INTRODUCTION
Dans le cadre du développement urbain de la ville de Liège, une
attention particulière a été portée sur la Plaine de Droixhe, au riche passé
urbanistique. Un projet de requalification a été développé et approuvé.
Il porte sur une restructuration du site afin de relever le défi de la rencontre
entre l’habitat et l’architecture, entre le logement et le développement socioéconomique
en assurant la mixité sociale et la qualité de vie.
Le projet de redéveloppement table sur la création d’un quartier mixte dans
lequel de nouveaux bâtiments de différents gabarits rencontrent les
immeubles en hauteur, réhabilités. Il vise à assurer la diversité de topologies
et de densités, ainsi qu’un nouvel élan humain par le biais, entre autres,
d’activités économiques et commerciales. Environ 1000 logements ont
aujourd’hui été démolis pour faire place à ce projet ambitieux.
Le projet de réaménagement de la plaine de Droixhe privilégie une
construction de la ville durable et la qualité de vie. Il maintiendra le rôle de
signal que joue le site au niveau de la ville et apportera plus de cohérence
au niveau du quartier.
Le développement des espaces publics, une concentration résidentielle
diversifiée accueillant des habitants aux profils variés favoriseront un
nouveau dynamisme commercial et économique.
La plaine de Droixhe profite de sa situation particulière en bord de Meuse.
Les quais abritent le Réseau Autonome des Voies Lentes (RAVEL) qui
permettent de rejoindre le centre-ville en quelques minutes. Au niveau du
quartier tous les équipements collectifs (crèche, école, commerce, police)
sont articulés autour d’espaces verts et de récréation.
La route à front de Meuse sera progressivement transformée en boulevard
urbain, rapprochant ainsi le site du centre de la ville. Le site est desservi par
un réseau important de transports publics.
As part of the urban development of the city of Liège, a particular
attention has been paid to the Droixhe plain, with its rich urban past. A
requalification project has been developed and approved.
It consists of a restructuring of the site in order to take up the challenge of
the encounter between housing and architecture, between housing and
socio-economic development by ensuring social diversity and quality of life.
The redevelopment project relies on the creation of a mixed-use
neighbourhood in which new buildings of different sizes meet renovated
high-rise buildings.
It aims at ensuring the diversity of topologies and densities, as well as a new
human impetus through economic and commercial activities. Around 1,000
homes have been demolished to make way for this ambitious project.
The redevelopment project of the Droixhe plain favors sustainable city
construction and quality of life. It will maintain the signal role that the site
plays at the city level and will bring more coherence to the neighbourhood.
The development of public spaces, a diversified residential concentration
welcoming inhabitants with varied profiles will promote a new commercial
and economic dynamism.
The Droixhe plain benefits from its particular location on the banks of the «
Meuse ». The quays are home to the Autonomous Network of Slow Paths
(RAVEL) which allows you to reach the city center in a few minutes. At the
district level, all public facilities (nursery, school, shops, police station) are
structured around green spaces and recreational areas.
The road alongside the river Meuse will be gradually transformed into an
urban boulevard, bringing the site closer to the city centre. The site is served
by an important network of public transport.
CONSTRUCTION D’UN ENSEMBLE DE 165 LOGEMENTS ET ESPACES PUBLICS
Ce projet public vise la construction de 165 logements de
typologie variée. Une première phase de 108 logements
s’est achevée en juin 2020. Une seconde phase de 57
logements va débuter en 2021. Il s’agit d’un
investissement de 25 millions €.
Ce nouvel îlot participe à la dynamique de requalification
du site de Droixhe. D’une part, il s’articule autour d’un parc
arboré permettant l’éclosion d’un nouveau lieu de vie
convivial et de qualité à l’usage de la population, favorisant
le lien social, le vivre-ensemble et l’intégration. D’autre
part, il est un nouveau signe visible et concret de
l’attention accordée au développement urbain du quartier.
This public project aims at building 165 housing units of
various types. A first phase of 108 housing units was
completed in June 2020. A second phase of 57 housing
units will begin in 2021. This represents an investment of €
25 million.
This new islet block participates in the dynamics of
requalification of the Droixhe site. On the one hand, it’s
built around a tree-lined park that will create a new friendly
and high-quality living space for the population, promoting
the social link, living together and integration. On the other
hand, it’s a new visible and concrete sign of the attention
paid to the urban development of the district.
