Appendix VIFuel verification procedure for MARPOL Annex VI fuel oil samples(regulation 18.8.2)The fol lowing procedure shall be used to determine whether the fuel oil delivered to and used on board shipsis compliant with the sulph ur limits required by regu lation 14 of Annex VI.1 General requirements1.1 The representative fuel oil sample, which is requi red by paragraph 8.1 of regulation 18 (the "MARPOLsample") shall be used to verify the sulphur content of the fuel oil supplied to a ship.1.2 An Administration, through its competent authority, sha ll manage the verification procedure.1.3 The laboratories responsible for the verification procedure set forth in this appendix shall be fullyaccredited* for the purpose of conducting the tests.2 Verification procedure stage 12.1 The MARPOL sample shal l be delivered by the competent authority to the laboratory.2.2 The laboratory shall:.1 record the details of the seal number and the sample label on the test record;.2 confirm that the condition of the seal on the MARPOL sample is that it has not been broken; and.3 reject any MARPOL sample where the seal has been broken.2.3 If the seal of the MAR POL sample has not been broken, the laboratory shal l proceed with the verificationprocedure and shall:.1 ensure that the MARPOL sample is thoroughly homogenized;.2 draw two subsamples from the MARPOL sample; and.3 reseal the MARPOL sample and record the new reseal details on the test record.2.4 The two subsamples shall be tested in succession, in accordance with the specified test method referredto in appendix V (second footnote). For the purposes of th is verification procedure, the re sults of the testanalysis shall be referred to as "A" and "B" :.1 If the results of "A" and "B" are within the repeatabil ity (r) of the test method, the results shall beconsidered valid .. 2 If the results of "A" and " B" are not within the repeatability (r) of the test method, both results shallbe rejected and two new subsamples should be taken by the laboratory and ana lysed. The samplebottle should be resealed in accordance with paragraph 2.3.3 above after the new subsampleshave been taken.2.5 If the test results of ;'A" and "B" are valid, an average of these two results shou ld be calculated thus givingthe result referred to as "X":.1 If the resu lt of "X" is equal to or falls below the applicable limit required by Annex VI, the fuel oilshall be deemed to meet the requirements .. 2 If the result of "X" is greater than the applicable limit required by Annex VI, verification procedurestage 2 should be conducted; however, if the result of "X" is greater than the specification limitby 0.59R (w here R is the reproducibility of the test method), the fuel oil shall be considerednon-compliant and no further testing is necessary.• Accreditation is in accordance w ith ISO 17025 or an equivalent standard.MARPOL CONSOLIDATED EDITION 2017 311
