locations specified by Town Planning Department, as per the<br />

original spatial mapping approved as per G.O (Rt) No.69/2004/ITD dated 29 th<br />

March 2004, 3-1 systems are to be provided in these centres by the entrepreneurs,<br />

with the same specifications as that of main centres. Systems can be taken rentals<br />

by Entrepreneurs.<br />

However, during the service delivery phase of the project, if the local<br />

bodies identify that the existing AKSHAYA access points available in the<br />

Panchayats are not sufficient to provide services to the citizens, the local bodies<br />

through a resolution can decide that the entrepreneur of the catchment may be<br />

instructed to run a sub-centre for service delivery, with permission from KSITM.<br />

b. Using the existing facility – Existing computer centres/ Schools etc can be used<br />

as sub centres with the consent of the owner. Any financial commitment between<br />

the entrepreneurs and the parties will be undertaken by the entrepreneur. Local<br />

bodies may give necessary support to the entrepreneurs in case they are willing to<br />

provide systems in schools or LSGI owned centres.<br />

c. Small Centres in remote locations – If found necessary, Akshaya Centre owners<br />

can move systems to remote inaccessible locations, Where people demand e-<br />

literacy. Systems can be placed in houses/Anganwadis or LP Schools for<br />

conducting the programme.<br />

After having examined the same, Government are pleased to approve the<br />

list of 1321 locations appended to this Order for eth setting up the AKSHAYA<br />

centres in the 7 districts. as mentioned above.<br />

Government are also pleased to order that in those locations where access<br />

is inadequate, sub-centres can be set up, during the e-literacy phase, by observing<br />

the above criteria for setting up sub-centres. During the service delivery phase of<br />