RESIDENCE « LA PLAINE »
Cette nouvelle maison de repos (108 lits) a été inaugurée
par l’Intercommunale ISoSL en 2017. Il s’agit d’un
investissement de 21.500.000 €.
Cette nouvelle infrastructure d’accueil s’inscrit dans le
plan de revitalisation de la plaine de Droixhe et poursuit
son objectif de diversité des fonctions. En plus d’initier le
renouveau de la Plaine de Droixhe, le projet s’inscrit
dans l’avenir à travers des choix architecturaux et
techniques soucieux du développement durable.
This new nursing home (108 beds) was inaugurated by the
inter-communal « ISoSL » in 2017. The investment
amounted to € 21,500,000.
This new care facility is part of the revitalization plan for the
Droixhe plain and pursues its goal of diversity of functions.
In addition to initiating the renewal of the Droixhe plain, the
project is part of the future through architectural and
technical choices that support sustainable development.
LILLE 4 – RENOVATION PROFONDE DE 75 LOGEMENTS
Cet immeuble de 75 logements a été vendu en 2020 à
un promoteur privé pour y mener une réhabilitation
profonde et de qualité.
Cet immeuble fait partie de l’ensemble urbanistique de
Droixhe repris à l’inventaire du Patrimoine architectural.
La fonction résidentielle y sera préservée.
Les travaux ont débuté en janvier 2021. Les logements
seront proposés à la location dès 2022.
This 75-unit building was sold in 2020 to a private developer
to carry out a deep and high-quality rehabilitation.
This building is part of the Droixhe urban ensemble listed in
the architectural heritage inventory. The residential function
will be preserved.
Work has begun in January 2021. The accommodation will
be offered for rent from 2022.
PROJET Ecole Leona Platel CIMC (Centre de rééducation)
Ce projet porté par la Ville de Liège et l’Intercommunale
ISOSL a débuté en août 2020.
Il s’agit d’un projet intégré d’une école pour enfants
infirmes moteurs-cérébraux et d’un centre de soins.
L’investissement s’élève à 9,5 millions €. L’école ouvrira
ses portes fin 2021.
This project, supported by the City of Liege and the intercommunale
« ISOSL », started in August 2020.
It’s an integrated project of a school for children with
cerebral palsy and a health center. The investment amounts
to € 9,5 million. The school will open its doors at the end of
2021.
PROJET CENTRE DE MAINTENANCE DU TRAM
Le passage du tram dans le quartier renforcera l’offre de
transports en commun et permettra des liaisons rapides
vers le centre-ville. L’implantation de son centre de
maintenance est un atout majeur dans le redéploiement
du quartier.
Les travaux, en cours actuellement, s’achèveront en
2023. Pour ce centre de maintenance, l’investissement
représente 50 millions €.
The tramway line through the district will enhance the public
transport offer and provide rapid connections to the city
center. The establishment of its maintenance centre is a
major asset for the redevelopment/redeployment of the
district.
Work is currently underway and will be completed in 2023.
The investment in the maintenance centre amounts to € 50
million.
PROJET FOIRE INTERNATIONALE DE LIEGE
La Foire internationale de Liège s’implantera également
à Droixhe. L’investissement est de l’ordre de 44 millions
€.
Bénéficiant de fonds européens FEDER, les travaux
doivent être terminés pour 2023.
Liège International Fair Center will also be located in
Droixhe. The investment is roughly € 44 million.
Benefiting from European funds (FEDER), the work should
be completed by 2023.
DECLASSEMENT DE L’AUTOROUTE E25
Le déclassement de l’autoroute pour y aménager des
voies de circulation plus lentes devrait débuter en 2021.
Ce tronçon routier est aménagé en boulevard arboré et
les flux circulatoires dans le quartier sont réorganisés
pour faire place à une mobilité douce et apaisée.
L’investissement s’élève à 10 millions €. Ces travaux
étant financés grâce à des fonds européens FEDER,
ceux-ci doivent être terminés pour 2023.
The decommissioning of the motorway to create slower
traffic lanes should begin in 2021. This road section will be
converted into a tree-lined boulevard. Therefore, traffic flows
in the district will be reorganised to make way for soft
mobility.
The investment amounts to € 10 million. The work is
financed by European funds and should be completed by
2023.
