Chapter 1 - GeneralRegu lation 1.4.2 in the absence of a contract, the construction work of which is begun on or after 1 Ju ly 2007;or.4.3 which is completed on or after 1 January 2010.SEE INTERPRETATIONS 7 AND 828.9 Ship delivered on or after 7 August 2070 means a ship:.1 for which the building contract is placed on or after 1 August 2007; or.2 in the absence of a bu ilding contract, the keels of which are la id or w hich are at a similar stage ofconstruction on or after 1 February 2008; or. 3 the delivery of w hich is on or after 1 August 201 O; or.4 which have undergone a major conversion:*.4 .1 for which the contract is p laced after 1 August 2007; or.4.2 in the absence of contract, the construction work of which is begun after 1 February 2008; or.4.3 which is completed after 1 August 2010.SEE INTERPRETATIONS 7 AND 829 Parts per million (ppm) means parts of oil per million parts of water by volume.30 Constructed means a shi p the keel of w hich is laid or which is at a similar stage of construction.SEE INTERPRETATION 731 Oil residue (sludge) means the residual waste oil products generated during the normal operation of aship such as those resulting from the purification of fuel or lubricating oil for main or auxiliary machinery,separated waste oil from oil filtering equipment, waste oil collected in drip trays, and waste hydraulic andlu bricating oils.32 Oil residue (sludge) tank means a tank which holds oil residue (sludge) from which sludge may bedisposed directly through the standard discharge connection or any other approved means of disposal.33 Oily bilge water means water which may be contam inated by oil resulting from things such as leakageor maintenance work in machinery spaces. Any liquid entering the bilge system including bilge wells, bilgepiping, tank top or bilge holding tanks is considered oily bilge water.34 Oily bilge water holding tank means a tank collecting oily bilge water prior to its discharge, transfer ordisposal.35 Audit means a systematic, independent and documented process for obtaining audit evidence andevaluati ng it objectively to determ ine the extent to w hich audit criteria are fulfilled.36 Audit Scheme mea ns the IMO M ember State Audit Scheme established by the Organization and takinginto account the gu idelines developed by the Organization.t37 Code for Implementation means the IMO Instruments Implementation Code (Ill Code) adopted by theOrganization by resolution A.1070(28).38 Audit Standard means the Code for Implementation.• MEPC 59 agreed (MEPC 59/24, paragraph 6.18) that the clarification of the requirements o f MARPOL Annex I regulation 12A is alsoapplicable to major conversions as defined in regulation 1.28.9.t Refer to the Framework and Procedures for the IMO Member State Audit Scheme (resolution A.1067(28)).MARPOL CONSOLIDATED EDITIO 2017 47

28.5 Oil tanker delivered before 6 July 1996 means an oil tanker:

.1 for which the building contract is placed before 6 Ju ly 1993; or

.3 the delivery of w hich is before 6 July 1996; or

.4 which has undergone a major conversion:

.4.1 for which the contract is placed before 6 July 1993; or

.4.3 which is completed before 6 Ju ly 1996.

28.6 Oil tanker delivered on or after 6 July 7996 means an oil tanker:

.1 for which the building contract is placed on or after 6 Ju ly 1993; or

.2 in the absence of a building contract, the keel of w hich is laid or which is at a similar stage of

construction on or after 6 January 1994; or

.3 the delivery of which is on or after 6 July 1996; or

.4 which has undergone a major conversion:

.4 .1 for which the contract is placed on or after 6 July 1993; or

.4.2 in the absence of a contract, the construction work of w hich is begun on or after 6 January

1994; or

.4.3 which is completed on or after 6 Ju ly 1996.

28.7 Oil tanker delivered on or after 1 February 2002 means an oil tanker:

.1 for w hich the building contract is placed on or after 1 February 1999; or

.2 in the absence of a building contract, the keel of w hich is laid or which is at a similar stage of

construction on or after 1 August 1999; or

.3 the delivery of which is on or after 1 February 2002; or

.4 w hich has undergone a major conversion:

.4 .1 for w hich the contract is placed on or after 1 February 1999; or

.4.2 in the absence of a contract, the construction work of which is begun on or after 1 August

1999; or

.4.3 w hich is completed on or after 1 February 2002.

28.8 Oil tanker delivered on or after 7 January 2070 means an oil tanker:

.1 for which the building contract is placed on or after 1 January 2007; or

.2 in the absence of a bu ilding contract, the keel of which is laid or which is at a similar stage of

.3 the delivery of w hich is on or after 1 January 2010; or

.4 which has undergone a major conversion:

.4.1 for which the contract is placed on or after 1 January 2007; or
