Demand-side flexibility has the potential to make a greater contribution to the functioning of<br />

electricity markets, safe operation of the network and security of supply. However, access to<br />

the markets is hindered by a number of obstacles. Following analysis and broad consultation<br />

with the market players, the CREG proposes a commercial market model for the demand-side<br />

flexibility. The model is based on 10 principles, two new roles and a diagram illustrating how<br />

the various roles interact.<br />

Summary<br />

In the context of the model, the end customer plays a central role as the holder of the<br />

demand-side flexibility, entitled to leverage it with the flexibility service provider of their<br />

choice without opposition from the balance responsible party. Two compensation measures<br />

have been established to facilitate this choice: a transfer of balance responsibility and financial<br />

compensation negotiated between the energy supplier and the flexibility service provider.<br />

This model ensures that commercially sensitive data is kept confidential, through centralised<br />

management of the data on the flexibility volume, and recognises the end customer the right<br />

to hold measuring and metering data and to transmit them freely.<br />

In order to facilitate access to the demand-side response for TSO products, the CREG also<br />

recommends that such products are defined on the basis of the needs of the TSO rather than<br />

on the characteristics of the technology.<br />