PROJET – DROIXHE BUSINESS PARC
Ce projet porte sur la création d’un parc pour PME (25
entreprises). Ce projet représente un potentiel de
création de 200 emplois et renforcera l’attractivité du
quartier.
Les travaux, en cours actuellement, se termineront en
2021.
This project concerns the creation of a business park for
SMEs (25 companies). This project represents real potential
for the creation of 200 jobs and will enhance the
attractiveness of the district.
Work is currently underway and will be completed in 2021.
REHABILITATION DU SITE CHAT NOIR
Ce projet privé (sis avenue Georges Truffaut), porté par
la société CNL Développement, prévoit de réhabiliter
l’entièreté du bâti pour y intégrer des fonctions
principalement économiques (bureaux) accompagnées
d’un espace cafétéria/restaurant, un fitness center et des
espaces extérieurs de détente. Le permis d’urbanisme a
été octroyé en mai 2020.
La fin des travaux est prévue pour 2023.
L’investissement s’élève à 30 millions d’euros.
This private project (located on avenue Georges Truffaut),
led by the « CNL Développement » company, plans to
rehabilitate the entire building to integrate mainly economic
functions (offices) accompanied by a cafeteria/restaurant
area, a fitness centre and outdoor relaxation areas.
Planning permission was granted in May 2020.
Completion is scheduled for 2023. The investment amounts
to 30 million €.
LIFT Ô LOFT – REHABILITATION DE L’ANCIENNE BRASSERIE PIEDBOEUF
Le projet Lift ô Loft, développé par la société Promactif
porte sur la création de 109 logements (appartements et
lofts), de 2000 m² de bureaux, des commerces ainsi
qu’une serre et un espace culturel. La demande de
permis d’urbanisme vient d’être déposée.
Le début des travaux est prévu pour fin 2021. Le projet
prévoit plusieurs phases de réalisation. L’exploitation des
premiers logements est prévue pour fin 2023. La fin de la
réalisation complète du projet est prévue pour 2025.
L’investissement est de l’ordre de 40 millions d’euros.
The « Lift ô Loft » project, developed by the « Promactif
company », involves the creation of 109 housing units (flats
and lofts), 2,000 m² of offices, shops as well as a
greenhouse and a cultural space. The application for an
urban planning permit has just been submitted.
Construction is scheduled to beginat the end of 2021. The
project provides several phases of implementation. The first
housing units are scheduled to be operational by the end of
2023. Completion of the entire project is planned for 2025.
The investment is roughly 40 million euros.
PÔLE AGRO-ALIMENTAIRE & LÉGUMERIE
Conscients de l’intérêt croissant des citoyens liégeois
pour les nouveaux modes de consommation offrant une
alimentation saine et durable et de la présence de
nombreux producteurs locaux de qualité sur notre
territoire, les pouvoirs publics souhaitent développer des
outils pour répondre à ces attentes et valoriser notre
terroir.
C’est pourquoi, la Ville de Liège étudie actuellement la
création d’un pôle agro-alimentaire dédié à
l’agroalimentaire de qualité dans le quartier de Droixhe
« Economie ».
La Ville souhaite favoriser l’émergence d’activités de
productions au sein du site d’activités mixtes de Droixhe
et accueillir des métiers complémentaires. Le secteur
agroalimentaire constitue une des industries les plus
pourvoyeuses d’emplois dans la région liégeoise.
La Ville de Liège participe à cette dynamique en étudiant
la possibilité de développer et d’intégrer une
« légumerie » en lien avec le projet de développement du
pôle agro-alimentaire dédié aux circuit-courts.
Aware of the growing interest of the citizens of Liège in new
ways of consuming healthy and sustainable food and of the
presence of many local quality producers in our territory,
public authorities wish to develop tools to meet these
expectations and to promote our land.
Therefore, the City of Liège is currently studying the
creation of an agri-food hub dedicated to quality agri-food
products in the economic district of Droixhe.
The City wishes to promote the emergence of production
activities within the mixed activity site of Droixhe and to
welcome complementary professions. The agri-food sector
is one of the most important job-providing industries in
Liège.
The City of Liège is taking part in this dynamic by studying
the possibility of developing and integrating a "vegetable
factory" in connection with the development project of the
agro-food pole dedicated to local distribution channels.
