2 ENGIE’S VIEW ON THE DEVELOPMENT OF DEMAND-SIDE<br />

MANAGEMENT<br />

To contribute to the growth of DSM and to reach the ambition of becoming a leader in<br />

the energy transition, Engie has played an active role in the development of the<br />

currently available products for demand response in Belgium, but also in the design of a<br />

future system as envisioned by the Transmission System Operator and the national<br />

Regulator. Besides this, Engie has also participated in the cross-national working group<br />

initiated by the USEF foundation, which aims at the effective implementation of demand<br />

aggregation in different market models to deliver an optimal flexibility for all parties.<br />

In 2<strong>01</strong>6, Belgium is already a well-developed market when it comes to participation of<br />

demand response in balancing (e.g. R3 ICH, R3DP) and adequacy (e.g. Strategic<br />

Demand Reserve) markets. However, Engie is convinced that the participation of<br />

demand response in those markets, and new ones such as congestion management will<br />

continue to increase in the coming years, as a result of the increasing flexibility needs<br />

linked to the development of intermittent energy sources. This will be possible through<br />

innovative technologies, better knowledge of energy market on customers’ side and<br />

their willingness to actively manage their energy consumption and, of course, support<br />

from suppliers and aggregators.<br />

It is Engie’s opinion, that demand-side management is intrinsically a commercial activity<br />

in a liberalized market and that it should not be locked into one specific framework. It<br />

should be based on open commercial negotiations between market players. We<br />

support the clear definition of roles and responsibilities for more efficiency and further<br />

integration of DSM. However, over-regulating the development of this activity will bring<br />

market distortions and discriminations on the energy market. Therefore, Engie pleads<br />

for simple and efficient processes and a level playing field between the different players<br />

and technologies now participating to the flexibility, adequacy and congestion markets.<br />
