3.7 South <strong>Africa</strong><br />

Account<strong>in</strong>g <strong>for</strong> 2.2% of shelled groundnut exports over the past decade, South<br />

<strong>Africa</strong>n groundnut is considered to be among the best quality <strong>in</strong> the world, and<br />

is commonly priced on a par with Argent<strong>in</strong>a, rang<strong>in</strong>g from $600 to as high as<br />

$870 per ton.<br />

A very high domestic demand also tends to float South <strong>Africa</strong>n<br />

groundnut prices, a factor discussed further under Section 4.4. South <strong>Africa</strong>n<br />

groundnut is prom<strong>in</strong>ent on the European market, and has recently ga<strong>in</strong>ed a<br />

reasonable foothold on the US market as well.<br />

However, overall quality of South <strong>Africa</strong>n groundnut has slipped a bit <strong>in</strong><br />

recent years, as the uni<strong>for</strong>mity of varieties present <strong>in</strong> any given lot is not as<br />

assured as it was previously. This decl<strong>in</strong>e <strong>in</strong> consistency is blamed on the<br />

recent <strong>in</strong>troduction of mach<strong>in</strong>e grad<strong>in</strong>g technologies, as opposed to the <strong>for</strong>mer<br />

reliance on hand-picked and selected (HPS) lots.<br />

The production and market<strong>in</strong>g of South <strong>Africa</strong>n groundnuts is facilitated<br />

by a well-organized network compris<strong>in</strong>g producer cooperatives, trade<br />

associations and other private sector stakeholders, <strong>in</strong>clud<strong>in</strong>g <strong>Groundnut</strong><br />

International and Safr<strong>in</strong>ut. The quality of the South <strong>Africa</strong>n groundnut crop is<br />

certified by the Perishable Products Export Control Board (PPECB), a<br />

parastatal body with great <strong>in</strong>ternational credibility with<strong>in</strong> the groundnut<br />

sector.<br />

Aflatox<strong>in</strong> can be a problem, however, particularly <strong>in</strong> the drier production<br />

areas. The South <strong>Africa</strong>n groundnut crop has been devastated by aflatox<strong>in</strong><br />

contam<strong>in</strong>ation twice <strong>in</strong> recent years – <strong>in</strong> 1999 and aga<strong>in</strong> <strong>in</strong> 2002. In spite of<br />

this, South <strong>Africa</strong> is still considered a reliable supplier of groundnut on the<br />

<strong>in</strong>ternational market, largely due to the reliability of the pre-shipment<br />

<strong>in</strong>spection services of the PPECB, to the quality control activities of its<br />

(European-certified) shell<strong>in</strong>g plants, and to the active and reliable monitor<strong>in</strong>g<br />

of crop conditions by commercial bodies such as Safr<strong>in</strong>ut and <strong>Groundnut</strong><br />

International.<br />

Accord<strong>in</strong>g to Dutch importers, over half of the 2002 South <strong>Africa</strong>n<br />

groundnut crop has been estimated to be contam<strong>in</strong>ated with aflatox<strong>in</strong> above<br />

EU standards.<br />
